Administration Assistant

JOB PURPOSE: To manage all aspects of the administration of the service so that staff are enabled and supported to provide the best quality of service to people living with Alzheimer’s and their families & carers. PRINCIPAL ACCOUNTABILITIES: General Office Duties ● All general office administration including but not limited to typing letters, reports, rosters, signage etc., filing, photocopying, emailing, binding and scanning for all services. ● Answer calls, take messages and relay to the relevant person in a timely manner. ● Open, date and sort incoming mail and disseminate to relevant person. All correspondence to be dealt with in a timely manner. ● Take minutes of meetings / interviews as requested. ● Complete all steps required when dealing with client referrals information. ● Maintain a list of key holders and provide keys to personnel as needed. Collect keys when people leave and keep them secure. ● Maintain adequate stationery stocks & order supplies as required. ● Keep inventory of furniture, equipment and supplies and ensure all is up to date. ● Maintain service contracts for all office equipment and centre equipment and ensure same are up to date. ● Source quotations and track progress for supplies or service agreements as requested. ● Keep all files in an orderly manner and up to date in compliance with GDPR. ● Maintain the up-to-date risk register for the building and service with the Service Manager. ● Carry out other duties that may be assigned from time to time. Salesforce ● Maintain and ensure Salesforce is up to date. ● All referrals and client data to be maintained & kept up to date and stored in a confidential manner. ● Ensure all incidents, complaints, compliments and comments are entered on Salesforce in a timely manner. HR ● Complete & submit all HR electronic forms for new and existing staff on Salesforce. ● Garda vetting – submit information to HR. ● Review of monthly HR and learning and development report with Service Manager and action as needed. ● Scan and submit all new and existing employee related information to HR. ● Schedule training for staff as required and provide support to employees where needed. ● Process all HR administration paperwork as required. ● Type and issue weekly / monthly rota to all staff. Payroll ● To be completed weekly / monthly. ● Deal with all payroll queries from employees. ● Maintain annual leave & sick leave trackers. ● Ensure all sick certs are sent to HR. ● Travel expense claims – review & get signed by Service Manager & then to be put on Salesforce. Finance ● Fundraising & donations – receipting, banking of monies, draft and issue thank you letters & maintain copy of files in relation to same. ● All monies (cash, cheques, electronic info) to be banked & entered on Salesforce. ● Maintain petty cash – keep up to date and check and sign off regularly with Service Manager. ● Maintain delivery notes on file until invoices to match same are received. ● Process all invoices / delivery notes on Salesforce. ● Raise invoices to HSE and other suppliers for payment as required. ● Work with Service Manager, Ops Manager and finance to complete the annual budget for all services. ● Review the management accounts for all services on a bi-monthly basis & revert to Service Manager and Ops Manager with queries. ● Reply and deal with any finance / supplier queries. Reporting ● Compile and return the monthly KPIs to the HSE for all services. ● Obtain bi-monthly financial accounts from ASI finance department and issue to the HSE. ● Work closely with the Service Manager and Ops Manager in the completion of the quarterly HSE reports and any reporting required for HSE. ● Complete any specific requested reports / information by ASI and HSE in a timely manner. ● Produce reports as and when requested by the Service Manager and Ops Manager. The principal accountabilities outline the main duties. However, in an organisation such as the Society, it is inevitable that tasks may arise which may not fall within the remit of the above list of main duties. Employees are therefore required to respond with a flexible approach when tasks arise which are not specifically covered in their job description. Should an additional responsibility become a regular part of an employee’s job, the job description will be amended to reflect this. SECTION 1: THE ROLE Cork County Council Fire & Building Control Department performs the Council’s functions as Fire Authority and Building Control Authority. These functions are managed and delivered through four divisional offices located in Mallow, Midleton, Bantry, and the headquarters at County Hall Campus, Cork. The Assistant Fire Officer works as part of a multi-disciplinary team within a division of the Fire & Building Control Department to deliver key local authority services such as building inspections, fire prevention, fire safety engineering, building control, community fire safety, fire service operations, major emergency management, and coordination of Civil Defence. Assistant Fire Officers are key members of staff responsible for the delivery of public safety services. Reporting to an Assistant Chief Fire Officer, or such designated persons as may be assigned, the Assistant Fire Officer will work as part of a team within the Fire & Building Control Department and may also be required to work independently as circumstances demand. SECTION 2: DUTIES The duties may include but are not limited to the following, and the post holder may be required to perform other appropriate duties as assigned and to contribute to the development of the post while in office. Technical assessment of Fire Safety Certificate and Building Control applications. Provide technical advice to design teams and other council departments in relation to Fire Safety and Building Control matters. Inspect buildings under the Fire Services Act, the Building Control Act, and Dangerous Substances legislation, compile inspection reports, and carry out necessary follow-up actions. Represent Cork County Council in District and Circuit Courts on matters relating to Fire Safety and Building Control. Ensure compliance in the workplace with the requirements of Health & Safety legislation. Perform duties in relation to Community Fire Safety, Fire Operations, and Emergency Management as may be assigned. Undergo such training as considered appropriate to the performance of the duties of the office. Undertake any other duties which are appropriate to the post and necessary for efficient and effective performance. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character. The successful applicant will be subject to Garda Vetting prior to any appointment being confirmed. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience, etc. Each candidate must, on the latest date for receipt of completed application forms for the office: a) Hold, in the National Framework of Qualifications: i. A degree at Level 8 together with a Level 9 qualification in a fire related discipline including fire safety, emergency management or emergency services. b) Have at least 2 years satisfactory relevant experience. c) Be competent to perform efficiently the duties of the Office. 4. Age Age restrictions shall only apply to a candidate who is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. 5. Transport Holders of the office shall hold a full driving licence for Class B Vehicles as recognised in the Republic of Ireland and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. 6. Required Skill Set In the context of the key duties and responsibilities for the post of Assistant Fire Officer listed above, the ideal candidate should demonstrate through their application form and at interview that they have knowledge and experience of: • Building design and construction; • Building Regulations; • Fire service operations; • Telecommunications and information technology; • Technological and industrial processes. A panel may be formed to fill this position and any vacancies for Assistant Fire Officer which may arise during the lifetime of the panel. SECTION 6: SALARY The salary scale for the post is: €47,270 - €73,335 per annum €47,270 – €49,938 – €51,906 – €53,948 – €56,040 – €58,166 – €60,312 – €62,458 – €64,604 – €66,753 – €68,914 (Maximum); €71,123 (1st LSI) (after 3 years satisfactory service on the Maximum); €73,335 (2nd LSI) (after 3 years satisfactory service on the 1st LSI). Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Planning and Local Government. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. SECTION 7: LOCATION OF POST The base for working purposes shall be the location as determined by Cork County Council. Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. SECTION 8: WORKING HOURS The working hours at present provide for a five-day, 35-hour working week. A flexible working hours system is in operation and may be availed of subject to the terms and conditions of the Flexitime Policy. The post requires flexibility in working outside of normal hours. Duties will require the successful candidate to work outside of normal hours (e.g., attendance at evening/weekend training or duties) as part of normal working hours without additional remuneration. All hours worked will be subject to the provisions of the Organisation of Working Time Act, 1997 as amended. SECTION 9: ANNUAL LEAVE The current annual leave entitlement is 30 days per annum or on a pro-rata basis for the period worked. Notice of intention to take leave shall be given to the Council at least two weeks before proposed leave commences. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave, and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended).
