JOB DESCRIPTION Carry out maintenance and complete overhaul of all types of heavy- duty diesel, electric and petrol vehicles and equipment. This shall include trucks, pickups, vans, excavators, tractors, loading shovel/telehandlers, trailers, etc. belong to Clare County Council and be available for out of hours emergencies breakdowns if required. ESSENTIAL SKILLS & EXPERIENCE FOR THE ROLE (a) Good working knowledge of carrying out repair and maintenance of varioustypes of vehicles. (b) Willingnessto attend training provided by Clare County Council. (c) Experience in hydraulic/pneumatic/auto electrical area; (d) possess a good knowledge of Health and Safety requirements; DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include the driving of appropriate Council vehicles. It is understood that there will be occasions outside of normal working hourswhen the person employed will be assigned to a roster to cover breakdowns during Winter Maintenance season. The Council requires that the carrying out of such duties be in a spirit of co-operation and good will. The person employed will be required to carry out maintenance and complete overhaul of all types of heavy- duty diesel,electricand petrol vehicles and equipment. Thisshall include trucks, pickups, vans, excavators, tractors, loading shovel/telehandlers, trailers, etc. both in the Council workshop and on sites throughout the County. They shall also be required to carry out building maintenance as required and to discharge all other duties assigned to them by the Executive Engineer and Machinery Yard Foreman. The duties will include but will not be limited to the following: (a) To keep records of jobs and materials used as required for costing purposes. (b) To be responsible for custody of materials, tools and equipment in their care and for the keeping of records necessary in relation thereto. (c) Keeping such work records, work schedules and worksheets asrequired. To furnish allreports and returns as required on plant and transport to their immediate Line Manager. (d) To undergo training at assigned destinations in relation to new systems, processes, devices and equipment and utilise such systems, processes, devices and equipment in the course of work. (e) To comply with all requirements of PMDS operated in Clare County Council. (f) Completing such risk assessments and risk assessment reports as are required for compliance with the Council’s Occupational Safety, Health, and Welfare Management System and/or designated Safety Management System. (g) Any other duties that may be assigned from time to time. The person employed will be required to perform assigned duties exercising a duty of care, in the interest of safety of oneself, fellow employees and the general public, at all timesin compliance with Clare County Council’s Health & Safety Management System. ESSENTIAL CRITERIA 1. Character Each candidate must be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms: (a) Be a qualified Heavy Vehicle Mechanic / Motor Mechanic / Motor Technician and have served a recognised apprenticeship and obtained a minimum National Craft Cert or equivalent. Candidates must supply documentary evidence in support of this to the satisfaction of the Local Authority. (b) Have a minimum 2 years post apprenticeship experience from working in a recognised garage, with experience ofservice and repair of commercial / construction vehicles including diagnostics and wiring, electrical systems repair, overhaul of petrol and diesel engines, pumps and compressors, etc. as well as welding and fabrication capabilities. (c) Hold a full clean current driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications. Class C driving license is desirable but not essential at this time. Successful candidate will be required to complete Class C driving licence within the first 1 year followed by Class CE licence within the following 12 months of employment which Clare County Council will provide for. (d) Have a good standard of education to enable them to carry out their duties efficiently. Failure to input and upload proof of essential educational qualifications in your application form will deem you ineligible for this competition. *Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document. Desirable Criteria • Experience and qualifications in hydraulic/pneumatic/auto electrical area; • possess a good knowledge of Health and Safety requirements; 4. Age Each candidate must be under 70 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. However, the age restriction of 70 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 5. Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circular. Where the appointee has been serving elsewhere in the public service in an analogous grade and pay-scale and will be moving without break to another part of the public sector at an analogous grade, the appointment may be made at the appointee’s current point of scale. The rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting pay for new entrants to the sector will be at the minimum of the scale. The current salary scale applicable to the post is €788.63 - €908.30 per week (March 2025) Annual Leave: The current annual leave entitlement is 25 days per annum. Clare County Council’s holiday year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1977 (as amended). Working Hours: The post-holder will be required to work a 39-hour week: Monday to Thursday 8:15am to 4:45pm Friday 8:15am to 3:45pm Lunch Break is 30 minutes. The Position Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Beach Lifeguard shall be drawn. Purpose, Duties and Responsibilities The duties of the post of the Beach Lifeguard include, but are not limited to: • Attending at place of work in a punctual manner; • Opening the Lifeguard hut and checking weather for appropriate flag to be erected; • Send text within 15 mins of arrival at Beach to WSDO confirming initials of all lifeguards on site; • Wearing the official Lifeguard clothing as provided by the Council at all times when on duty; • Checking the tide; • Putting out temporary signage as appropriate; • Patrolling the beach regularly • Checking all signs and lifesaving equipment including ring buoys on the beach daily; • Keeping the assigned area clear of all hazards and remove same as required e.g. broken glass etc; • Keeping the welfare unit and area around Lifeguard station clean; • Beach Lifeguards should be on patrol or on look out from outside of the hut and should be inside the hut or welfare unit for breaks only; • Being courteous with members of the public; • Logging all accident and incident reports; • Liaising with supervisor and Communications Department of the Council in relation to media issues. Dealing directly with the media is not permitted; • Keeping the Lifeguard Hut clear of visitors except people in need of First Aid; • Managing the assigned beach area in respect of all activities; • Reporting directly to the Water Safety Development Officer and/or District Engineer and/or their designated persons; • Supervising and assisting in rescue operations; • Reviewing complaints and accidents where required; • Testifying in court as a witness if required on behalf of the Council; • Reporting to their supervisor on the state of all rescue equipment, facilities and supplies; • Warning the public of dangerous conditions and post warning devices; • Administering medical aid and performs cardio-pulmonary resuscitation; • Explaining bye-laws and regulations to the public where necessary; • Coordinating with and requesting assistance from other agencies as required (in conjunction with supervisor); • Ensuring that at all times, priority is given to Swimmers and First Aid requirements. • All duties as laid down in the Irish Water Safety Lifeguard Handbook as appropriate to their workplace This list may not include all duties to be performed by employees in this appointment. This list may not include all duties required as the nature of a Beach Lifeguards work may lead to unforeseen lifesaving situations ashore. Lifeguards will be required to work irregular hours to coincide with tidal conditions and bathing periods, including work at weekends and particularly over holiday weekends. Qualifications for the Post Character Each candidate must be of good character. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Hold a current Irish Water Safety, National Beach Lifeguard Award or equivalent qualification as recognised by the International Lifesaving Federation (ILS); • Be 18 years of age or over All candidates will be required to undergo a practical test in Basic Life Support (BLS), swimming ability, lifesaving techniques and a theory test conducted by an examiner nominated by the Irish Water Safety Association. They will be required to maintain a daily training routine unless they are engaged in lifesaving operations. Candidates holding Certificates of Competence in basic first aid and/or VHF radio will gain extra marks. While the above qualification is the minimum requirement for this post the following Pre-Hospital Emergency Care Council (PHECC) qualifications would also be desirable: Cardiac First Responder, Emergency First Responder, and Occupational First Aid. Hours of Work The maximum working week will be 39 hours and the working pattern will include Saturday and Sunday working on a rotational basis. Hours will be part – time for June, full time for July & August and part-time for the first two weeks in September. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. Candidates must be available to work from Monday to Sunday and hours shall vary from early morning to late evening. The working hours will be on a rota basis arranged by the Supervisor. You may be required to complete a time-sheet in accordance with the Organisation of Working Time Regulations, 2001. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Meath County Council reserves the right to withdraw its offer in the event that an appointment is not taken up within such a period. THE ROLE Reporting to the Administrative Officer, Traveller Accommodation Unit, Housing Operations Directorate; the Traveller Liaison Officer will work closely with Traveller families, providing hands-on assistance in both formal halting sites and private residences, managing Traveller-specific accommodation and helping to resolve housing-related challenges. The Traveller Liaison Officer will also coordinate with other Council departments, external agencies, and social services to offer a holistic approach to improving the living conditions of Traveller families. Regular on-site visits, consultations, and maintaining up-to-date records are critical aspects of this role. You will also have a vital role in responding to and managing unauthorised Traveller encampments and will be a pivotal liaison in