Deputy Procurement Officer

An exciting new opportunity to fill the role of Deputy Procurement Officer exists within the Procurement and Contracts Office. This key post will help deliver on the University’s Procurement Strategic objectives in a demanding and ever changing public procurement environment. The successful candidate will support the work of the Procurement Officer and undertake duties across the Procurement function and will report directly to the Procurement Officer. The post holder will deputise for the Procurement Officer as required. Responsibilities  Assist the Procurement Officer with the smooth operation of the Procurement & Contracts Office to successfully deliver on its strategic goals and objectives.  Assist the Procurement Officer in the development, implementation, review and monitoring of the Procurement Strategy, Multi-Annual Procurement Plans, Policies and Procedures.  Ensure that the Procurement Policy and relevant Procurement legislation and guidance are correctly applied. Provide advice and guidance to university managers and staff so that they understand their procurement obligations to maintain full compliance on their procurement spend.  Deputise for the Procurement Officer as required.  Manage and supervise the Category Specialists in their tender projects ensuring optimal team performance to a high professional standard of service delivery. Coaching and supporting the Category Specialists as required to maximise skills and the capacity of the team.  Undertake complex procurement competitions in accordance with EU and National legislation and guidance whilst incorporating green procurement practices to achieve best possible outcomes for the University. This may include dealing with crossfunctional teams on developing specifications, preparing tender documents for advertising on the eTenders platform, evaluating submissions, analysing and proactively managing project problems and risks, drafting and implementing contracts.  Develop category management expertise in the categories of goods/services assigned and establishing sound relationships with relevant internal and external stakeholders across all levels to further the procurement objectives of that category.  Build strong sound working relationship with our shared service partners including actively participating in national tender competitions representing UCC as required, staying informed of available national frameworks and undertaking mini-competitions from these frameworks as needed.  Implement national frameworks that of benefit to the University and effectively communicating them to the relevant University stakeholders.  Lead on the maintenance, review and audit of the office’s quality management system in order to maintain ISO 9001 certification. This includes the review, monitoring and implementation of all standard operating procedures and documentation using Q-Pulse. It also involves maintaining all files and records pertaining to procurement activities in an organised, well documented procedural manner.  Assist in the implementation of system improvements, new systems, process improvements in line with best practice/government guidelines including the planned introduction of a new contract management tool as a means to track, review and report on all University contracts.  Conduct regular reviews of category/departmental spends and identify/prioritise areas of non-compliance and opportunities to deliver both immediate and longer term cost savings.  Lead regular contract reviews of important agreements, introducing service Level agreements and KPI’s as appropriate to measure & monitor supplier performance. Manage any supplier issues/debriefing requests that may arise in a timely and effective manner.  Deliver a programme of formal procurement training to internal buyers across the University on procurement best practice and tendering.  Liaise with internal and external auditors on procurement audit queries and reports when required.  Evaluate and approve suppliers for set-up on the Agresso financial management system daily in conjunction with office staff.  Deputise for the Procurement Officer when absent at meetings and on Agresso by checking and electronically approving high value requisitions and invoices for payment while ensuring they are fully procurement compliant.  Review approval/ rejections of single source justifications from internal stakeholders in conjunction with the Procurement Officer.  Prepare regular reports on activities, final reports on tender processes, commodity strategy reports and other reports as required.  Monitoring and reporting on procurement non-compliance purchases and establishing a strategy for resolution of same.  Keep informed of the latest procurement best practices and other procurement related topics such as GDPR and FOI in the public sector and the wider business community by following latest guidance documents and attending internal and external training programmes and events.  Conduct all procurement business with integrity and diligence in accordance with procurement best practice and Irish/EU law.  Manage and prioritise multiple projects to a high standard to ensure they are completed on time with excellent attention to detail.  Promote opportunities for implementing sustainability measures/innovations in UCC’s procurement practices and contracts.  Any other duties as may be directed from time to time by the Procurement Officer. Note; as the University continues to expand and evolve, it is likely that flexibility in regard to the allocation of specific duties will be necessary. Accordingly, the list of duties detailed above is not intended to be exclusive or restrictive, duties may be added or withdrawn but any such alterations will take place within the remit of the head of the office and after consultation with the appointee.
