It includes all forms of enabling personal care and [other] practical personal assistance provided [to] [for] an individual who by reason of illness, frailty or disability is in need of such care and personal assistance. ROLE: To provide practical Home Support (IADL’s) on behalf of Clarecare’s Home Support Service to service users to enable service users live at home in a safe secure and comfortable way. OBJECTIVE:  The objective of this role is to deliver a safe, effective & efficient Home Support service in line with required practice standards, to support older people (with assessed support needs) and where relevant, their specified person(s) (e.g. family, friends who provide care) so as to enable the service user to be as independent as possible in their own home, for as long as possible. The successful candidate will work as part of the team in Clarecare and liaise regularly with same. Flexibility and willingness to travel is essential. You may be required to work outside of normal hours if necessary. Training and supervision (including shadowing where relevant) will be provided to the successful candidate. JOB RELATIONS: The Home Support Worker, will report to the Home Support Area Manager in the relevant geographical area and work as part of a wider Home Support Service team in Clarecare. Home Support Area Managers report into the Home Support Service Manager within Clarecare who has overall responsibility for Clarecare’s Home Support Service. S/he will link with other relevant Departments/Services within Clarecare as relevant and also liaise with (PHN) Public Health Nurses and other Health Support Professionals, where relevant, as part of the role. HOURS OF WORK: This is a part-time permanent role (subject to receipt of continued funding from HSE as Service Provider and successful completion of 12 months probationary period). Due to the nature of Home Support Services for Older People in the Community and HSE’s Service Provider terms of business (i.e. HSE as Service Provider offers hours for service users to Clarecare and other similar Home Support Agencies); we are unable to ascertain at any given time, the volume of business being offered/provided by HSE as Service Provider and therefore, are unable to offer regular work hours to the Home Support Worker. However, as per The Employment (Miscellaneous Provisions) Act 2018, at the end of an initial 12 months continuous service (probationary period) with Clarecare, Home Support Workers may apply to be placed on a fixed band of hours that include the average hours worked by them in the previous 12 months period. A Home Support Worker’s normal hours of work will be as outlined on the Personal Support Plan Assignment roster relevant to each Service User and hours of work provided are solely based on service user needs assessment. Amendments to assigned work hours/duties can only be made/approved by the Home Support Area Manager or designate. The Service reserves the right to alter these working hours/assigned duties from time to time based on the needs of the Service User. JOB LOCATION: The position offered is based in the community providing Home Support services to vulnerable service users in the community. The successful candidate will be required to travel as part of their daily role and may be requested from time to time, to travel to other Clarecare centre locations in the course of his/her work as and when required e.g. for training purposes, etc. Therefore, a full clean current driver’s licence, use of own vehicle for work purposes, and willingness to indemnify Clarecare re using your car for business purposes is essential for this role. Take responsibility for sourcing and enhancing client attendance (up to 20 persons per day) at the Day Centre. Oversee the provision of meals to Day Centre clients, ensuring high quality food is provided in line food safety standards (HACCP). Engage with the Bus service for Day Centre clients to ensure an efficient transport service is provided to clients. Where relevant & appropriate, escalate any client nursing concerns to the relevant Family member/PHN/GP etc. Welcome any visitors to the Centre and provide feedback/phone support to family carers regarding clients in the Centre or consult with them on the wellbeing of their family member. Arrange relevant clinics weekly e.g. hairdresser, chiropody, etc and administer and document payments for same. Appropriately manage any client accidents/incidents or feedback/complaints in conjunction with the relevant policy & procedure and report them to the CEO or designate and HR where relevant.  Plan and provide suitable activities for Day Centre attendees e.g. Music events, Arts & Crafts classes, computer training, etc. Ensure Day Centre is run within budget agreed with CEO. Monitor expenditure against allocated budgets and maintain effective financial controls within the Day Centre in conjunction with the CEO. Encourage the active participation of the clients in appropriate activities and ensure their safety and well-being is not compromised. Ensure all Health & Safety regulations are implemented and adhered to with risk assessment undertaken as and when required e.g. activities for the Older Person. Preparation and submission of monthly KPI returns. Develop, implement and maintain efficient/clear administrative, recording, accounting systems as required. Promote services of Day Care Centre by delivery of flyers to agencies or places such as GP’s Surgeries, Dentists, Churches, Post Office, and Local Shops, etc. Effectively resolve any people management or day to day operational issues that may arise.