Senior Staff Officer
The Role The Senior Staff Officer is a middle management position within the Local Authority and is assigned responsibility for the day to day administration and management of a section or department handling an area of the local authority’s activities, including management and supervision of staff. The Senior Staff Officer is responsible for ensuring that goals set out in Departmental and Team Plans become operational actions through the planning, allocation and prioritisation of work. The Senior Staff Officer is a key point of contact and liaison with other sections or departments in relation to all operational matters for the service delivery section or sections for which they are responsible. The Senior Staff Officer is expected to carry out their duties with an understanding of the political context of local government and in such a manner that enhances public trust and confidence and ensures impartial decision making. Duties The key duties and responsibilities of the post of Senior Staff Officer include but are not limited to: • To be responsible for the management and administration of a section or sections within the Council, including the management and supervision of staff. • To support their line manager to ensure work programmes are implemented to deliver on the Council’s corporate and operational plans, including planning and prioritising work and allocating resources. • To develop and maintain productive working relationships, including providing information and assistance when required. • To act as a key point of contact and liaison in relation to all operational matters for the service delivery section or sections for which they are responsible. • To research, analyse and communicate information on specific issues and policies as appropriate, including compiling, preparing and presenting reports, presentations, correspondence, etc. • To represent the local authority on committees and at meetings and to report on progress in his or her respective section or department as required. • To provide support and administrative assistance in the delivery of projects as required. • To be involved in the day to day financial management of capital and operational expenditure in the department or section. • To identify opportunities for improvements in service delivery within the relevant areas of responsibility. • To implement and manage change management initiatives within the relevant area of responsibility. • To manage and supervise employees in supporting roles, including assigning and scheduling duties and workload, providing ongoing support and handling day to day issues. • To ensure compliance with all organisational policies and procedures within their area of responsibility and to provide assistance in the understanding and interpretation of policies and procedures to employees in their area of responsibility and to customers and other stakeholders as appropriate. • To participate in corporate management activities and responsibilities appropriate to the grade. • To comply with Health and Safety legislative requirements, policies and procedures and safe systems of work. • To participate in duties as required as part of the organisational response to Climate Action to promote and ensure capacity building, empower change and deliver action. • To deputise for the line manager or equivalent as required. • To undertake any other duties of a similar level and responsibility, as may be required or assigned from time to time. Qualifications Character Candidates shall be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Particulars of Employment The Post The post is whole time (i.e. 35 hours per week) and appointment may be permanent or temporary. Location Longford County Council reserves the right to assign the successful candidate to any premises in use by the Council, now or in the future. The person appointed will be required to report to their place of work by their own means of transport and at their own expense. Commencement Longford County Council shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and, if they fail to take up the appointment within such period or such longer period as the Council in its absolute discretion may determine, Longford County Council shall not appoint them. Working Hours The current working hours are 35 hours per week, Monday to Friday. A flexible working system is in operation. Longford County Council reserves the right to alter the hours of work from time to time. All hours worked are subject to and recorded in accordance with the provisions of the Organisation of Working Time Act 1997 and the Organisation of Working Time Regulations 2001. Longford County Council requires employees to record their hours using a clocking system. Reporting Arrangements Senior Staff Officers report directly to the appropriate supervisor in the section or to any other employee of Longford County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment There shall be a period after appointment during which the appointee will hold the position on probation. The period of probation will be prescribed by the Chief Executive. Employment may be terminated during the probationary period should service be deemed by the Chief Executive to be unsatisfactory. Employment may be terminated at the end of the probationary period unless the Chief Executive has certified that the employee has satisfactory service. Tenure of employment following probation will be subject to satisfactory service. Remuneration The current salary scale for the post of Senior Staff Officer is: Salary (gross per annum): €57,895 – €70,730 per year Per circular: The rate of remuneration may be adjusted from time to time in line with Government Circulars. On appointment, successful candidates will be placed on the first point of the salary scale. