Executive Librarian

The Position Meath County Council invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which permanent & fixed-term contract vacancies for the position of Executive Librarian shall be drawn. The position of Executive Librarian is a middle management role within the Council’s library service. An Executive Librarian is required to be an effective, participative member of a team with responsibility for managing and supervising staff. The person appointed will be under the direction and control of the County Librarian or a Senior Executive Librarian or other officer designated by the Chief Executive. Purpose, Duties and Responsibilities • Over-all responsibility for particular aspects of the service and maintaining the service at maximum efficiency in close liaison with the Senior Executive Librarian; • Responsibility for the direction, control and welfare of the library staff under the post holder’s authority and developing the abilities of each individual; • Submitting reports etc to the Senior Executive Librarian in order to keep them informed of the progress of the services; • Identifying problems in specific areas and either recommending or carrying out suitable solutions; • Taking part in formal staff and student training; • Selecting and exploiting material in a subject area covered by a specialist collection; • Developing and maintaining good relations with community leaders; • Must be capable of working without supervision; • Be a Team Leader/Line Manager; • Have good management skills; • Be capable of working on one’s own initiative; • Possess energy, drive and enthusiasm; • Be a motivator of staff. The duties shall be such as may be assigned to the officer from time to time by the local authority and shall include the duty of deputising for other officers of the local authority, when required, and such duties as may be assigned to him/her in relation to the area of any other local authority. Qualifications for the Post Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education and Experience Each candidate must, on the latest date for receipt of completed application forms: • Hold a degree (level 8 on the National Framework of Qualifications) in the area of Library and Information Studies, • Have satisfactory experience of library work. Miscellaneous Provisions Salary Salary scale: €57,322 - €70,030 per annum (EL 07/25). Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with the appropriate Department Circulars. Hours of Work The post entails a wide range of duties which require maximum flexibility and will be based on a 35-hour week, involving regular evening and weekend attendance where necessary. The Council reserves the right to alter your hours of work from time to time. All hours worked will be subject to the provision of the Organisation of Working Time Act, 1997 as amended. Start Date Meath County Council shall require a person to whom an offer of employment is made to take up an appointment within a reasonable period of time, usually two months from date of offer, to meet the organisational requirements of the Council. Meath County Council reserves the right to withdraw its offer in the event that an appointment is not taken up within such a period. Leave 30 days per annum. Sick Leave The terms of the Public Service Sick Pay Scheme will prevail. Probation The following provisions will apply: (a) there shall be a period after such appointments take effect during which such persons shall hold the position on probation, (b) such period shall be 9 months but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold the position at end of the period of probation unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Travel It is desirable that holders of the post should hold a full driving licence for class B vehicles and shall be required to drive a motor car in the course of their duties and for this purpose, provide and maintain a car to the satisfaction of the local authority. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Local Authority Travel and Subsistence Policy. Meath County Council, as employer, must be indemnified on your insurance policy. If during your employment, your licence is revoked, even temporarily, or if you receive endorsements on your licence, which may affect your duties, you are obliged to notify the Council immediately. Residence The person holding the office must reside in, or at an address convenient to performing the role/function as approved by the Chief Executive. Citizenship Candidates must, by the date of any job offer, be: a) A citizen of the European Economic Area (EEA). Safety and Welfare The holder of the post shall co-operate with the terms of Meath County Council’s Safety Statement and Major Emergency Plan. He/she shall familiarise him/herself with the safety rules and procedures and make proper use of all safety, clothing and equipment. Training It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. Garda Vetting Successful candidates may be subject to Garda Vetting in advance of appointment to the position. Outside Employment The officer may not engage in private practice, or be connected with any outside business, which would interfere with the performance of official duties. Superannuation Contribution Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. A person who becomes a pensionable officer of a local authority who is liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). A person paying Class A rate of PRSI who becomes a pensionable officer of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. A person who becomes a pensionable officer of a local authority who is liable to pay the Class D rate of PRSI contribution will be required in respect of his/her superannuation to contribute to the local authority at the rate of 5% of pensionable remuneration. A person paying Class D rate of PRSI who becomes a pensionable officer of a local authority depending on their existing scheme, may be a member of a dependent scheme i.e. either the Local Government (Widows & Orphans Contributory Pension) Scheme or the Local Government (Spouses and Children's Contributory Pension) Scheme and if a member of either scheme will be required in respect of the to contribute to the local authority at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. Officers