Key Purpose Provide cashier and administrative support to the section ensuring that invoice registration processes are carried out in accordance with financial regulations. The postholder will also provide accounts support services and assist with the maintenance and delivery of financial administrative services for Accounts Payable in accordance with financial regulations. Duties and Responsibilities 1. Manage the invoice registration process and issue to stakeholders for approval in accordance with accounts payable procedures, financial obligations and ensure compliance with relevant legislation. 2. Prepare and process invoices for payment and creditor/stakeholder payments within agreed timescales including inputting of data and invoice registration processes. 3. Assist with the administration of travel and subsistence claims and all CIS requirements as required in line with Council policy. 4. Verify and process financial claims and payments in relation to elected members, Council staff and other stakeholder expenses. 5. Process accounts payable requests for financial drawdown claims in compliance with specific guidelines to comply with financial regulations. 6. Liaise with suppliers, creditors and Council Directorates/Sections as required regarding discrepancies and irregularities and follow up any outstanding issues in a timely and professional manner including assisting with the processing of late returns and overdue creditors payment function. 7. Ensure that Heads of Service have approved all payments which impact on their budget responsibilities and prepare list of proposed payments for approval for the Lead Assurance Officer and Council. 8. Keep abreast of current legislation to assist with the monitoring of performance targets. 9. Review and reconcile supplier statements. 10. Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation. 11. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures. 12. Comply with and actively promote the Council’s policies and procedures on all aspects of equality. 13. Undertake any other duties appropriate to scale, which may be required from time to time. The postholder should be aware that the responsibilities of the post may be subject to change as a result of organisational change. Qualifications Experience Applicants must possess: · A relevant third level qualification eg Finance or Business Or · A recognised Accounting Technician qualification And · A minimum of two years’ experience within a Finance environment. Experience must include the following: - Financial systems and processes - Maintaining appropriate financial records - Preparation of reports - Use of Microsoft applications Alternatively · Applicants who do not possess the above academic qualification will be considered if they can demonstrate 3 years’ experience as outlined above
Digital Services Apprentice
KEY PURPOSE OF THE JOB To support the Digital and Innovation Officer in the delivery of a number of digital transformation projects across the Council. Apprenticeship schemes are a great opportunity to combine learning, training, and work experience. The post holder will be required to complete a Higher-Level Apprenticeship in Business Technology. Help configure data contained within the Council’s corporate customer platform and support teams onboarding to the platform where necessary. This may include designing new e-forms and amending existing e-forms within the system. Support the internal communication mechanisms of the Digital and Innovation Strategy. Civil Engineering Apprentices
SECTION 1: OVERVIEW With a minimum of 3,000 new civil engineers needed to ensure the successful delivery of Project Ireland 2040, the National Development Plan 2026–2035 and Climate Action Plan 2025, an alternative delivery model for civil engineering needed to be developed to entice stronger uptake of the profession. As a profession listed on the critical skills occupation list, additional approaches for recruitment in this field are needed to address challenges in the public sector. To aid in this objective, the technological university sector has engaged with the local authority sector to develop a programme where new entrants to engineering disciplines can gain suitable academic qualifications while also engaging in workplace-based learning. Cork County Council in partnership with Munster Technological University (MTU), is offering an opportunity for a civil engineering apprenticeship. This structured apprenticeship program leads to a Level 6 qualification after two years, with the opportunity to progress to Level 7 with one additional year of study. There is also a potential pathway to Level 8, offering a full progression route in civil engineering. This is an exciting new initiative, creating an alternative career path to the civil engineering profession in Ireland based on an earn and learn model. The civil engineering apprenticeship programme is planned to be transformational, and, over time, bridge the shortfall in supply of engineers in Ireland, providing those skills critical to the delivery of Project Ireland 2040. Designed to develop the skills, knowledge and competencies to meet the future needs of the industry, this programme will appeal to those seeking to build a career in civil engineering. SECTION 2: THE ROLE This apprenticeship would suit candidates with a strong interest in civil engineering, construction and infrastructure. The role provides an opportunity to combine structured academic study with practical, on-the-job learning in a local authority environment. Civil engineering apprentices will be assigned to the Capital Delivery Directorate, Housing Directorate, Planning & Environment Directorate or Roads, Transportation & Area Services Directorate. SECTION 3: TASKS / RESPONSIBILITIES The post holder may be required to perform other tasks/responsibilities as deemed appropriate by the relevant mentor or Director of Service. Additionally, apprentices will attend on-campus labs/workshops in MTU one full day (8 hours) every three weeks. During the period between June and August each year, when there are no online lectures or on-campus labs/workshops, the working week is a 35-hour week , Monday to Friday from 9:00 a.m. to 5:00 p.m. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001 . SECTION 9: ANNUAL LEAVE The annual leave entitlement will be 22 working days per annum . Cork County Council's leave year runs from 1 January to 31 December . The granting of annual leave at any particular time is always subject to the requirements of the Council and all annual leave is liable to suspension during periods of exceptional work pressure. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended) .