conflict resolution and compliance with local authority regulations. The role offers an opportunity to make a meaningful difference by fostering positive relationships between the Council and the Traveller community, contributing to improved outcomes for this marginalised group. If you have experience working with vulnerable communities and are passionate about driving social change, this role provides a challenging yet rewarding opportunity. The Traveller Liaison Officer (Grade VI) duties shall include but are not limited to the following; 1) Making regular visits to Traveller Specific Accommodation both official and unofficial sites as well as home visits to Members of the Traveller Community. This panel will be used to fill positions at schools located in Sligo Town only. This is a pensionable part-time position. The employment may be suspended as follows: (i) During periods of closure of the particular school or schools for holidays or any other reason, and (ii) During other such periods as may be determined by the employer. 2. DUTIES Duties of a School Warden include, but are not limited to, the following: During School Term • To attend for duty at the prescribed times and perform such duty under the direction of the local authority or any member of An Garda Síochána. • To ensure the safe crossing of school children at, or in the vicinity of, schools at schools’ opening and closing times. • To carry the official sign (at the discretion of Wardens when high winds prevail) at all times when on duty. (This will be supplied by the employer). • To notify the employer, where possible, without delay, should a traffic accident/near miss occur at or in the vicinity of the Warden’s duty point, area of concern. • To furnish such records and reports relating to the employment as may be required by the employer. Outside of School Term and on School Closure Days • When schools are closed, School Wardens may be assigned litter picking duties in the vicinity of their assigned location (or at such other location as may be directed by the Line Manager from time to time). The hours of work (10 hours per week) for these duties will be agreed with the Line Manager. • Any other duties assigned from time to time. Health & Safety Duties: • School wardens are to receive training appropriate to their role. • School wardens are to work in a safe manner at all times and safeguard all children using the crossing. • School wardens are to be in attendance at the crossing to which they are assigned at all duty times. • School warden uniform must be worn as indicated by Section 96 (4) of the Road traffic Act 1961. • School wardens are to wear a uniform including a Class 3 high visibility coat, hat and protective footwear. • School wardens are responsible for the custody and maintenance of the statutory sign provided for duty. • Accident/Incidents are to be reported to their Line Manager as soon as possible. Any other duties that may be assigned from time to time. 3. REMUNERATION The salary shall be fully inclusive and will be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. Current Salary €39.23 per day 4. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 5. PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation, unless, during such period or extended period, that the service of such person is certified as satisfactory. 6. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. 7. RESIDENCE The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Interviews will be held in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The top performing candidates at final selection interview, whose names are placed on the panel, and who satisfy the local authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment, may within the life of the panel, be employed as appropriate vacancies arise. The life of the panel shall be one year from the date it is formed, unless extended by the Chief Executive. 9. NORMAL WORKING HOURS Normal working hours are 8.30 a.m. to 9.30 a.m. and 2.15 p.m. to 3.15 p.m. Monday to Friday during school term, or as otherwise may be agreed between the employer and the relevant school Principal. The successful candidate may, from time to time, be required to work outside normal office hours, including at weekends as necessary. During periods of school closures, working hours will be as agreed with the Line Manager. The School Warden is obliged to notify the employer without delay should they be unable to attend work due to illness or for any other reason. 10. MEDICAL EXAMINATION For the purpose of satisfying the requirements as to health, it will be necessary for the successful candidate, before they are appointed to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate. 11. PERIOD OF ACCEPTANCE OF OFFER The local authority shall require persons to whom appointments are offered to take up such appointments within a period of not more than one month and, if they fail to take up the appointments within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 12. ANNUAL LEAVE Annual leave and public holidays shall be given in accordance with the provisions of the Organisation of Working Time Act, 1997. 13. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. 14. GARDA VETTING & REFERENCES The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to the employer. 15. TRAINING Successful candidates will be required to undertake any course of training which is determined relevant by Sligo County Council. 