Facilities And Transport Manager
The role of a Facilities and Transport Manager The primary role of the post is to manage the Clare properties and transport fleet in a manner which accords with the ethos, objectives and policies of the Brothers of Charity Services Ireland. Responsibility will cover the planning, sourcing, safeguarding, refurbishing and maintenance of Clare Properties & Motor Vehicles and related Services, to ensure that the needs of the organisation, people supported and staff are met. All responsibilities are to be carried out within budgets and relevant environmental protection, health and safety standards, fire and building regulations. Excellent working relationship is to be maintained with people supported, management and staff Qualification Required: The Facilities and Transport Manager must · be a full Corporate Member of an accredited Professional Institute including Royal Institute of Architects of Ireland, Society of Chartered Surveyors Ireland, Engineers Ireland or equivalent OR possess a recognised third level qualification to Bachelor’s Degree level or equivalent in Building Technology, Architecture, Building Surveying, Building Services Engineer, Facilities Management or similar related disciplines, to include Surveying, Building Services Engineering and Business Management. · The post holder must also be familiar with Health and Safety legislation and procurement law. · Transport Management knowledge/experience is desirable but not essential. Key skills: · A minimum of five years relevant experience in a similar type organisation or facilities role is required · Candidates must be technically competent, with excellent problem solving, analytical, IT and managerial skills. · Excellent knowledge of fire safety, building control and planning regulations. · Excellent interpersonal and communication skills are essential. · The work is also varied, so organisation, time management and the ability to handle a complex workload are important. · A clean, full driving licence is essential, as many jobs involve travel between several sites. Remuneration:Salary Scale (Pro-Rata) Admin Grade VII €60,013 - €78,015 All new entrants to the Public Service will start at the first point of the above salary scale Annual Leave: 30 days per annum Facilities Management · Develop and implement Clare property management strategy and plan · Maintain a property and equipment asset register · Seek out, in conjunction with Service Managers, appropriate properties for acquisition and disposal, based on pre-determined specification. · For Major Works (>€5k): o responsible for agreeing annual Major Works budget (works >€5k) and prioritising works in terms of budget availability / urgency of works, and for revisions to that annual budget throughout the year. o maintain and implement an annual Major Works Plan, with periodic reviews, in conjunction with Service Managers o responsible for initiation, design, procurement, construction and sign off of Major Works in accordance with relevant building legislation and within project budget o management and oversight of external design teams/contractors to ensuring value for money and compliance with relevant legislation / regulations o responsible to procure Major Works and in compliance with Brothers Of Charity Ireland (“BOCSI”) procurement policy o oversee the successful handover of Major Works upon completion to the Service Manager with full reports outlining recommendations from design team for ongoing management and maintenance schedules. · For Minor Works (<€5k): o appraise and value maintenance requirements for each property for Service Manager budget holders. o ensure a system is in place for Service staff to escalate issues to the Facilities Department to receive maintenance works, their related services and equipment o ensure that all properties and their related services and equipment, are adequately maintained and in accordance with annual approved maintenance programmes · Maintain and regularly review the approved list of contractors and service contracts · Monitor maintenance vendor performance and implement corrective actions where required. · Provide timely feedback to external contractors and staff · Energy Lead in relation to property and related services: o ensure relevant BOCSI National Energy targets are met o identify sources of energy funding and complete applications o advise management in relation to energy efficiency and Green Procurement o lead out on a Clare ‘Green’ Team. Develop and implement agreed upon initiatives. · Insurance: o ensure statutory insurance inspections are completed for all lifting equipment and timely close out of actions o accurate building and contents valuations · Responsible for keeping up-to-date and archiving documents associated with the facilities role · Manage housing and equipment provided to BOCSI Clare by Housing Associations / County Councils / 3rd Parties, as per lease and rental contract terms. Ensure value for money is achieved. Maintain recurring Payments file for monthly processing of payments · Keep up to date with current environmental protection, H&S, fire and building regulations; Grant availability; Energy initiatives. · Ensure asset safeguarding through stocktakes or spot audits · Provide information and prepare reports as required for Management, Health Service Executive (“HSE”), internal / external auditors or other bodies · Line manager for Facilities Department staff · Ensure the Clare Services are represented on the National Facilities working group Transport Management · Develop and implement Clare transport management strategy and plan · Energy Lead in relation to motor vehicles and related equipment / services. Details of Service The Disability Services Department provides a range of services, within available resources, to people with intellectual and physical & sensory disabilities. Individuals, in addition to accessing generic health services, may also access specialist disability services provided by external Agencies which are funded by HSE. The Disability Services Department works with and in conjunction with all other relevant Departments. Encompasses Intellectual Disability, Physical & Sensory Services, Autism Services and Training & Employment Services for persons with a disability. · People with disabilities with care needs must be provided with a continuum of services such as home care, day care and intermediate residential care to avoid unnecessary acute hospital admissions and have their required treatments & supports delivered within their local community at primary care level in as far as possible. · These types of services must be responsive to service user needs and be provided flexibly at the least possible unit cost to build a sustainable system into to the future. In line with the Department of Health Statement of Strategy 2011-2014, Disability Services will: · Implement the recommendations of the Value for Money and Policy Review of Disability Service so as to implement reforms to the system of financing and delivery of services including the introduction of individualised budgets. · Enhance the cost effectiveness of services by introduction standardised funding bands for specific types of services for people with disabilities and developing a standardised needs assessment framework to ensure that levels/types of services provided are appropriate to people’s needs.
