Please note that successful candidates can be assigned/reassigned to any Appointed Crossing Place as appropriate, on a permanent or temporary basis, if required by business need. Duties The duties of the School Warden will include but will not be limited to: • Responsibility for the safeguarding of any children while using the school crossing/pedestrian Appointed Crossing Place. • Being in attendance at the Appointed Crossing Place to which they are assigned punctually each day during the school term. Terms and Conditions 1. The Post: Subject to the availability of suitably qualified candidates, candidates may be appointed by Waterford City and County Council to fill permanent or temporary positions that may arise for its duration. 2. Annual Leave The annual leave entitlement for School Wardens is 15 days. 3. Rate of Pay: The rate of pay is at the 1st point of the General Operative scale (pro-rata – 15 hours 10 minutes per week, Monday to Friday). Payment of increments is dependent on satisfactory performance. 4. Location: Waterford City and County Council reserves the right to assign the successful candidate to any department or premises in use by the Council, now or in the future. Hours of Work Hours of work can vary depending on assignment, it is 3.02 hours per day. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: (a) There shall be a period after such appointments take effect, during which such person shall hold such post on probation. (b) Such period shall be set by the Chief Executive and this period may be extended at their discretion. (c) Such person shall cease to hold the post at the end of the period of probation, unless during such period, the Manager has certified that the service of such person is satisfactory. 14. THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Environmental Awareness Officer (3 Years Specified Purpose Contract). It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Environmental Awareness Officer  provides a programme of awareness raising campaigns in County Wicklow promoting environmental responsibility and stewardship. Environmental Awareness is a service providing information and support to the public on the environment. The Environmental Awareness Officer works as part of a multi-disciplinary team delivering regulatory, enforcement, and awareness activities in Waste, Litter Management, Water Quality, Air Quality, Climate Action, Biodiversity, energy and other areas of Environmental care. The role requires a high-level technical ability together with an understanding and knowledge of the science, legislation, policies and plans that underpin the Local Authority’s role in Environmental Management. The role also requires a clear knowledge and understanding of local authority services and its key stakeholders and relationships, local government structures and its democratic role and mandate, current local government issues, future trends and strategic direction of the sector. The role requires flexibility in terms of working hours as the duties may involve working outside of normal office hours, as required. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Environmental Awareness Officer positions may be filled. The position will be temporary and pensionable. The successful candidate(s) may be assigned as required to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and ·            to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and ·            to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub- paragraph (a) of this paragraph. The holder of the office will, if required, act for an officer of a higher level. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New Entrants will be placed on the minimum of salary scale. Hours of Work The person appointed will be required to work a 35 hour week Monday to Friday, which equates to a 7 hour day to be accounted for within attendance hours of 9.00am to 5.00pm with one hour lunch between 1.00pm and 2.00pm. There may be a requirement to work additional hours from time to time for which Time in Lieu will apply. No overtime applies to this post.   A flexi system is also in operation.   Garda Vetting Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children/vulnerable adults. If at any stage during your contract you cease to hold a valid work permit you must immediately advise Wicklow County Council and your employment will cease with immediate effect.   Health For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are NOT new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act, 2004 and the Public Service Superannuation (Age of Retirement) Act 2018, are subject to a compulsory retirement age of 70 years. Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.

THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Senior Executive Technician (Civil, Construction, Architectural). The Senior Executive Technician is a senior technical post. Execution of the duties associated with this role requires a deep technical knowledge of Civil Engineering work within the local authority sector. DRIVING LICENCE / TRAVEL The holder of the office will be required to hold a valid Irish or EU full driving licence for class B vehicles or a licence acceptable to NDLS for exchange free from endorsement and disqualification. They must be a competent driver and shall drive a motor car in the course of his or her duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. The Local Authority must be indemnified on their insurance. https://www.ndls.ie/help/faq.html#exchange-of-foreign-driving-licence DUTIES The following is a non exhaustive list of key duties and responsibilities which may be assigned to a Senior Executive Technician (Civil Construction Architectural): • Providing necessary information to Senior Management relevant to their area of responsibility • Management and supervision of staff and the co ordination of duties of staff under their control • Ensuring the efficient delivery of services in their area of responsibility • Creation and monitoring of work procedures and document management • Co ordinating the maintenance and management of IT systems in their area of responsibility • Providing technical services relevant to the area of responsibility to which he or she has been assigned e.g. site inspection site surveying creation of drawings and graphics report writing and such other duties • Operating the appropriate technology as required to carry out the work to which he or she has been assigned e.g. CAD Graphics GIS software such as ESRI ArcGIS Autodesk AutoCAD and or Microstation CAD software Microsoft Office Suite especially Access Excel and PowerPoint • Supervision of Road Openings reinstatement works and knowledge of the map road licensing system and reporting to the Road Management Office • Knowledge of Planning and Building Regulations Building Standards Codes of Practice implementation of national standards and legislative requirements enforcement activities as per environmental legislation and compliance with other statutory technical standards • Adherence to the Council’s corporate health and safety systems and implementation of department and section health and safety controls including those relating to risk assessments • A good knowledge and awareness of Health and Safety legislation regulations and their implications for the organisation employees and the workplace • Liaising with other Departments members of the public and external agencies in relation to operational aspects of assigned work • Functioning as a Team Leader including prioritising work coordinating team members allocating work and ensuring task completion • Preparation of estimates • Preparation of public consultation display material and assistance at public consultations • Coaching and mentoring Technicians Grade I Grade II Executive Technicians • Contributing to staff development personal development and team development initiatives • Undertaking any course of training organised by Wicklow County Council • Such other duties as may be assigned from time to time ESSENTIAL SKILLS • Excellent communication and interpersonal skills • Excellent professional technical knowledge and skills • Commitment to the public interest • Experience of budget preparation and management • Ability to prepare and present technical reports • People management skills • Project management skills • Team membership skills • Good IT skills including relevant technical ICT packages • Good understanding of core engineering principles • Good understanding of safety management including Health and Safety legislation DESIRABLE SKILLS • Thorough knowledge of all technical aspects of local authority work • High standard technical training and administrative ability • Knowledge of Health and Safety legislation and implementation including traffic management plans • Knowledge of Proworks health and safety management system • Safe Pass and CSCS cards in Signing Lighting and Guarding and Underground Services • Experience in surveying setting out GPS software and equipment • Tendering and procurement experience • Road pavement design and supervision experience • GIS and CAD systems experience • Staff supervision experience PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Senior Executive Technician positions may be filled. The position will be full time and pensionable. The successful candidate(s) may be assigned as required to any Municipal Districts or Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. DUTIES The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive is Chief Executive (b) to any other local authority or body with which an agreement has been made Under the general direction and control of the Chief Executive or such other officer as may be determined the post holder will provide appropriate professional technical and ancillary services of an advisory supervisory or executive nature including servicing committees established by any such authority. The holder of the office will if required act for an officer of a higher level. PROBATION (a) There shall be a period after appointment during which the person shall hold office on probation (b) Such period shall be nine months and may be extended at the Chief Executive’s discretion (c) The person shall cease to hold office at the end of probation unless service is certified as satisfactory SALARY €55,622 to €66,993 per annum includes 2nd LSI EL 02/2026 The salary shall be fully inclusive and as determined from time to time in line with national policy. Starting pay shall be determined in accordance with Departmental Circular letters. New entrants will be placed on the minimum of the salary scale. HOURS OF WORK The person appointed will be required to work a 35 hour week Monday to Friday equating to a 7 hour day within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00 p.m. and 2.00 p.m. There may be a requirement to work additional hours from time to time for which time in lieu will apply. A flexi system is also in operation. Garda Vetting Candidates may be subject to Garda Vetting. Appointment(s) will be considered having regard to receipt of satisfactory Garda Vetting particularly to determine suitability to work with children or vulnerable adults.

The Senior Staff Officer is a key frontline management position within the Council, responsible for leading and managing the performance of a department or business unit within the local authority. Senior Staff Officers may be assigned responsibility across a wide range of functional areas, including but not limited to housing, planning, human resources, community and social development, recreation, amenity and cultural services, environmental services, transportation and infrastructure, and emergency services. The post holder is responsible for translating the objectives set out in Corporate, Departmental, and Team Plans into effective operational actions within their area of responsibility. The position demands well-developed administrative, supervisory, interpersonal, and communication skills, together with specific technical or professional expertise relevant to the assigned functional area. The Senior Staff Officer is expected to demonstrate leadership, accountability, and professionalism in all aspects of their work, contributing to continuous improvement and effective governance within the Council. QUALIFICATIONS1. Character Candidates shall be of good character. 2. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3.
