Open competition for appointment as: Sector Officer in the Irish Coast Guard, Department of Transport Background The Irish Coast Guard (IRCG) is a Division within the Irish Maritime Directorate (IMD) of the Department of Transport. The IRCG’s mission is deliver a world class search and rescue, maritime casualty, and pollution response service and their purpose include: • Reducing the loss of life within the Irish Search and Rescue Region and on rivers, lakes, and waterways. • Protecting the quality of the marine environment within the Irish Pollution Responsibility Zone, Harbours, and Maritime Local Authority areas and to preserve property. • Promoting safety standards, and by doing so, prevent, as far as possible, the loss of life at sea and on inland waters and other areas. • Providing an effective emergency response service. The IRCG is one of the four Principal Emergency Services (PES), who along with an Garda Siochana, National Ambulance Service and Fire Service, are a declared blue light emergency service. Further information on the IRCG, it’s Vision and Values can be obtained on its website. The IRCG currently has six vacancies for Sector Officers in their Coast Guard Units & Support (CGU&S) section. Coast Guard Units & Support Section The Coast Guard Units & Support (CGU&S) is a section within the IRCG. It is responsible for the management, resourcing, and training of the volunteer Coast Guard Units (CGUs). There are 44 CGUs divided into six sectors strategically located around the coast and on the inland waters of Ireland. Each of the six sectors is managed by a Coastal Unit Sector Manager (CUSM). All CGUs are staffed, trained, and equipped to provide a mixture of the current four core functions within their communities: • Coastal search capability • Cliff rescue capability • Boat rescue and support capability • Unmanned Aircraft System (drone) search capability CGUs are declared operational by CGU&S to the Operations section of IRCG who then task the units, as required, to respond in line with their unit capabilities. The Role The Sector Officer is a new grade within the IRCG and is equivalent to an Executive Officer in the Civil Service. They will work with assigned CGUs and report to the Coastal Unit Sector Manager (CUSM) of that sector. The role will involve working closely with the volunteer CGUs, Coast Guard and Maritime Administration personnel and other internal/external stakeholders. On the job training will be provided as appropriate. The Sector Officer is required to comply with the organisational values of ‘Pride’ and ‘Respect’ as part of this role. This post also carries a mobility obligation and Sector Officers are required to be available for service at all CGUs within their sector and also to travel to work in other sectors, when required. IRCG road vehicles will be provided for official business use only when the nature of their employment warrants the provision. The Officers driving them will be responsible for their control, cleanliness, and maintenance. Principal Duties and Responsibilities The duties of the post may include some or all of those listed below: • Supporting CGUs by undertaking the following tasks: o Conducting routine inspection of vehicles, buildings, boats, and equipment to a fixed schedule, completing appropriate checklists and administrative duties. o Initiating corrective action against defects, monitoring corrective actions, and maintaining defect records. o Managing CGU equipment, inventory and logistical requirements including associated administrative duties. o Managing local inventories. • Supporting management of the planned maintenance system. This includes recording, monitoring, and reviewing periodic service, maintenance, repair, inspection, and defect reports and compiling periodic reports on same. • Supporting maintenance and repair works undertaken by third party contractors, including associated logistical and administrative support. • Supporting the CUSM by assisting in the following tasks: o Effecting corrective actions to findings identified through audit, inspection, and safety meetings. o Managing and implementing the requirements of the safety management system. o Procuring goods, equipment, and services. o Managing the fixed asset register. o Managing inventory, vehicles, buildings, boats, and equipment including the update of computerised maintenance management system. o Providing general unit management support including logistical support and associated administrative tasks. • Carrying out any other duties relevant to the role that may be assigned to the Sector Officer from time to time. The position is a uniformed grade. The successful candidate will be required to wear their uniform in a presentable manner and to maintain a smart and neat appearance, as determined by Coast Guard Management. Working Environment The work will be divided between office and field. Depending on the needs of the business, a typical week may consist of 4 days travel and 1 day of office-based administrative duties. Please note, a significant amount of travel is required as Sector Officers are obliged to travel to various locations