Grounds Maintenance Team Lead
MAIN PURPOSE OF POST 1. Supervise the small works team in horticulture, gardening and general grounds maintenance works in Council facilities, public parks, sports grounds and similar open spaces, to the standards required. 2. To present a courteous attitude at all times by assisting with the promotion of good working relationships between Council staff and members of the public. 3. Ensure that the department complies with all statutory and legislative requirements by adhering to these requirements and working in accordance with good governance and health and safety requirements. 4. Ensure that all responsibilities are carried out in a timely and effective manner and that general confidentiality is maintained in all areas relating to the work of the Council. MAIN DUTIES AND RESPONSIBILITIES 5. Supervise the team by giving instruction, assistance, support and training within your remit to team members and others in performance of duties and responsibilities with emphasis on Health and Safety. Includes wearing appropriate personal protective equipment, working at heights, ensuring adherence to risk assessments, method statements and where necessary, completing dynamic on-the-job risk assessments. Also assist in identifying training needs. 6. Contribute to the maximisation of productivity through the effective planning and organisation of manpower, plant and materials. 7. Responsible for ensuring that the team under their direction carry out grounds maintenance schedules in a timely manner. 8. Assist the supervisor to complete all necessary paperwork eg weekly timesheets, accident report forms, vehicle/plant log books, inspection records, work schedule, work schedules, memorial approvals, dynamic Risk Assessment, chemical applications etc. 9. Deputise for supervisor as necessary e.g. to cover holidays or short term absence. 10. Supervise and undertake a comprehensive range of multi-skilled practical tasks associated with the daily maintenance of grounds, preparation and marking out all sports/playing surfaces using appropriate methods and equipment. In the absence of the Supervisor, order and quantify appropriate materials when required. 11. Ensure grass is cut to specified standards in both sports and non-sports locations. 12. Operate grounds maintenance machinery such as ride-on mowers, power tools, tractors and associated plant ensuring the safe use of resources/machinery necessary in performance of all work. Includes safe operation, daily/weekly/monthly operational checks and servicing and ensuring all vehicles are cleaned and maintained inside and outside. 13. Drive applicable Council vehicles including vans and lorries and other mechanical plant up to relevant C1+E licence. Complete and maintain daily records sheets relative to the operation of the vehicle. Ensure all vehicles are cleaned and maintained inside and outside on a daily basis. 14. Supervise general grounds tasks, including turf care, planting, shrub and tree pruning, removal of grass cuttings, leaves and litter etc. 15. Supervise the seeding, propagation, planting, mulching, tending and weeding of flower and shrub beds. 16. Supervise the use of, where appropriate, chemical weed control, complying with manufacturers’ instructions and COSHH regulations. 17. Supervise the maintenance of hard/soft landscaping, eg edging of paths and paved areas. 18. Oversee the erection, inspection, maintenance and dismantling of sports and play equipment. 19. Undertake construction labouring work and the safe operation of a range of assorted tools and equipment, including the erection and/or repair of fencing and path laying. 20. Responsible for ensuring that staff under their control safely use appropriate plant/machinery necessary in performance of all work. Includes safe operation, daily/weekly operational checks (oil/water) and ensuring same are kept clean and serviceable. 21. Cemetery duties including: ensuring correct location of grave (referring to maps and other records) setting out, excavating, re-opening, exhuming, digging (mechanical/hand), attend committals, backfill and aftercare (sowing/turfing/grass cutting) of graves. 22. As required, work flexibly with other works teams (outside of grounds maintenance) to ensure delivery of all Council services eg supporting delivery of Council events (including stewarding) and erection, inspection and minor repairs of festive lighting. 23. Support other agencies (in times of emergency) by eg filling, delivery and placing of sand bags in flooded areas or snow clearance from footpaths. 24. Cleaning, litter picking and general housekeeping duties. 25. Report all accidents and near misses which may occur and report all incidents of damage to Council property/equipment. 26. In circumstances when littering is observed during the course of their duties record details of the incident and pass the information to the Supervisor. 27. Carry out duties in all weather conditions unless it is felt health and safety is being compromised. GENERAL 28. By its nature the post will require flexible working to meet the needs of the service. This will also include attendance at meetings/training courses/tool box talks and any relevant working groups 29. Act in accordance with the Code of Conduct for local Government employees. 30. Trainee Attendant
Purpose and Function of Post Further Information & Stipulations: Following completion of intensive NPLQ training, trainee’s will be required to undertake an exam at a date to be confirmed (provisionally 26th September). Only those applicants who successfully pass this examination will progress through the recruitment process. Following successful exam completion, candidates will be paid for training hours at a rate of £13.69 per hour once they have accepted a suitable, relevant MUDC post. Note, where successful cohort numbers exceed vacant posts available, individuals will be placed on a reserve list register which will remain valid for 12 months. Posts may be offered for various contracted hours, various durations and for any site within the MUDC area. MUDC will absorb the cost of the course however should a candidate who successfully complete the NPLQ and fail to accept an offer of employment with MUDC within the 12 month period following completion, the council will seek to recoup payment of this qualification from candidates, and no course attendance payments will be made. In addition to the standard pre-employment checks, these positions will also be subject to receipt of a satisfactory Enhanced with the Barred List Access (NI) check, in accordance with Access NI Code of Practice.

