Financial Reporting & Compliance: • Oversee the preparation of accurate and timely monthly, quarterly, and annual financial statements for all separate entities, ensuring full compliance with accounting standards and regulatory requirements. • Manage year-end financial reporting, liaising with auditors to ensure a smooth and timely audit process. • Ensure adherence to revenue recognition policies and tax regulations. 2. Budgeting & Financial Planning: • Lead the budgeting and forecasting process for 1, 3, and 5-year financial plans for all entities. • Partner with department heads to develop accurate revenue and expenditure forecasts. • Provide variance analysis, identifying financial trends and recommending corrective actions. • Monitor cash flow on a regular basis and implement strategies to optimise financial stability. 3. Internal Controls & Risk Management: • Review, maintain and strengthen (where necessary) strong internal controls to safeguard financial integrity and mitigate risk. • Coordinate and support external audits, ensuring comprehensive and timely responses to audit queries. • Continuously assess financial risks and implement strategies to minimise exposure to the same. 4. Strategic Financial Leadership & Decision Support: • Provide financial insights and recommendations to senior leadership on business expansion, capital investments, and cost optimisation. • Contribute to strategic initiatives, including pricing structures, funding applications, and financial sustainability models. • Develop financial models and reports to facilitate data-driven decision-making. 5. Team Leadership & Cross-Departmental Collaboration: • Lead and develop the finance team, fostering a culture of excellence, innovation, and continuous learning. • Collaborate with academic, administrative, and operational teams to align financial strategies with institutional goals. • Engage with external stakeholders, including auditors, regulators, banks, and government agencies, to maintain strong financial governance. 6. Financial Systems & Process Optimisation: • Enhance financial systems and reporting tools to improve efficiency and accuracy. • Implement automation initiatives to streamline financial processes and reduce manual errors. • Oversee financial system upgrades and ensure seamless integration with IT infrastructure. Candidate Profile Qualifications & Experience: • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A relevant professional qualification (e.g., ACCA, CIMA, CPA) is required. This new Mental Health Unit at NCH will support the creation of an ecosystem for delivering safe and effective care within CYPMHS (Child and Young Person Mental Health Services) and will help ensure that mental health patients will have access, as required, to subspecialities within CHI, thereby delivering care to the right patients, at the right time, in the right place. The commissioning programme is moving at pace and requires appropriate and sufficient clinical input from a Mental Health perspective to ensure the new unit is a fit for purpose care environment, digitally enabled in line with the wider hospital and with safe standards of work, in line with regulation. Regional Service Engagement Lead (CYP Collaboration & Recovery) position is required to provide the required input as part of the design of the new Child and Young Person Mental Health (CYPMH) inpatient unit and to keep pace with wider commissioning timelines. They will also have a role for Service Engagement throughout Child and Young Person Mental Health Services in the HSE Dublin Midlands Region. Service Engagement Leads are individuals with their own lived or supporter experience in mental health, employed by the organisation to be part of the management of services. St Raphael’s Service is an adult Intellectual Disability Service situated in East Cork It currently caters for circa 80 adults with an ID and / or Autism. The service has a base in Youghal and has a number of Community Houses in the surrounding environment of West Waterford and East Cork. The aim of our services for people with an ID and physical or sensory disabilities is to promote and maintain better health both in the person with a disability and their carer. We deliver day and residential services. This is a service, which has undergone significant changes in line with National Policy and has progressed from an institutional model of care to a community based person-centred model. Six Health Regions have been established within the HSE, on the basis of the geographical boundaries agreed by the Government in July 2019 and they will be operational from 2024. Each Health Region will be tasked with population specific planning, resourcing and delivery of health and social care services for the needs of its unique population. This will result in improved accountability and governance in terms of finance and performance, while also bringing decision-making closer to the frontline. Health Regions will enable and empower staff to provide services that are: · Integrated, locally planned and delivered · Easier to access and navigate · Available closer to home Health Regions are geographically-based units with clearly defined populations. They align community and hospital services within specific areas. The HSE will retain a strong but leaner central organisation, with more service provision developed at a local level. The HSE South West Health Region will manage and deliver all public health and social care services in Cork and Kerry. HSE South West includes all hospital and community healthcare services in the region.