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employee’s nominated bank account. The current wage pay cycle may be revised during the period of employment. Remuneration is subject to all statutory deductions, e.g. PAYE and PRSI. Increments are paid annually subject to satisfactory attendance, conduct and performance and national agreements. Increments may be withheld if performance, attendance and or conduct are not satisfactory. Superannuation and Retirement A person who becomes a pensionable employee of the County Council will be required, in respect of their superannuation, to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation (Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 will apply as appropriate on appointment. • Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong. • For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 70 years of age. • The minimum retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is 65. There is no mandatory retirement age. • Effective from 1 January 2013, the Single Public Service Scheme applies to all first time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: – Retirement age is set initially at 66 years; this will rise in line with statutory changes in the State Pension Contributory age to 67 years and 68 years. – Compulsory retirement age will be 70. Annual Leave The current annual leave entitlement for Senior Staff Officer is 30 days per annum, in accordance with the Council’s Annual Leave Policy. The Chief Executive of Longford County Council retains autonomy with regard to office closures (e.g. Christmas Office Closure). Any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. Driver’s Licence and Insurance Longford County Council employees may on occasion be required to use their car on official business. In such situations, the employee must hold a current clean driver’s licence and have available adequate means of transport. It is the responsibility of the employee to arrange the appropriate car insurance cover for business use and to indemnify Longford County Council with the indemnity specified on your insurance certificate under the heading “Persons or classes of person who are covered”. Documentation to confirm the appropriate insurance cover will be required to be supplied to the Council on an annual basis. Code of Conduct and Organisation Policies Employees are required to adhere to all current and future Longford County Council codes of practice, including the Code of Conduct of Employees and all current and future organisational policies including, but not limited to, Health and Safety, Communications, Data Protection, Equality, Staff Mobility, Attendance Management and Use of Electronic Equipment. Training Employees are required to attend and participate fully in training programmes as may be decided by the Council from time to time and to apply their learning in the course of their daily working activities. Health and Safety Regulations Longford County Council, as an employer, is obliged to ensure, so far as it is reasonably practicable, the Safety, Health and Welfare at Work of all of its employees. Education and Qualifications Have obtained at least Grade D3 in five subjects in the Leaving Certificate Examination (higher, ordinary, applied or vocational programmes) or equivalent, or have passed an examination at the appropriate level within the QQI qualifications framework which can be assessed as being comparable to Leaving Certificate standard or equivalent or higher, or have appropriate relevant experience which encompasses equivalent skills and expertise. KEY ELEMENTS OF THE JOB / DUTIES AND RESPONSIBILITIES: The duties of a Caretaker are listed below: To take care of the premises and contents and to prevent, as far as possible, any damage to the structure, furniture, fittings and equipment. To be responsible for the opening and closing of the buildings as required. Ensure that the building is safe and secure. To keep the premises, furniture and equipment secure. To keep the premises, furniture and fittings in a clean condition (this includes bathrooms on a continual basis throughout the day in accordance with requirements of the H.S.E./Environmental Health Officer). To keep in a clean condition all glass doors, windows, etc., and to carry out painting of walls, woodwork and window frames as directed by the Line Manager. To see to the heating requirements of the building and safeguard the heating and water pipes during the cold period of the year. To keep in safe custody the keys of all rooms in the building and to ensure that no unauthorised person has access to any part of the building. To set out and transfer, as required, equipment and furniture, including preparation for group meetings and other events. To give such assistance as may be required outside the building as directed by the Line Manager. To keep the grounds in good order, including maintenance of paths, parking areas and all access routes. To open and close the building as directed by the Line Manager. To note and arrange for the receipt of furniture, equipment, food supplies, fuel and other materials for general use. To perform such similar duties as may be required and generally to carry out such duties as may be required from time to time by the ETB, the Chief Executive and Line Manager. To complete relevant documentation as required under Health and Safety legislation. To work in compliance with the Building’s Safety Statement. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The rate of remuneration may be adjusted from time to time in line with Government Policy. Annual Leave The annual leave allowance for the position of Caretaker is 22 days (pro rata). This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro rata basis, in accordance with the provisions of the sick leave circulars. Location/Base The successful candidate will be initially assigned to Davitt College, Castlebar. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any other location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. Any change in location or base by Mayo, Sligo and Leitrim Education and Training Board will not be deemed as redeployment as provided for under the Public Service Agreements. Start Date MSLETB shall require a person to whom an appointment is offered to take up such appointment within a period of not more than 6 weeks and, if they fail to take up the appointment within such period or such longer period as MSLETB in its absolute discretion may determine, MSLETB shall not appoint them. Business Travel When absent from home and headquarters on duty, appropriate travelling expenses and subsistence allowances will be paid subject to the normal ETB/Public Service regulations. Superannuation Contributions Persons who become pensionable officers of MSLETB who are liable to pay Class D rate of PRSI contribution will be required, in respect of their superannuation, to contribute to MSLETB at the rate of 5% of their pensionable remuneration. Persons who become pensionable officers of MSLETB