are admitted to the Superannuation Scheme in accordance with the terms of the Local Government Superannuation (Consolidation) Act, 1998 and the Superannuation (Miscellaneous Provisions) Act 2004, with effect from date of appointment. This scheme is contributory and provides pension, retirement and death gratuities. In order for a new entrant to the scheme to qualify for a pension, he/she must have served a minimum of two years employment in a local authority. For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pensionable remuneration; pensions will be co-ordinated with the State Pension Contributory. The Role The employment is temporary, wholetime and pensionable. A specific purpose contract will apply for the duration of time that the Department of Social Protection promote and support the Community Employment Schemes within the control of South Dublin County Council (SDCC). A panel will be formed to fill temporary positions. Wages €728.92 (min) to €880.37 (max) per week A person who is not an existing CE Supervisor will commence on point 1 of the scale for the position. Hours of Work The CE Supervisor post is full-time, 39 hours per week (every week) irrespective of the specific work arrangements for the participants. The hours will coincide with the hours worked by participants except where work is scheduled to cover more than 39 hours per week. In this instance the Supervisor should be available at peak and essential times to suit the nature of the work being done. The 39 hours excludes time off for lunch periods. PARTICULARS OF OFFICE TYPE OF POST To form a panel from which Permanent/Temporary/Fixed Term/Specific Purpose contract posts may be filled. SALARY The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to Kilkenny County Council any fees or other monies (other than inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform. In accordance with EL05/2019 persons who are not serving Local Authority employees must be placed on the minimum of the scale. Where a person being appointed is a serving Local Authority employee normal starting pay rules will apply. The rate of remuneration may be adjusted from time to time in line with government policy. The current salary scale for the position is €796.52 (point 1) to €917.38 (after 9.5 years) gross weekly pay. SUPERANNUATION CONTRIBUTION Public Service Pensions (Single Scheme and Other Provisions) Act 2012 New members joining the public sector on or after 1st January 2013 will be required to join the Single Public Service Pension Scheme. It applies to all first-time entrants to the Public Service as well as former public servants returning to the public sector after a break of more than 26 weeks. Your contributions will be made up of 3% of your gross pensionable remuneration and 3.5% of your net pensionable remuneration (your gross pensionable remuneration less twice the value of the Contributory State Pension). Your normal retirement age under this scheme is the same age at which you can claim the Contributory State Pension. The minimum age for receipt of this pension is Age 66. There is a compulsory retirement age of 70 years. Persons who commenced in Public Service Employment after 6th April 1995 and prior to 1st January 2013: Persons who became pensionable employees after 6th April 1995 and prior to 1st of January 2013, without a break in employment, will join the Local Government (Superannuation) (Consolidation) Scheme 1998. Contributions are payable at the rate of 1.5% of your basic salary, 3.5% of basic salary less twice two times the value of the Contributory State Pension and a further 1.5% is payable for spouse and children’s contributions (*non-officer grades pay a co-ordinated contribution: ‘Non-New Entrants’ (those who became pensionable after 6th of April 1995 and prior to 1st April 2004) have a minimum retirement age of 60 and a compulsory retirement age of 70. ‘New Entrants’ (those who became pensionable after 1st April 2004 and prior to 1st January 2013) have minimum retirement age of 65 with no compulsory retirement age. Persons who commenced in Public Service Employment before 6th April 1995: Their minimum retirement age is 60 and they have a compulsory retirement age of 70 as per Department of Housing, Planning and Local Government Circular Letter CL/2/2019. Contributions are 5% of basic salary and 1.5% of basic salary toward Widow’s & Orphan’s or Spouse & Children’s Scheme. PENSION ABATEMENT If the appointee was previously employed in the Civil Service or in the Public Service, please note that the Public Service Pensions (Single Scheme and Other Provisions) Act 2012 (Section 52) includes a provision which extends abatement of pension for all Civil and Public Servants who are re-employed where a Public Service Pension is in payment. This provision to apply abatement across the wider public service came into effect on 1 November 2012. This may have pension implications for any person appointed to this position that is currently in receipt of a Civil or Public Service pension or has a preserved Civil or Public Service pension which will come into payment during his/her employment in this position. Prior to appointment, successful applicants will be obliged to complete a declaration in relation to previous Public Service pensionable employment. Please note: In applying for this position, you are acknowledging that you understand the abatement provisions, where relevant, will apply. It is not envisaged that the employing Department/Office will support an application for an abatement waiver in respect of appointments to this position. PENSION ACRUAL A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one pre-existing public service pension scheme (i.e. non-Single Scheme) as per the 2012 Act shall apply. This 40-year limit is provided for in the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. This may have implications for any appointee who has acquired pension rights in a previous public service employment. PROBATION The following provisions shall apply to probation: There shall be a period after such appointment takes effect during which such person shall hold such office on probation, such period shall be 12 months, but the Chief Executive may at his/her discretion extend such period, such person