Vacancy The GRAI is seeking to appoint an Administrative Officer (AO - Standard Scale) and have three vacancies in Enforcement and Compliance Directorates at present. Successful applicants will be placed on a panel for a period of up to 18 months to fill future vacancies for Administrative Officer roles (Administrative Officer - Standard Scale) within GRAI. Appointed Administrative Officers may be assigned to any directorate within the GRAI, in line with the evolving business needs and operational priorities. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours and 15 minutes gross or 35 hours net per week. The Administrative Officer (AO) may be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of their duties subject to the limits set down in the working time regulations. The rate of remuneration payable covers any extra attendance liability that may arise from time to time. Annual Leave The annual leave for this position is 25 days, rising to 29 days after 5 years’ service and to 30 days after 10 years’ service. This allowance is subject to the usual conditions regarding the granting of annual leave in the public service, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of the sick leave circulars for the civil and public service. Officers who will be paying Class A rate of PRSI will be required to sign a mandate authorising the Department of Social Protection to pay any benefits due under the Social Welfare Acts direct to the Authority. Payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Social Protection within the required time limits
General Operative (CE Licence)
THE JOB: General Operatives (CE Licence) are vital to service delivery within Dublin City Council. Reporting to a supervisor or such person as may be designated by the City Council, the holder of the post is required to drive designated work vehicles, in support of frontline service delivery, across the DCC area. Their duties, however, are not confined to driving, and a General Operative (With CE Licence) will be expected to undertake outdoor, operational and manual tasks as assigned by management. At all times, they are expected to carry out their duties in a manner that enhances public trust and confidence in Dublin City Council. THE IDEAL CANDIDATE SHALL: • have a minimum of 5 years experience of driving Heavy Goods Vehicles in urban environments; • be committed to and conscious of providing a professional service both to internal and external customers; • have experience in outdoor based operational work environment; • have an ability to work on their own initiative, in an independent environment and without constant supervision; • have an ability and willingness to learn and execute new skills and participate in appropriate training courses where required; • have completed manual handling training and must possess a current and valid Safe Pass Registration Card; • have a good knowledge and awareness of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace. The particular duties and responsibilities attached to the post may vary from time to time, without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the City Council. A shift allowance may also apply. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02 / 2011, a person who is not a serving local authority employee on or after 1st January 2011 will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Under the Public Service Stability Agreement 2013, the working hours for newly appointed or promoted staff are 39 hours per week. A General Operative (with CE Licence) in the Waste Management section will be required to work 39 hours per week, with one shift operating at night and a second shift operating on a 7 over 7 shift, including weekend work. A General Operative with the Road Maintenance Section (with CE Licence) will be required to work 39 hours per week, generally between the hours of 07:45am and 16:30pm. The holder of the position will also be required to participate in the Winter Maintenance Roster and from time to time will be expected to work from 02:00am onwards. Any work which the holder of the post is authorised or required to do after completion of a normal day’s work will be paid at the rates as agreed with the union and appropriately sanctioned, or whatever alternative arrangement is applicable. PARTICULARS OF POSITION: (a) The position is temporary initially. The holder of the post will be employed, subject to satisfactory service, on a 1 year fixed term contract basis for Year 1, with a permanent contract thereafter on completion of 12 months satisfactory service.