Ø Attend other meetings as necessary. REQUIREMENTS/QUALIFICATIONS FOR THE POSITION: Essential Requirements: Minimum Level 7 Degree in Social Care, Social Studies, Healthcare related field or equivalent. Minimum of 2 year’s post qualification healthcare/social care experience working with older people in a professional capacitywith a keen understanding of their needs  and managing a team of people in a similar role.  Candidates must possess the requisite managerial and administrative knowledge and experience together with the ability including medical fitness and be of good character to properly discharge the duties of this position. Experience of working with clients presenting with complex needs in a variety of different situations. Experience of organising social activities/entertainment for groups. Interest in the issues arising for older people and a desire to work with older people with a “can do” attitude. Excellent communication, organisation and interpersonal skills with the ability to work on own initiative and as part of a team. Well-developed IT skills i.e. MS Word, Excel, Email, databases e.g. OneTouch/Viclarity or equivalent. JOB DESCRIPTION The Executive Architectural Conservation Officer is responsible for managing elements of the Planning Department and providing a range of services to Local Authorities. The Architectural Conservation Officer is required to play a central role in protecting, promoting, and harnessing the potential of the architectural heritage and archaeology of the County, implementing Part IV of the Planning and Development Act 2000 (as amended) through providing advice on architectural and archaeological heritage matters relating to planning applications and plans and strategies. Reporting to the assigned line manager, the Executive Architectural Conservation Officer will be responsible for the efficient management of their prescribed work area within the conservation or related function. Managers at this level work within defined parameters relevant to the position, in accordance with the Local Authority’s vision and objectives. The Executive Architectural Conservation Officer will be required to work closely with elected Councillors to deliver the full range of services and implement local policy decisions. Delivery of efficient services and value for money is crucial. DUTIES The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require. The duties will include but will not be limited to the following: • To advise Clare County Council in relation to the architectural heritage and conservation provisions and requirements of the Planning and Development Act 2000 (as amended), the Planning and Development Regulations and any subsequent National and European legislation. • To contribute to the development of a conservation policy for inclusion in the Councils’ Plans and to promote and implement such policies. • To identify, evaluate and provide advice on structures, groups of structures, areas and other features of architectural heritage of historical, artistic, cultural, scientific, social or technical significance, with a view to making recommendations regarding their inclusion in/exclusion from a Record of Protected Structures and on development objectives. • To provide advice to owners and occupiers of structures included in a Record of Protected Structures on good practice in the conservation of such structures, on the availability of assistance, including financial assistance, for such conservation. • To assess and make recommendations on Section 57 Declarations and Section 59 Notices in accordance with statutory requirements – including the recording on the GIS and RPS filing system. • To monitor the state of repair of structures included in a Record of Protected Structures, and if necessary, make recommendations on the need if any, for the planning authority to take enforcement action in such cases. • To report and advise on planning applications where conservation and/or architectural issues arise. • To assist with and provide advice concerning the scheme of grants for the conservation of protected structures, including assessing the condition of buildings and the suitability of works, prioritising applications, recommending appropriate conditions, and inspecting works in progress and on completion. • To consult with the Department of Culture, Heritage and the Gaeltacht, State Agencies, Voluntary Bodies and European Organisations on matters of architectural conservation. • To maintain a database of drawings and photographs relating to protected structures, groups of structures and areas, and other features of architectural heritage significance. • To advise on Local Authority Developments where conservation issues arise. • To prepare and give evidence in court and at oral hearings where issues of conservation are involved. • To advise on the sources of funds for conservation and related works and to oversee and manage heritage grant applications. • To lead, motivate and engage staff to achieve quality results and to deliver on operational plans. • To effectively manage performance of staff under their remit. • To comply with all requirements of PMDS operated in Clare County Council. • To ensure staff are trained and operate within the relevant skill sets. • To communicate effectively whether verbally or in written communications with all stakeholders. • To effectively and efficiently manage budgets and ensure value for money at all times. • To be familiar with Clare County Council’s Occupational Health and Safety Management Systems, to promote a positive safety culture to include carrying out risk assessments, safety inspections, and investigation of any accidents, dangerous occurrences and near misses. • Any other associated duties as may be assigned from time to time.