Driver
This recruitment exercise will be used to fill Driver vacancies that may arise within the Mid Ulster District i.e. including Cookstown, Dungannon and Magherafelt (full-time, part-time, permanent & temporary). Purpose and Function of Post To drive a range of vehicles as required within the Neighbourhood Operations section and to complete a range of vehicle checks as required. To work as team leader ensuring the collection and removal of recyclables, household, industrial and commercial waste, including bulky items from various locations. Carry out street cleaning duties throughout the District. To work on your own as a driver of a side loading “one armed” refuse collection vehicle (OAV). The post holder will also provide flexible and effective cover across a range of Council services delivered by the Neighbourhood Operations Section. Ensure that all responsibilities are carried out in timely effective manner and that general confidentiality is maintained in all issues relating to the work of the Council. Principal Duties and Tasks Performed: 1. Responsible for driving specified Council vehicles in connection with Waste Collection, Recycling and Street Cleansing services within any given area of the District. Also responsible for the daily/weekly completion of specific work schedules in relation to the listed duties. 2. Responsible for general guidance/direction of Operatives as part of a team and for referring queries from members of the public to the duty supervisor. 3. Carrying out daily checks on specified vehicles before leaving the depot, and completing a daily check defect report sheet. Returning the documentation to the duty supervisors in a timely manner. 4. Ensuring that the vehicle has fuel, oil and water as required and that all tyres are at correct pressures, all lights working and the vehicle is safe for the road each day / part day. 5. Completing and maintaining collection schedules or a daily log either written or electronically and returning same to duty supervisor each day, this will detail all non-collections and the reason for the same, any lost or damaged bins and any other problems / incidents encountered on the collection rounds or sweeping schedules. 6. Following the reporting procedure in relation to accidents / breakdowns and reporting same to Supervisor including damage to the vehicle, third party vehicles or property, and completing accident and insurance report forms as necessary. 7. Ensuring the safety of the vehicle, Council employees and the general public during working hours by carrying out dynamic risk assessments to ensure safe methods of working on an on-going basis particularly during periods of severe weather. 8. Inspect, collect, empty and return all containers in a safe and careful manner. Collect and dispose of bulky items as required. Remove debris, illegally dumped items and dead animal carcasses from areas maintained by the Council. 9. Inform the supervisor of any additional collections required and if possible the nature of the premises i.e. private house, business premises etc. Make the supervisor aware of any litter problems, illegal dumping or fly tipping encountered. 10. Ensuring all street sweepings, refuse and recycling is deposited at the Council’s landfill site or waste transfer station, and that the vehicle is empty when returned to the depot each evening. 11. Keeping the assigned vehicle clean both internally and externally. 12. Assist with the promotion of good working relationships between the Council, customers and members of the public and to assist with any promotional activities designed to encourage householders/commercial premises to recycle; including personal contact; leaflet drops; delivery of bins; attachment of bin stickers and survey work etc. and to advise the public on recycling issues. 13. Implementing and complying with the declared policies and procedures of the Council including all guidelines contained within the Waste Collection Service Policy and use of driver identification fob. Duties And Responsibilities – General 1. To operate to the Council’s core values, mission statement and codes of behaviour 2. A Driving Assessment will form part of the selection process. Applicants must undertake a minimum of 35 hours driver CPC training during a five-year period to maintain their entitlement to drive. The successful candidate(s) will be required to undertake training on the operation of the Council’s OAV’s and achieve competence in operating this type of vehicle on a typical OAV route within 6 months of commencement. The post holder will only be established in post i.e., made permanent upon completion of a satisfactory 6-month probationary period which will include competence in OAV operation.