within their sector on a regular basis and on occasion to travel to other sectors as needed. Travel and subsistence payments will apply at central civil service rates. The following are the minimum physical requirements: a. Height A candidates’ height will be determined at the Medical Examination – see Para. 8. Weight and chest measurements must be in keeping with height and age. Min. height: 157.48cm. Note: BMI will be determined at Stage 2, the Assessment Phase of the competition b. Vision Colour vision must be normal. Both eyes must be free from disfiguring or incapacitating abnormality and free from acute or chronic disease. There must be no evidence of squint or latent squint. The eligibility of applicants who have had previous incisional or laser treatment to correct visual acuity will be determined at the Medical Examination. Please see Annex C for further information. Vision must be not be less than 6/18 in each eye, corrected to not less than 6/6 in one eye and 6/9 in the other. c. Dental Candidates must be free from any serious periodontal disease and possess teeth to a specific standard, which is not less than the equivalent of eleven over eleven natural teeth functionally opposed. In certain circumstances, artificial teeth may be acceptable. d. Hearing A good standard of unaided hearing is essential. Candidates will be required to undergo an audiometric test at which: (1) The sum of the hearing threshold at 1,2,3, 4 and 6 kHz should not exceed the age and gender related warning levels contained in the "Guidelines on Hearing Checks and Audiometry Regulations 2007", issued by the Health and Safety Authority. (2) Candidates under 25 years of age must be able to hear all measured pure tones up to and including 8 kHz at 20dB in each ear. Candidates aged 25 and older must be able to hear all measured pure tones up to and including 8 kHz at 25dB in each ear. Candidates must also be free from acute or chronic ear disorders. Candidates are advised to avoid all sources of loud noise or music for a period of 48 hours prior to this audiometric test, as exposure to such noise may adversely affect the results of the test. N.B. Candidates must satisfy these various medical and physical standards and requirements in order to remain in the Competition. In addition, successful Candidates will be required to undertake compulsory random drug testing throughout their career in the Defence Force in accordance with Defence Force Regulation A7. Stage 1 – Online Psychometric Testing Stage 1 of the selection procedure involves tests that measure a range of skills and qualities that are necessary in the job. These tests provide a consistent and suitable way of screening candidates at the initial stage of the selection campaign. These tests are designed to identify the most suitable people to go forward to the next stage of the Cadetship Competition. The tests have been designed so that they are fair to all applicants and are objectively scored. Candidates will be required to complete an unsupervised psychometric test online. Candidates will be supplied with psychometric test familiarisation material in order to introduce them to the format of the tests. Candidates will be required to complete the unsupervised online psychometric test within the timeframe specified by the Defence Force. Candidates should pay particular attention to ensuring that the contact details specified on their application are correct. Candidates who have attained the requisite score in the unsupervised online psychometric test, at Stage 1 will be required to attend for a subsequent supervised online psychometric test at Stage 2. Note: If a candidate fails to meet the minimum standard at Stage 1, they will not be permitted to proceed to the next stage of the competition. Stage 2 – The Assessment Phase Army, Army (Equitation School), Army (Engineer Corps) and Army (Ordnance Corps) candidates who have attained the requisite score at Stage 1 of the competition, will be required to attend at the Defence Force Training Centre, Curragh, Co. Kildare, for the Assessment Phase (possible overnight duration) of the Competition. The Assessment Phase will consist of the following: Physical Fitness Test: In order to qualify for a Cadetship, candidates will be required to pass a physical fitness test, which is designed to assess their potential to undergo the rigours of military training. Candidates must attain the standard laid down in order to proceed in the competition. A candidate must complete this test as part of their cadetship application; this test is not valid for any other Cadetship applications or other Defence Force competitions. (See Annex ‘D’ for details of the test and suggested training programme). Supervised online Psychometric Test. If a candidate’s performance at a supervised test is outside the expected scoring range from their unsupervised test at Stage 1, they may be excluded from subsequent stages of the selection process. Group Assessment: Candidates will be required to participate in a group assessment. Realistic Job Preview: This involves a familiarisation visit to the Cadet School at the Military College, Curragh, Co. Kildare