who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to MSLETB at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). All persons who become pensionable officers of MSLETB are required, in respect of the Spouses and Children Contributory Pension Scheme 1986, to contribute to MSLETB at the rate of 1.5% of their pensionable remuneration or net pensionable remuneration, whichever is relevant and in accordance with the terms of the Scheme. Persons who become pensionable officers of MSLETB for the first time on or after 1 January 2013 are liable to pay the Class A rate of PRSI contribution and are required, in respect of superannuation, to contribute at the rate of 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) plus 3% of pensionable pay. This 40-year limit, which is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012, came into effect on 28 July 2012. This may have implications for any appointee who has acquired pension rights in previous public service employment. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service, or where a Civil or Public Service pension comes into payment during his or her re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. Department of Education and Skills Early Retirement Scheme for Teachers Circular 102/2007 The Department of Education and Skills introduced an Early Retirement Scheme for Teachers. It is a condition of the Early Retirement Scheme that, with the exception of the situations set out in paragraphs 10.2 and 10.3 of the relevant circular, and with those exceptions only, if a teacher accepts early retirement under Strands 1, 2 or 3 of this scheme and is subsequently employed in any capacity in any area of the public sector, payment of pension to that person under the scheme will immediately cease. Pension payments will, however, be resumed on the ending of such employment or on the person’s 60th birthday, whichever is later, but on resumption, the pension will be based on the person’s actual reckonable service as a teacher (i.e. the added years previously granted will not be taken into account in the calculation of the pension payment). Ill-Health Retirement Please note that where an individual has retired from a Civil or Public Service body on the grounds of ill health, his or her pension from that employment may be subject to review in accordance with the rules of ill health retirement within the pension scheme of that employment. Eligibility to Compete Citizenship Requirements Eligible candidates must be: (a) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (b) A citizen of the United Kingdom (UK); or (c) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (d) A non-EEA citizen who has a Stamp 4 permission or a Stamp 5 permission. Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER), as set out in Department of Finance Circular 12/09, that retirees under that scheme are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Environment, Community and Local Government (Circular Letter LG (P) 06/2013) The Department of Environment, Community and Local Government Circular Letter LG (P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012, it is a specific condition of that Voluntary Early Retirement (VER) scheme that persons will not be eligible for re-employment in any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 to 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012) for a period of 2 years from their date of departure under this scheme. These conditions also apply in the case of engagement or employment on a contract for service basis (either as a contractor or as an employee of a contractor). Department of Health and Children Circular (7/2010) The Department of Health Circular 7/2010 dated 1 November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Scheme (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for re-employment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public monies. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28 June 2012 to Personnel Officers introduced, with effect from 1 June 2012, a Collective Agreement which has been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex gratia redundancy payments to public servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 to 2011) for a period of 2 years from termination of employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility).

THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Library Assistant, based at Blessington Library. It is proposed to form a panel of qualified candidates from which vacancies in West Wicklow will be filled during the lifetime of the panel. QUALIFICATIONS Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. DUTIES & RESPONSIBILITIES The following is a non-exhaustive list of key duties and responsibilities which may be assigned to a Library Assistant. PRINCIPAL CONDITIONS OF EMPLOYMENT A panel may be formed from which future Library Assistant positions in West Wicklow may be filled. The position will be full-time and pensionable. The successful candidate(s) may be assigned as required to any of the Branch Libraries/Library HQ under the Chief Executive’s control or to any premises/location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001–2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be three months (temporary contract) and nine months (permanent contract); this period may be extended at the Chief Executive’s discretion; (c) such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are NOT new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act, 2004 and the Public Service Superannuation (Age of Retirement) Act 2018 are subject to a compulsory retirement age of 70 years. With effect from 1st January 2013, persons who are pensionable under the terms of the Single Public Service Pension Scheme will have a minimum retirement age of 66 years initially rising in line with the State Pension age changes. Members of the Single Public Service Pension Scheme have a compulsory retirement age of 70 years. Superannuation Persons who become pensionable public servants on or after 1st January 2013 will become members of the Single Public Service Pension Scheme and, as such, will be required to pay contributions of 3% of pensionable remuneration and 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of the net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable officers of a local authority will be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme.