16. Louth County Council will, following an interview process, form a panel for the post, from which future relevant vacancies may be filled, subject to sanction approval from the Department of Housing, Planning and Local Government. Particulars of Post The Post This is a part time relief post. Salary Salary shall be at Light Equipment Operator Scale – currently €19.13 per hour. Location of post The post holder will be based between any of Louth County Councils Sports facilities including: • Dundalk Sports Centre, Muirhevnamor, Dundalk or • Lourdes Athletic Stadium, Boyle O Reilly Terrace, Drogheda Louth County Council reserves the right to assign the post holder to any council premises, now or in the future subject to reasonable notice. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Hours of work Part time relief hours as required to meet operational needs. This position will be offered on a banded hours basis, with the successful candidate required to be available for a minimum band of 3–6 hours per week. Banded hours are subject to review annually. Superannuation A. Officers joining the Public Service after the 1st January 2013 will be required to join the Single Public Service Pension Scheme. A Class rate of PRSI contribution will apply. Duties Assistant Planner duties include but are not limited to the following: 1. Assess planning applications and pre-application proposals against the Councils policies and provide recommendations and policy responses to these as required. 2. Assist in the preparation, amendments, implementation and monitoring of development plan / area plan / Strategic Development Zone planning schemes and assist in the preparation of reports on these matters for the Chief Executive and appropriate Committees of the Council. 3. Assist in the preparation of planning studies. 4. Assisting in monitoring and reporting on implementation progress, including gathering / analysis of development and market activity. 5. Liaise and work with constituent planning authorities and other public authorities on all aspects of implementation. 6. Assist in the Council’s work on Active Land Management. 7. Assist with the planning and delivery of projects including Urban Regeneration Development Fund initiatives. 8. Assist in the preparation and implementation of climate action works. 9. Assist and provide advice to Chief Executive, appropriate Committees of the Council, individuals, groups and so on, on planning related issues. 10. Assist in the procurement and management of consultants. 11. Any other associated duties as may be assigned from time to time. 12. Assist in the identification of and undertake opportunities for continual improvement. 13. Contribute positively and engage with the Planning Departments continual professional development programmes. The role The office is wholetime, temporary and pensionable. A specific purpose contract will apply for the duration of time. Persons employed will be required to work in any location within the South Dublin administrative area. Salary €59,417- €60,871 - €62,568 - €64,271 - €65,974 - €67,495 - €69,054 - €70,563 - €72,069 - €74,649 (1st LS1) - €77,243 (2nd LSI). Hours of Work The successful candidates’ normal hours of work will be 35 hours per week. The Council reserves the right to alter your hours of work from time to time. Working knowledge of relevant climate change policy and legislation would be desirable. 3. Have a broad knowledge and understanding of environmental issues at a local, national and EU level. 4. Previous experience in the area of Public Relations, Marketing and / or Promotional work. 5. Demonstrate an understanding of the strategy formulation process for the realisation of organisational goals and objectives. 6. Understand the socio-political context within which services are delivered. 7. Have experience of managing change and implementing new ways of working. 8. Have experience of delivering results and bringing projects and tasks to completion. 9. Demonstrate knowledge and experience of delivering outcomes through careful operational planning, and the management and measurement of performance outcomes. 10. Ability to communicate in writing and orally at a high level to different audiences Duties The duties include, but are not limited to the following: 1. Lead and manage the Council’s Environmental Awareness team, assisting the Climate Action team when required and the Council in general, in the development of relevant policies and plans for the protection of the county’s environment. 2. Promoting and supporting the delivery of South Dublin County Council’s Climate Action Plans, environmental policies and regional environmental plans. These include areas of waste resource management, recycling and environmental action plans, pollution prevention, conservation and protection of amenities. 3. Promote and support the Regional Waste Management Office in the delivery of the National Waste Plan for a Circular Economy. 4. Participate in Citizen Engagement and deliver public presentations on relevant actions from the Climate Action Plan and on Environmental Awareness topics. 5. Manage the delivery of the Tidy Towns programme in South Dublin assisting groups in applying for the Tidy Towns Competition and in developing 5-year plans. Working with the Environmental Awareness team in arranging seminars and liaising with the Tidy Towns groups and other Council Departments in delivering the programme. 