Purpose of Role: The Position of the National Inspection Manager is to line manage, support, and professionally supervise the role of Inspection & Registration Managers (IRM’s) and other relevant staff within the Early Years Inspectorate (both preschool and sac). Reporting Relationship Head of Inspection & Assessment, Children’s Services Regulation Duties and Responsibilities Main Duties and Responsibilities Professional • To manage the Operational functions of the Inspection teams and resources nationally. • To manage the inspection process as purveyed by the Child and Family Agency Act 2013 and any regulations made there under. • To manage the inspection processes as purveyed by Early Years Inspectorate National Policy and Procedures. • To maintain systems and procedures to support oversight of the work of the Inspection & registration managers and EYI (project) staff. • With the relevant Inspection and Registration Manager to process and risk assess all received notified events as received under Regulation 31 of the Early Years Regulations 2016. • To Liaise as appropriate with the Non-Government Organisation) sector, service providers, stakeholders and the other statutory bodies in relation to the early years sector • Ensure quality assurance processes are in place that support the delivery and implementation of an effective inspection service. • Manage external relationships with other regulatory bodies and key stakeholders • Provide editorial oversight, guidance and advice to inspectors regarding the production of Inspection Reports and ensure all reports are prepared to the highest standards for public dissemination • Be a member of the senior management team and chair the early years operations management team within the Early Years Inspectorate • Convene regional interagency meetings to identify impediments at regional and national level to the effective and efficient progress of the inspection service. • To represent the Inspectorate on regional and national forums • To participate on the Early Years Registration & Enforcement panel and Conditions Panel for both pre-school and School aged services. • To ensure that the register of services is maintained at operational level and monthly updates on activity are returned in a timely fashion • Maintain and report on all data collection in relation to inspections as a basis for driving high quality statistics and database. This includes setting performance indicators for the operational division of the service. • Monitor and evaluate inspection coverage and ensure inspections are intelligence led • Provide service delivery and planning reports on the operations as required, contribute to the business plans and annual reports. • Ensure the implementation of current and evolving legislation, policies and procedures, guidelines, protocols and standardised operation procedures. • Provide professional leadership in the delivery of a high quality service. • Ensure anti-discriminatory practice and cultural competence, at individual and service levels. • Ensure the provision of appropriate professional supervision to all relevant staff in your area. • Avail of appropriate supervision to ensure own on-going competency to supervise other staff. • To manage the operational side of the management of unsolicited information received regarding an early years’ service. • To manage any complaints from the public and others in respect of the performance of the inspectorate. • Supports and undertake audits and implements the learning. • Maintains the risk register for the Inspectorate. Management • Lead, motivate, support and supervise the inspection and registration managers and EYI (Project) Staff to deliver high quality inspections that promote the safeguarding and wellbeing of children. Take a lead role in the implementation of all policy, procedures and Standard Operating Procedures as agreed by the National Office. • Be responsible for the overall management and performance of work activity nationally in keeping with good professional practice and subject to agreed policy directives and priorities. • Report and advise on staffing needs. • Ensure the Early Years’ service complies with relevant HR and other policies, procedures and guidelines. • Contribute to the development of policies, procedures and guidelines in relation to the Early Years’ Service, engaging staff as appropriate. • Ensure that there are appropriate systems in place to gather relevant information. • Ensure compliance with a high standard of documentation, including service user files in accordance with local guidelines and the Freedom of Information (FOI) Act and Data Protection Act. • Ensure operational service user and data confidentiality. • Collaborate and work with the Regulatory Practice Development Team (RPDT) of CSR on operational areas, quality improvement initiatives and research. • Any other duties that may be assigned to him/her by the Head of Inspection & Assessment or designated Manager. Finance • To assist in ensuring expenditure is controlled within budget and identify potential for savings through improved practice and innovation. Education & Training • Maintain standards of practice and levels of professional knowledge by participating in continuous professional development initiatives and attendance at courses as appropriate. • Engage in career and professional development planning. • Oversee the provision of a framework for the promotion of staff development and training by making recommendations with regard to the ongoing education, mentoring, training and in-service needs of the inspection and team. Health & Safety • Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards. • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role. • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
