Credit Assessment Officer
The Housing Finance Agency (HFA) is seeking to appoint a Credit Assessment Officer to join its Credit Assessment Team. This is a critical role designed to support the delivery of high-quality credit assessments and customer engagement in line with the HFA’s expanding lending capacity. Reporting to the Senior Credit Assessment Officer, the successful candidate will play a key role in supporting the assessment of funding applications, compiling credit documentation, and ensuring timely and accurate communication with customers and collation of lending data. This position is vital to maintaining operational efficiency and upholding the HFA’s commitment to funding social and affordable housing through Approved Housing Bodies (AHBs) and Local Authorities (LAs). KEY RESPONSIBILITIES Customer Engagement & Information Management • Liaise with customers to ensure timely receipt of all required documentation for lending proposals. • Follow up on outstanding information and clarify gaps to support credit assessment. • Maintain accurate records of customer interactions and documentation received. Senior General Services Supervisor
THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Senior General Services Supervisor. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Senior General Services Supervisor is responsible for the supervision of circa 20 staff across a range of activities including road resurfacing, surface dressing, street cleaning, haulage of material/plant and winter maintenance. The Senior General Services Supervisor will liaise with the Machinery Yard Workshop regarding vehicle/plant upkeep and the Area Engineers/General Services Supervisors regarding the Roads Works Programme. QUALIFICATIONS Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates must, on the latest date for receipt of completed application forms: (i) Hold a valid Irish/EU full driving licence for Class B vehicles or a licence acceptable to NDLS for exchange. DUTIES The following is a non-exhaustive list of key duties and responsibilities which may be assigned to a Senior General Services Supervisor: The duties of the Senior General Services Supervisor shall be to carry out work of a manual, supervisory, inspectorial or clerical nature as may be assigned to him/her from time to time by the Local Authority. These duties shall include those listed hereunder and any additional duties that may be assigned to the holder of the post from time to time, reflecting changes in Wicklow Local Authorities remit, new methods of working, and future challenges that Wicklow Local Authorities will be presented with. • Supervise staff and direct staff in his/her area and all works in their charge, completing, verifying and initialling timesheets at time of inspection and ensuring that teams have adequate supplies of materials, tools and equipment for the works in hand. • Supervise the conditions on all work, including depots under the control of Wicklow County Council, so as to ensure that they are properly and safely operated in accordance with the relevant legislation. • Supervise the performance of all machinery and plant in his/her area and ensure that all plant are properly and safely operated and gainfully employed. • Responsible for the safety, health and welfare of the employees and workplaces under his/her control and commensurate with his/her authority as set out in the Safety Statement for Wicklow County Council. • Assist other state bodies/members of the public as and when requested to do so by their line manager. • Follow up on maintenance issues and calls from the District/Admin staff and report on same. • Report immediately the circumstances of any inefficiency or unsatisfactory work or service in his/her charge and carry out the direction consequent on such reports. • Carry out early and late inspections of teams, in accordance with general direction, and attend on the roads or on works during the normal working hours of the Council’s employees. • Travel as required and inspect public roads/other assets in his/her area and take all necessary steps for keeping them in good repair at all times, subject to the general direction of his/her Line Manager. • Collect and check timesheets/prepare timesheets of all employees in his/her charge and take them to the relevant office for examination at the appropriate time. • Inspect that all roads, including road signs, public lights, street furniture or other notices in his/her area are maintained in a good condition, subject to the general direction of the line manager. • Keep records of all work done including materials produced, supplied and used, and quantities of work done. Check measurement of loads etc., so as to verify that they contain the amounts specified. • Maintain a personal daily diary, which may be inspected at any time. This diary may be electronic or manual. This diary shall include detailed accounts of any and all incidents which could lead to litigation by others. • Prepare requisitions for articles or materials required for works in his/her area and complete all forms required in connection with supply of such articles or materials. • Responsible for the custody of all maintenance and construction materials, tools and equipment in his/her area, and for the keeping of records necessary in relation thereto. • Liaise with and supervise work carried out by contractors/sub-contractors engaged by Wicklow County Council. • Prepare data necessary to enable his/her Line Manager to work out costings or other necessary analysis of expenditure in relation to work done as required. • Furnish all reports and returns in connection with works, quarries, accidents and sundry matters which may be required from time to time. • Report to his/her Line Manager on all development work, Road Opening Licences, tree-cutting or other activities which come into the scope of the law relating to Local Authorities. • Service notices on landowners in connection with hedge cutting, spillages and the cleaning of drains, and other relevant statutory notices. Give evidence in Court when required in connection with these matters or any other matters which are the concern of Wicklow County Council. • Keep his/her Line Manager advised on all matters which may be of importance in the interest of the County Council and liaise with other sections of the Council on works and emergencies. • The holder of the post will be required to use modern communications as directed. • Deal with members of the public in a courteous, prompt and efficient manner and keep his/her Line Manager informed of such dealings. • Carry out, under the direction of his/her Line Manager, such inspections as are required under the Planning Acts, Building Control Acts, Roads Act, Litter and Housing Acts and other relevant Acts. • Use, as directed and upon receipt of appropriate training, information technology equipment and systems including digital cameras, personal computers and hand-held technologies (e.g. tablet devices etc. and systems such as ProWorks, etc.). • Act, if directed, as an Authorised Officer of the Council under the Litter Pollution, Waste Management Acts and other relevant Acts where required. • Participate, as required, in evaluation of his/her staff and appraisal by his/her Line Manager. • Participate in training provided by Wicklow County Council and facilitate training of his/her staff. • Participate fully in any initiatives aimed at increasing customer satisfaction/quality of service to the community. • Respond to and co-ordinate winter maintenance crews and other emergency activities outside normal working hours. • Carry out any other instructions which may be given by his/her Line Manager from time to time. Undertake those duties as assigned to them by their Line Manager. • Co-operate and participate in Wicklow County Council’s 24 hour Emergency Call Out System. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Senior General Services Supervisor positions may be filled. The position will be full-time and pensionable. The successful candidate(s) may be assigned, as required, to any of the Municipal Districts/Directorates under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and: (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be nine months; this period may be extended at the Chief Executive’s discretion; (c) such persons shall cease to hold such office at the end of the period of probation unless, during such period, the Chief Executive has certified that the service of such persons is satisfactory. Salary €1029.77 – €1185.19 per week in accordance with Circular EL 02/2026. The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New entrants will be placed on the minimum of the salary scale. Hours of Work The person appointed will be required to work a 39 hour week Monday to Friday. The Council reserves the right to alter working hours from time to time. 8.00 a.m. – 16.30 p.m. Monday to Thursday 8.00 a.m. – 15.30 p.m. Friday Successful candidates may be requested to work outside of core hours on various occasions. Remuneration for such overtime will be paid in accordance with agreed rates and procedures. Garda Vetting Candidates may be subject to Garda Vetting. If at any stage during your contract you cease to hold a valid work permit, you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Role Overview Carraig Donn are seeking a commercially minded, creative and results-driven Social Media & PR Manager to lead and evolve our brand voice across a dynamic network of retail stores and a growing online platform. This is a pivotal role responsible for shaping our digital presence, driving brand awareness, footfall and online sales, and ensuring consistent messaging across all customer touchpoints. The successful candidate will combine creativity with commercial acumen, using data insights to influence performance across both stores and online.
