THE JOB The role is both technical and business interfacing, the candidate must demonstrate strong technical skills and expertise while also managing project implementation. The Executive Professional will report to the Head of the National Building Control and Market Surveillance Office and will have a thorough knowledge and understanding of the statutory and legal framework, national policy and current thinking regarding Building Control and Market Surveillance of Construction Products. The roles require an excellent technical knowledge of the Building Control Acts, Building Regulations, Building Control Regulations, EU Market Surveillance Regulations, EU Construction Products Regulations, EU Energy Performance in Buildings Regulations, and EU (in-Building Physical infrastructure for High - Speed Electronic Communications) Regulations; the risks for non-compliance, inspection strategies and the BCMS. They will be able to work within, and lead, multi-disciplinary teams and have the ability to motivate and encourage personnel under their control to achieve maximum performance. For international qualifications, the level of the qualifications will be determined using the NARIC Ireland Foreign Qualification database. EXECUTIVE ARCHITECT CHARACTER: Each candidate shall be of good character. DUTIES The duties of the posts include, but are not limited to, the following:- • Engaging with all stakeholders, including professions, building industry, elected members of local authorities and the 31 Building Control Authorities which are also Market Surveillance Authorities; • Preparing and presenting reports and presentations to the governance structures, ensuring such reports are submitted in a timely manner, production documents using MS Word, MS Excel, MS PowerPoint, MS Visio and CAD; • Preparing CAD building design details for presentation purposes; • Supporting, managing, and maintaining good working relationships with the three Regional Building Control Committees and the pillar working Groups; • Maintaining an awareness of and contributing to new policies, legislation and directives in relation to building control and the implications of these new policies; • Compiling and maintaining databases of building activity for analysis; • Compiling building activity reports using Power BI and other business analytics tools; • Assisting in the development of the training pillar in collaboration with the training working group, the third level academic institutions, the Local Authority Regional Training Centres, and other relevant stakeholders; • Assisting in the implementation of a building control inspection and market surveillance regime and programme in the 31 Building Control and Market Surveillance Authorities respectively; • Assisting in the design, build, managing and monitoring of the Building Control Management System (BCMS); • Assisting in the management of the National Building Control Office CRM (Customer Relationship Management) system; • Preparing budgets and ensuring that works are implemented within allocated budgets; • Ensure compliance with Health & Safety Legislation and Regulations, and Dublin City Council’s Corporate Health & Safety systems; • To carry out such other duties that may be assigned from time to time. SELECTION PROCESS • Posts of Executive Professional, National Building Control and Market Surveillance Office, will be filled from this publicly advertised competition. Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving public service employee on or after 1st January 2011, will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. Under the Public Service Stability Agreement 2013, the working hours for newly appointed/promoted staff are 35 hours per week.
Climate Action Regional Office Coordinator Executive
The Position Kildare County Council is inviting applications from suitably qualified persons for the above competition to undertake the specialist role of Executive Officer with the Eastern and Midlands Climate Action Regional Office. The Executive Officer will work as part of a multi-disciplinary team to deliver the annual work programme, under the management and strategic direction of the Regional Coordinator within the Eastern and Midlands CARO. The Executive Officer will work with all 17 local authorities in the Eastern and Midlands Region and will work with the three other climate action regional offices in the performance of duties. The Executive Officer must undertake those duties as assigned to them by the Regional Coordinator. The Executive Officer shall also report to the Director of Service with responsibility for climate action to which they are assigned, or any other person designated by the Director of Service. The Competition The purpose of this recruitment campaign is to form a panel for Kildare County Council from which temporary whole-time posts may be filled for Executive Officer as vacancies arise. The Candidate This position requires a broad technical knowledge of climate change, the policy responses, the risks and possible strategies to both mitigate and adapt to the climate change, and a strong organisational, networking, and communication skill set. Duties and Responsibilities The duties of the Executive Officer is to perform, under the direction and supervision of the Regional Coordinator or other officer as designated by the relevant Director of Service/Chief Executive, such duties as may from time to time be assigned to you in relation to your employment and as may be appropriate to any particular function of any local authority for which the Chief Executive is responsible and carry out such instructions as may be given in relation to the performance of duties. Reporting Arrangements Climate Action Regional Office Coordinators report directly to the appropriate supervisor in the Section or to any other employee of Kildare County Council as the Director of Services or other appropriate employee may designate for this purpose. A system of regular appraisal will be operated during employment, which will involve discussions between the employee and the line manager regarding performance and conduct. Probationary Period of Employment Where a person is permanently appointed to Kildare County Council, the following provisions shall apply – a) there shall be a period after appointment takes effect, during which such a person shall hold the position on probation; b) such period shall be twelve months, but the Chief Executive may, at their discretion, extend such period; c) such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory; d) the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts; e) there will be assessments during the probationary period. Appointment to a higher point of the salary scale may apply to candidates employed elsewhere in the public service, subject to verification of service history. Remuneration is paid fortnightly by PayPath directly to the employees nominated bank account. The current wage pay cycle may be revised during the period of employment. Superannuation & Retirement A person who becomes a pensionable employee of the County Council will be required in respect of their Superannuation to contribute to the Local Authority at the appropriate rate. The terms of the Local Government Superannuation (Consolidation) Scheme 1998 as amended or the Public Services Superannuation (Miscellaneous Provisions) Act 2004 or the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply as appropriate on appointment. Retirement age for employees is dependent on their relevant contract of employment, with due consideration being given to the rules of the Superannuation Scheme to which they belong. • For appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age. • The minimum retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004 is 65. There is no mandatory retirement age. • Effective from 1st January 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks: Retirement age is set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028. Compulsory retirement age will be 70. Annual Leave Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act 1997 and the nationally agreed annual leave scheme for the sector. The annual leave year runs from 1st January to 31st December. The current leave entitlement for this post is 30 days. The Chief Executive of Kildare County Council retains autonomy regarding office closures (e.g., Christmas Office Closure), any days arising from such closure will be reserved from the employee’s annual leave entitlement. Proposed office closure days will be reviewed and advised to all employees each year. Residence The person holding the office must reside in, or at an address convenient to the Local Authority, as approved by the Chief Executive. Outside Employment The position is whole-time, and the officer may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties. PRINCIPAL CONDITIONS OF SERVICE Type of Post Future relevant permanent and temporary posts will be filled from the panel(s) formed. The post(s) will be whole-time, permanent/temporary and pensionable. Remuneration The annual salary is as follows: €52,440 - €62,740 per year IMPORTANT NOTE: Candidates should note that the starting salary is not subject to negotiation . Entry into the pay scale above the minimum point will only apply to existing public servants in the context of the relevant Government Pay Circulars. Legal Executive
The Role Reporting to the Head of Legal Services Unit, the Legal Executive will be part of the team which will develop an organisational culture of collaboration focused on putting the child at the centre of service provision. They will engage in a wide range of functions to support the delivery of effective and efficient systems in the Legal Services Unit. The Legal Executive will play a central role in the provision of organisational and legal support to the GAL National Service and will support the management of legal files, tracking of legal advices provided, tracking of requests for legal representation and other relevant legal duties through a document management system, legal diary and other appropriate support structures. In advance of the opening of the service, the Legal Executive will support the Head of Legal Services Unit in assisting the Director and other members of the management team in developing the necessary systems required for the service to open. This includes finalising the details of policies and procedures for establishing legal panels and developing performance management and quality assurance systems.
