The Role: Westmeath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Clerk of Works shall be drawn. Clerk of Works are typically assigned to Housing Maintenance & Construction, Corporate Projects and Building Control. Duties and Responsibilities: The role of a Clerk of Works is primarily to represent the interests of the Council in terms of ensuring that the quality of both materials and workmanship are in accordance with planning permission, building regulation, architects/engineers and other consultants’ drawings and specifications. The principal duties and responsibilities will be to perform such duties appropriate to the post of Clerk of Works that maybe assigned, and may include the following: • Carry out inspections, surveys, keep detailed records and prepare relevant reports. • Have strong relevant technical capability; • Supervise contractors to ensure that all works are carried out as per specification and in compliance with requirements. • Monitor of on-site construction, photographic recording, materials quality and standard; building materials testing and certificate verification and attend site and carry out inspections as required. • Have a good knowledge of Health & Safety legislation and requirements. • Comply with the Health & Safety Management System and assist in its ongoing development. • Comply with Health & Safety regulations and awareness of on-site safety and participation at and reporting to site meetings. • Have an excellent knowledge of civil engineering works and/or building construction. • Prepare drawings/reports and specifications of works, tender documentation. • Ensure compliance with contract drawings and specification. • Carry out public procurement of goods, services and works. • Certify payments and manage budgets. • Manage and supervise contracts/contractors on site. • Compilation and keeping such records as may be necessary in relation to above works including the submission of reports as required and furnishing data for final costing. • Have a strong sense of ownership of their work and attention to detail. • Work equally well as part of a team or on their own initiative. • Work with other services, community groups, & statutory organisations. • Deal with the public/customers and contractors • Play a leading role in developing systems for improving the quality of outputs from the section. • Play a leading role in promoting the development of quality control systems both with internal teams and with external contractors. • Take measurements and samples on site to make sure that the work and the materials meet the specifications and quality standards. • Implement programmes of work in a timely and effective manner. • Assigning of work to other in-house maintenance staff and providing necessary supervision and coordination. • Liaise closely with the contractor's staff, while maintaining independence. • Proficiency and engagement in IT, particularly in relation to document handling and production of reports and Agresso and I-house packages • Represent the Council as required. • Such other duties as may from time to time be reasonably assigned. The ideal candidate will possess: ▪ Excellent communication & interpersonal skills; ▪ Knowledge of the Local Authority Sector; ▪ A commitment to the public interest; ▪ Experience of budget preparation & management; ▪ Experience in public procurement, including the use of e Tenders ▪ Project management skills; ▪ Experience in working with external Consultants in the delivery of capital projects; ▪ Team membership skills; ▪ Satisfactory IT skills including knowledge and understanding relevant technical ICT packages; ▪ A satisfactory understanding of core building control and construction/engineering principles; Each candidate must: – (i) (a) hold a degree in Engineering or Architecture Or (b) hold a National Certificate/National Diploma in Construction Studies or Civil Engineering issued by the National Council for Education Awards/Further Education Training Awards Council; or (c) in the case of an office involving building construction work – as an alternative to the qualification at (a) – be a member of the Institute of Clerk of Works in Ireland, or possess a full course certificate in building issued by the Technical Instruction Branch of the Department of Education or a first class Technological Certificate (Intermediate Stage) or a Technological Certificate (Advanced Stage) issued by the Department of Education or have had satisfactory supervisory experience of building work, including housing; (ii) have an adequate knowledge of civil engineering works or of building construction; (iii) be capable of writing clear and concise reports, keeping works records, measuring and recording all variations from contract and reading drawings; (iv) have a satisfactory knowledge of the surveying, levelling and setting out of works. Experience Each candidate must satisfy the local authority that he/she has had adequate experience of a type which would render him/her suitable to perform satisfactorily the duties of the office for which he/she is a candidate. Salary The current salary scale for the post of €56,754 - €69,337 (including Long Service Increments) gross per annum as per Circular EL 03/2025. Assistant Buyer
The Assistant Buyer supports the buying team in selecting, sourcing and purchasing product ranges to meet customer needs and commercial KPIs. They assist with supplier negotiations, stock management, sales analysis and administrative tasks to ensure a smooth buying process. Their primary focus is to support successful product selection, pricing and stock availability, and working closely on the coordination of tasks and process to achieve this. Key Responsibilities: 1. Product Performance o Support the buyer in the discovery and purchasing of ranges that are aligned with the business goals and market trends. o Assist in identifying new opportunities for product innovation and range expansion o Work closely with the merchandising team in identifying gaps in the current product assortment, ensure target availability are achieved. Ensure top performing lines are a focus to maintain strong availability. o Monitor competitor activity and industry trends to inform purchasing decisions. o Work closely with the buyer to ensure product ranges align with overall company goals. o Support in reviewing customer, store feedback and sales performance to enhance the category success. 2.
