Assistant Director, Media Funding, Landscape, Principal

About This Role Role Purpose The role holder will lead and manage teams in the Media Development division of Coimisiún na Meán, with a particular emphasis on Media Funding schemes. Current projects in this division include the setting up and administration of a Community Media Fund and the administration of the Digital Transformation Funding Scheme, but other work may be carried out on other schemes when required. The role holder will ensure that funding schemes meet their objectives, timelines, and governance standards, while providing leadership to the wider team and collaborating with senior managers to develop strategy and support the development and sustainability of the broader media sector in Ireland. About the Team Media Development is one of five teams within Coimisiún na Meán’s Media Landscape Division. One of our key responsibilities is overseeing the funding of and supporting the development of the broader media sector in Ireland. We operate a number of funding schemes, established following recommendations from the Future of Media Commission. These include journalism schemes aimed at supplementing and enhancing coverage of local authorities and district and circuit court hearings and the Digital Transformation Scheme which will provide support to media organisations to enhance innovation and support transition to the digital information environment. Key Responsibilities • Lead the establishment, implementation, and ongoing administration of the Community Media Scheme as announced in Budget 2026 • Oversee the administration and delivery of Round 2 of the Digital Transformation Scheme, ensuring compliance with agreed objectives, timelines, and governance requirements. • Collaborate closely with senior managers across the Media Funding function to ensure alignment, consistency, and effective delivery of funding programmes. • Manage and provide strategic direction to the funding team, currently comprising Higher Executive Officer (HEO) and Executive Officer (EO) grades • Identify resourcing needs and lead additional recruitment processes where required to support programme delivery. • Liaise with internal units including Legal, Communications, and Procurement to ensure robust governance, compliance, and effective programme operation. • Engage with a wide range of internal and external stakeholders, including at Departmental and Commission level, to support scheme development and delivery. • Oversee the establishment and operation of assessment panels, including the management of teams supporting panel processes • Ensure fair, transparent, and timely assessment of applications in line with scheme criteria and public-sector best practice. • Manage the contracting process for successful applicants, including oversight of teams responsible for contract negotiation, execution, and monitoring. Desirable Criteria • Experience of media, digital, cultural, or communications-related funding schemes. • Knowledge of public-sector grant management, contracting, or procurement processes. • Experience supporting assessment or evaluation panels • Understanding of public-sector financial and compliance requirements. About This Role Role Purpose This role will sit in the Democracy & Fundamental Rights team to aid delivery of the Democracy Strategic Outcome by helping to drive policy development for the organisation in respect of election integrity and information integrity. This will include supporting the development of cross-organisational frameworks to inform An Coimisiún’s approach to these issues, conducting policy analyses on new and emerging trends and legislative and regulatory developments and providing high-quality, future-focused policy advice and materials. They will also support cross-organisational implementation of policy actions and recommendations, relating to both internal and external strategies, working collaboratively with a range of teams and partners, and combining a measured and outcomes-focused approach to both stakeholder and project management. The role will also provide ongoing support and briefing to senior management and Commissioners in preparing for external engagements. About the Team/Division The Democracy and Fundamental Rights team works to support the organisation’s delivery of the organisation’s Strategic Outcomes, through the development of robust, evidence-informed policies and strategies, by working to inform and guide delivery of those projects with internal stakeholders and developing a clear understanding of our objectives with external partners. The purpose of the Policy, Research & Strategy Division is to ensure that Coimisiún na Meán has a deep and evidence-based understanding of how traditional and online media affect the rights, interests, and welfare of individuals. Its work addresses a broad spectrum of issues across the media landscape, including online safety, illegal harms, the interests of children and vulnerable adults, the protection of democracy and fundamental rights, and the development of codes, rules and regulatory frameworks. Key Responsibilities Policy Development • Undertake policy, regulatory and legislative analysis and desktop research to inform policy development; • Lead the drafting, coordination and review of policy papers and submissions to consultations, ensuring they are evidence-informed, take account of diverse stakeholder perspectives and are aligned with strategic objectives; • Work with the team on the development of a framework to guide Coimisiún na Meán’s efforts to support the information integrity ecosystem and support implementation of policy actions to support electoral integrity; • Provide briefing materials and other supports to senior management and Commissioners in preparation for national and EU-level working groups, events and speaking engagements. Project Management, Stakeholder Engagement and Communication • Plan, coordinate, manage and support delivery of multiple projects, reporting on milestones, risks and dependencies to ensure timely and high-quality outcomes; • Oversee the tracking and reporting of a range of internal and external policy recommendations and commitments, and ensuring effective communication of same with stakeholders; • Lead and support effective relationship and stakeholder engagement with colleagues and across teams, divisions and external partners, facilitating collaboration, and fostering enduring relationships; • Representing Coimisiún na Meán at external meetings, events and conferences, as required; • Ensuring the effective functioning, coordination and reporting of cross-organisational steering groups. The Support Worker is also responsible for all aspects of personal care required during the day. This includes meals, household tasks, personal and intimate care and other related aspects of physical well-being. Reporting/Responsible to: Social Care Worker/Staff Nurse/Team Leader/Team Manager depending on location. Qualifications, Experience & Skills: Ø Candidates must have a good general education. A recognised qualification in the field of intellectual disability or a FETAC level 5 course is an advantage. A QQI Level 5 or higher is desirable. Ø A full clean manual Driving Licence, which qualifies you to drive manual transmission vehicles on Irish roads is an essential requirement. It may also be necessary for the appointee to obtain a Class D1 Driving Licence (if not already in possession of one). Assistance will be given towards this purpose of obtaining a class D1 licence. Ø Experience of working with people with an intellectual disability/autism/complex needs is desirable, however, induction and training will be provided. Ø Flexibility, team-working skills, patience and a sense of humour. Ø Fluency in verbal and written English is an essential requirement of this post and proficiency in I.T. skills. Bruach na Mara Adult Services provide a range of community-based servicesincluding day, residential, respite, community outreach, family support and a range of multidisciplinary support services. Staff allocation could be either within residential/respite/day settings or in community services. The appointee will initially commence working in one particular area of the Bruach na Mara services and this work location may change due to future service needs. The Role: Social Care Workers fulfil a key worker supportive and advocative role for adults supported by the service in all aspects of their lives, focusing on each individual’s ability and promoting independence and development of skills at all times. The Social Care Worker will assist people with the development of person-centred plans and critically, will support people to make informed choices and fulfil their potential. They will encourage participation in the community through inclusive and creative thinking, seek opportunities for new experiences and encourage positive risk taking in leading to informed choices. Reporting/Responsible to: Team Leader/Team Manager Qualifications and Experience: Eligible applicants will be those who on the closing date for the competition: (i) Be registered, or be eligible for registration, on the Social Care Workers Register maintained by the Social Care Workers Registration Board at CORU.