and informal interaction with instructional staff and Cadets All components will be conducted on the one occasion. Note: If a candidate fails to meet the required standard at the Assessment phase, they will not be permitted to proceed to the next stage of the competition. Online Personality Questionnaire. Candidates who have attained the requisite score at Stage 2 of the competition will be sent an online personality questionnaire to be completed within the timeframe specified by the Defence Force prior to attending for interview. Note: In addition to the above, candidates for Cadetships in the Army Equitation School will be required to undergo and pass a practical equestrian test before attending for Stage 3 - The Interview. If a candidate fails to meet minimum standards of equestrian test, they will not be permitted to proceed to the next stage of the competition. This is a scored test standardised to the ‘Showjumping Ireland National 5 Bar Assessment’ for young riders. The applicant’s score will form part of their overall score in the cadetship competition. Stage 3 - The Interview Successful candidates will be invited to the Cadet School, Military College, Defence Forces Training Centre, Curragh Camp, Co. Kildare to attend a competency based interview, where they will be required to demonstrate competency in a selection of the following areas: • Planning and Organising • Decision Making and Problem Solving • Working with Others • Communication • Leadership and Supervising • Personal Motivation and Discipline • Resilience • Information Handling In the competency based interview, candidates will be asked to give examples from their own experiences of life, school, university, hobbies, work, pastimes etc., to demonstrate evidence in several of the above areas. Experience in collation of data for reports to various functions and management of databases would be a distinct advantage. Experience in pensions reporting and SAGE would also be advantageous. This role is based in the Galway Office. We are currently operating a blended working structure, with some days in office and some days from home. CONDITIONS OF SERVICE Terms of Appointment Appointment is subject to a six-month probationary period. If at any-time during this period, it appears that the appointee would not be suitable for final appointment the probation will be terminated. Reporting Structure The Assistant Office Manager will report to the Office Manager, and will manage the Office Administrator. Location WSI has a Hybrid Working Policy that allows you to apply to work remotely up to three days and in the office for a minimum of 2 days a week. Tenure: The role is offered on an initial three year fixed term contract. Remuneration: €35,687 - €58,251. This appointment will be made on the Executive Officer scale in line with current Government pay policy. Please note that if you are new to the public sector, you will commence on the first increment of the scale. Different remuneration and conditions may apply, if, immediately prior to appointment the appointee is already a serving Public Servant. Prior to taking up duty an appointee seconded to the post will be required to provide a comprehensive statement to WSI from his/her substantive employer confirming salary and pension details. Annual Leave The appointee will be entitled to 23 working days holidays in each year (in addition to the usual Public and Bank Holidays) to be taken at a time or times convenient to WSI. The appointee will be required to take annual leave for the period of the Christmas closure of WSI offices. Key Responsibilities: Tasks Include the following: (Please note this list is not definitive nor restrictive) •                 Management of all physical assets for Water Safety Ireland, including company vehicles and equipment, ensuring all assets are maintained and insured as necessary. •                 Oversight of maintenance of the office building. This includes monthly ordering of supplies, scheduling of cleaning and maintenance as well as ad hoc maintenance with service providers as required. •                 Negotiation with all service providers for the office and assets annually, to ensure current contracts are fit for purpose. •                 Liaising with insurers in relation to assets; annual negotiation and renewal of policies. •                 People Management: Line management of the Office Administrator, including assistance with relevant duties when necessary. •                 Database Management: the management of several databases, including data entry. •                 Project Management: management of the update and integration of several databases and operating systems, as well as other integrations in the future. •                 Day to day office management: To ensure that the public phone number of the office is monitored during business hours. •                 To attend all training. THE ROLE: The Branch Librarian makes a valuable contribution to the provision of the library service at local branch level by delivering a frontline library service to the public and by providing support to library management.
