To provide oversight and line management responsibility to Regional Finance Team members Principal duties and responsibilities In performing their duties, the General Manager must operate within the relevant financial policies and financial guidelines of the HSE including those laid down by the CFO. Key duties and responsibilities include: 1. Supporting Head of Finance, IHA Leads & Senior Finance colleagues in ensuring the Region operates an effective financial planning and monthly financial performance management process so that the Region can deliver the maximum amount of safe service while operating with the limits of the budget made available to it 2. Taking responsibility where required for management of finance staff, financial systems, financial processes and financial data and proactive management of any shared responsibility in this regard 3. Supporting the Annual Estimates and Service Planning processes. This should be consistent with the HSE accountability framework and good practice 4. Reviewing and sign-off of relevant management accounting and financial accounting information including accruals/prepayments, cost transfers, monthly and ad-hoc reports, cost containment reports, forecasts, cash reports, annual financial statement information etc. 5. Supporting the Head of Finance/designated Senior Manager in ensuring that the members of the management team and other budget holders have timely access to the financial information, including analysis and commentary, they require to meet their obligations & responsibilities 6. Lead the regional forecasting processes in collaboration with IHA Leads & Finance business partners, delivering accurate financial projections aligned with strategic objectives. 7. Management of regional budgets, including fund allocation transfers to ensure effective financial control and resource optimization. 8. Deliver monthly regional performance and financial reports, providing insights and analysis to inform decision-making and stakeholder governance 9. Support Senior Finance colleagues in ensuring the Region operates an effective financial planning and monthly financial performance management process. 10. Management of finance staff, financial systems, financial processes and financial data and proactive management of any shared responsibility in this regard 11. Provide analytical input to the process of identifying, assessing, implementing, and monitoring Service Improvement and Cost Containment plans 12. Supporting and participating in the ongoing review and improvement of the system of Internal Financial Controls within the Region including but not limited to: • Financial Controls Assurance Group • Standards of financial propriety and regularity within the Region • Compliance with Procurement Rules • Financial/governance/compliance aspects of managing the relationship with funded service providers • Maximising Income generation, billing and collection • Cash handling • Compliance with National Financial Regulations and other relevant policies, procedures and guidelines • Engagement with Internal Audit and implementation of IA recommendations • Engagement with C&AG and implementation of management letter recommendations • Tax compliance • Management of stocks, debtors and cash. • Annual Internal Controls Questionnaire and Controls Assurance Process • Maintenance of the financial risk register. 13. Job Description Adult Education Officer with initial duties as Assistant Training Centre Manager General Information: The post is an integral part of the Further Education and Training (FET) senior management team and the duties assigned will encompass a broad range of responsibilities including but not limited to the following: • Effective leadership and management of staff performance, financial and other resources. • The efficient and effective delivery of agreed and appropriate services and programmes as required by our customers and stakeholders. • Delivery of targets established through the annual planning process, utilising both a strategic and collaborative approach. • Manage and oversee the maintenance, development and efficient operation of FET buildings, facilities and associated infrastructure, ensuring compliance with statutory requirements, health and safety standards, and organisational policies. Duties and Responsibilities Participate and lead in the implementation of the local FET strategy, including the planning and budgeting process. Manage activity plans while adhering to budgets and achieving the key performance indicators agreed in the FET plan. Identify the training needs of the various client groups and manage the development of appropriate responses. Work collaboratively with colleagues to ensure integration of programmes and services across the FET spectrum. And Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office Post specific requirements: · Candidates must be able to demonstrate evidence of a significant track record in leading and implementing service improvement within a health system and/or possess a qualification of relevance to same · Sound knowledge of current issues and experience of working with adults with neurological conditions and neuro-rehabilitative needs The candidate will be required to understand the complexity and dynamics associated with change in the health and social care sector and the wider Neuro-Rehabilitation Strategy.