6. Researching, developing and delivering climate action and environmental awareness education programmes and resources for schools, community / other groups regularly. 7. Active promotion of the South Dublin County Council’s Climate Action and Environmental Services activities through public information sessions, seminars and workshops, leaflets, newsletters, website, social media or other avenues as appropriate. 8. Manage financial and budgetary requirements including grants and project funding. 9. Manage and motivate the team and ensure effective team building. 10. Liaison with other public sector organisations, the private sector and voluntary / community groups in relation to climate change and environmental education. 11. Dealing with the media, including the writing of speeches, press releases, radio interviews and running campaigns. 12. Work with cross sectoral committees, elected members and working groups in all areas of Climate Action and Environmental Awareness. 13. Promotion of good practice and dissemination of information on other aspects of the environment such as protection of natural waters, heritage issues, planning and conservation and the promotion of sustainable energy structures, technologies and practices. 14. Attending events and meetings outside normal working hours (such as evenings and weekends). 15. Any other duties that may be assigned from time to time including any future requirements for reallocation of work and / or redeployment. Assistant Engineer

THE ROLE The Assistant Engineer works as part of a multi-disciplinary team within one of the Council’s Directorates to deliver key local authority services which include social housing; transportation infrastructure; environmental protection; water, waste management, recreation and amenity provision and community development. The role requires a clear knowledge and understanding of local authority services and its key stakeholders and relationships, local government structures and its democratic role and mandate, current local government issues, future trends and strategic direction of the sector, management and implementation of change, and Public Works Contracts The Assistant Engineer shall operate under the direction of and report to the Senior Executive Engineer/Senior Engineer (Supervisors) of the section to which they are assigned. They must undertake those duties as assigned to them by their Supervisor. The Assistant Engineer shall also report to the Director of Service of the section to which they are assigned, or any other person designated by the Director of Service. Notwithstanding the requirements of the post successful applicants may be assigned to any service area/role within the Local Authority at an analogous level by the Chief Executive at any time. SENIOR ENGINEER SENIOR EXECUTIVE ENGINEER EXECUTIVE ENGINEER ASSISTANT ENGINEER GRADUATE ENGINEER THE QUALIFICATIONS  Selection of candidates for appointment shall be by means of a competitive interview. The competitive interview shall be conducted by or on behalf of the local authority. The Council is committed to a process of selection on merit, based on fair and open competition. The criteria for judging suitability and ranking will be related directly to the qualification, attributes and skills required to undertake the duties and responsibilities to the standard required in the post. c)Panels Following completion of interviews, panels may formed, the duration of which is at the discretion of the Council. While a panel remains in force, offers of temporary or permanent employment may be made subject to confirmation of qualifications and satisfying clauses in relation to health, character, or other requirements of the particular post. Persons to whom an offer of employment is made must take up duty within 1 month from the date of offer, or such extended period as the Council may agree, otherwise, the Council may decide not to appoint them. d) References/Documentary Evidence Each candidate may be required to submit as references the names and addresses of two responsible persons to whom he/she is well known but not related. Candidates may be required to submit documentary evidence to the local authority in support of their application. 12. COMMENCEMENT The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and is he/she fails to take up the appointment within such period or such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint him/her. 13. RETIREMENT The Single Public Service Pension Scheme (“Single Scheme”) as provided by the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 commenced with effect from 1st January 2013. The act introduces new pension and retirement provisions for new entrants to the public service appointed on or after 1st January 2013. Pension age set initially at 66 years; this will rise in step with statutory changes in the SPC age to 67 years in 2021 and 68 years in 2028. The compulsory retirement age of 70 applies. Otherwise the retirement age of the relevant Scheme applies. It should be noted that candidates who are in receipt of a Public Service Pension and are rehired in any paid capacity by a Public Service Body may be liable to have their pension abated. Prior to appointment successful candidates will be obliged to complete a Declaration in relation to previous Public Pensionable Employment.