shall cease to hold such office at the end of a period of probation unless during such period the Chief Executive has certified that the service of such person in such office is satisfactory. PRE-EMPLOYMENT MEDICAL EXAMINATION For the purposes of satisfying the requirement as to health, it will be necessary for each successful applicant, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by Kilkenny County Council. In the event the applicant does not take up the post following the preemployment medical, he/she will reimburse Kilkenny County Council the cost of the medical examination, as per a previously signed understanding. HOURS OF WORK 39 hour working week will be five days – Monday to Thursday, 8:00am to 4:30 pm & Friday 8:00am to 3:30pm with a ½ hour lunch break. Applicants will be expected to be available for overtime work if and when required by the Council. Overtime at the appropriate rates may be paid for any periods worked in excess of the normal working week. The Council reserves the right to alter the working week as and when required. ANNUAL LEAVE Annual leave entitlement for this position is 25 days per annum in accordance with Department of Environment, Community & Local Government Circular LG(P) 07/2011. TRAVEL When required to do so holders of the office shall hold a full Irish driving licence for class B vehicles free from endorsement and disqualification and, shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the Local Authority. MAIN DUTIES AND RESPONSIBILITIES • Establish, maintain and review appropriate systems, procedures, records and controls required to meet the administrative needs of the PEACEPLUS CALM and PEAT+ projects. • Assist with the implementation, monitoring and evaluation of the Projects. • Assist with the preparation of management and financial information including budgets and statistical reports. • Liaise with appropriate stakeholders regarding verification, payments and auditing procedures. • Identify and prioritise tasks on an ongoing basis in order to meet deadlines and objectives of the Project. • Prepare financial claims and comply with SEUPB procurement guidelines and financial regulations. • Responsible for the coordination of systems and procedures including records management. • Assist in planning and organising meetings, events, conferences and workshops and publicity including ezines, website etc. • Assist in the administration of the biodiversity, education and management activities. • Responsible for collation and timely processing of timesheets, expenditure and other costs. • Provide support to other projects as and when required. • Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and Training • 5 GCSEs (Grades A–C) or equivalent/comparable, including Mathematics and English Language. Applicants must list all subjects, grades and level attained. Experience • 2 years’ relevant financial administration experience including budget management. • 1 year’s relevant experience in working with grant-assisted programmes. • 1 year’s experience in monitoring the eligibility of expenditure in order to draw down funds. • 1 year’s experience of partnership working with a wide range of groups and individuals. Salary: Scale PO1 SCP 28–31 £39,152 – £41,771 Hours: 37 hours per week, Monday – Friday 9.00 am – 5.00 pm. A flexible working hours scheme in operation. JOB PURPOSE: The postholder will oversee delivery of the CALM PEACE+ programme, including development, management and delivery of riparian river restoration projects. Contribute to the achievement of biodiversity and water quality improvement objectives. MAIN DUTIES AND RESPONSIBILITIES Undertake scoping, preliminary ecological surveys, ecological surveys, mapping, monitoring of sites. Assess and scope sites which may be suitable for restoration. Manage, record, collate and analyse the data for sites during and after the completion of restorative works. Undertake water sampling, testing and analysis. Develop effective working relationships with farmers, landowners, schools, community groups and angling clubs along the selected river tributaries, provide advice and information to help them improve and maintain their water quality. Develop a water quality improvement plan for the sites with involvement and support of all stakeholders for implementation of works. Secure access agreements from all landowners for contract works. Undertake stream improvement works involving volunteers where possible. Manage the project volunteers for which they are responsible, including the planning and preparation of team and individual tasks. Assist with procurement exercises associated with the CALM project. Prepare tender specifications for contract works required as part of the approved water quality improvement plan. Undertake procurement for contract works for drain blocking, fencing, scrub removal and necessary restoration works. Manage contractors engaged to deliver the project and review works to ensure all works are carried out to the required standard for the areas they are responsible for. Deliver events and programmes to inform, advise and educate local communities and engage community and stakeholders to maximise the long-term benefits of water quality measures. Prepare reports and presentations for management and other groups. Manage the allocated CALM project budget. Prepare risk assessments, SSOW and accident investigation and review as required. Prepare and provide reports for management, funders and any other corporate requests as and when required. Deputise for the Programme Manager as and when required. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and training • 3rd level qualification (i.e. HNC/HND, Level 4, Degree) in line with the Qualifications and Credit Framework (QCF) in a relevant discipline/subject such as Biology, Ecology or Environmental Health (please note relevancy should be clearly demonstrated). Experience • 2 years’ experience of ecological surveying, monitoring or assessment. Applicants who do not possess a relevant third level qualification must demonstrate 5 years relevant experience as above. • 1 years’ experience of all of the following: – Project management. – Building and maintaining effective relationships with stakeholders. – Managing budgets. – Data collection and analysis.
