The Medical Bureau of Road Safety (MBRS) has statutory responsibilities for the chemical testing for intoxicants in driving and related functions. The functions of the MBRS are laid down in the Road Traffic Acts and include receipt and analysis for intoxicants of specimens of blood and urine forwarded to the MBRS; Issuing of Certificates of Analysis; provision of equipment for the taking or provision of specimens of blood and urine; research on drinking and drugs in relation to driving and development of forensic toxicology methods; approval, supply and testing of equipment or apparatus for determining the presence of drugs in oral fluid and approval, supply and testing of equipment or apparatus for indicating The person appointed to this post will be allocated specific administrative areas of responsibility but the post will be interchangeable within all of the programmes operated in the Bureau. Job Title: Head of Data Analytics and Strategic Initiatives (DAaSI) Unit School/Department: Office of the Vice-Provost/Chief Academic Officer, ASD Job category and level: Administrative Officer 1 (full scale) Post Status: Permanent Contract, Full time The Purpose of the Role The primary purpose of this role is to lead out, direct and manage the activities of the newly created Data Analytics and Strategic Initiatives (DAaSI) Unit based within the Office of the Vice-Provost/Chief Academic Officer. A key responsibility of this post will be to establish, implement and manage an accountability framework for delivery of the College’s 5-year Strategic Plan 2020 - 2025 Community and Connection. The role will also have responsibility for the implementation and ongoing management of the goals of the plan to include bi-annual high-level reporting on the execution of the plan across all goals, and for feeding into the development of new strategic initiatives. The role will manage communication and engagements in relation to the strategic plan across the university and provide a degree of interoperability between data sets and end users in different areas. Context The university has developed an ambitious five-year strategic plan, Community and Connection (2020- 2025) which requires significant effort across all academic and professional areas to deliver successfully over 100 individual goals as detailed in the plan. From a planning perspective, there has been no single strategic development or data analytics source within the university to cohesively drive, monitor and implement the strategic plan. This has led to the evolution of data silos lacking connectivity, which negatively impact on reporting and result in duplication of effort and inefficiency. The creation of the Data Analytics and Strategic Initiatives Unit will be of critical strategic and operational importance for the university in this regard as it will to have a dedicated unit that supports all areas of the university and the unit will be key to directing, managing and analysing datasets to assist in strategic planning and decision making across all units in College. The DAaSI Unit will operate as a ‘hub and spoke’ model with a focused central team (two key roles initially) linking to existing people/resources and data sources across the university in a number of key strategic and operational units including but not limited to the Provost’s Office, Secretary’s Office, Global Relations, IT Services, Financial Services Division, Human Resources, Academic Registry, Bursar’s Office etc to work on projects of strategic importance to the College. This is a new role that will evolve and develop to meet the needs of the university over the next five years, supporting areas in strategic planning and new initiatives.
