Administrative Officer
THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Administrative Officer.It is proposed to form a panel of qualified candidates from which permanent and temporary vacancies will be filled during the lifetime of the panel. The Administrative Officer is the primary point of contact and liaison with other sections in relation to all operational matters for the service delivery section or sections or support functional area or areas for which they are responsible or a combination of both, depending on the organisational arrangements in place. Duties may also include representing the Department or Council on various committees and contributing through the business planning process to the formulation of policy. The post holder will be directly accountable for the work of the staff reporting to them. The positions are in various sections of the organisation, the duties will vary depending on assignment. The post holder will work under the direction and control of the Senior Executive Officer or analogous grade or other officer designated by the Chief Executive Officer or Director of Services as appropriate. The Administrative Officer is responsible for management of the day-to-day operations of the section or department and is a contributor to the strategic and policy making decision of the local authority. They will be expected to contribute to the development and implementation of policies and strategies and to work closely with the elected Councillors, Oireachtas members and senior managers in delivering services to the highest standard. The post holder will be expected to support the operations of the elected Council, the Strategic Policy Committees, Joint Policing Committee, Municipal Districts and other Council Departments. The Administrative Officer role will require excellent administrative, employee management, interpersonal and communication skills. Wicklow County Council now invites applications from suitably qualified persons who wish to be considered for inclusion on a panel from which temporary and permanent vacancies for Administrative Officer may be filled throughout the lifetime of the panel. Recruitment arrangements to this grade will be on the following basis: · Panel A – 50% confined to employees of the sector. · Panel B – 30% open. · Panel C – 20% confined to employees of Wicklow County Council. The Council will form three sperate panels of suitably qualified candidates to meet the requirements agreed nationally of the ratio of posts to be confined to the local government sector, open, and those confined to Wicklow County Council staff. The order of candidates placed on each of the three panels is determined by where they were placed on the overall Order of Merit List. An ability to demonstrate competence in the following areas: · Satisfactory knowledge of the functions and duties of Local Authorities, and awareness of current local government issues, priorities and challenges. Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are NOT new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act, 2004 and the Public Service Superannuation (Age of Retirement) Act 2018, are subject to a compulsory retirement age of 70 years. We are milking 400 cows. Our facilities are modern with a 54 Point Rotary parlour , 420 cubicles, New calving and calf rearing facilities. We have collars for heat detection and health monitoring. We work closely as a team, learning together and supporting one another to make the best decisions. Executive Parks and Landscape Officer
About Fingal County Council Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There is 88kms of coastline, three large, protected estuaries and salt marsh habitats and 13 major beaches. Fingal County Council is one of the county’s major local employers and currently employs approximately 1,600 staff. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal. Duties The duties shall be such as may be assigned to the employee from time to time by the Local Authority and shall include the duty of deputising for other employees of the Local Authority, when required, and such duties as may be assigned to them in relation to the area of any other Local Authority. Persons employed will be required to work in any location within the Fingal administrative area. The Executive Parks and Landscape Officer will contribute to the development and implementation of strategies, policies and standards around the provision and management of operational areas. The Selection Process Fingal County Council reserves the right to shortlist applications, if required. Particulars of Employment The employment is wholetime, permanent and pensionable. Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a local authority will be required in respect of the local Government (Spouses and Children’s Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. PROBATION (a) there shall be a period after such employment takes effect during which such persons shall hold such employment on probation, (b) such period shall be one year but the Chief Executive may at his or her discretion extend such period, (c) such persons shall cease to hold employment at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. The person appointed will be required to work on a Saturday and/or Sunday as part of the employment contract and, in accordance with Section 14(1) of the Organisation of Working Time Act 1997, if there is a requirement to work on Sundays, this has been taken into account in determining the rate of pay applicable to the post. Rates of remuneration may be adjusted from time to time in line with Government Policy. SECTION 8: LOCATION OF POST The base for working purposes shall be Kinsale Museum, Market Square, Kinsale, Co. Cork . Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. The postholder may be required to provide cover in the Michael Collins House Museum, Clonakilty, and Skibbereen Heritage Centre, as advised by their line manager. Cork County Council reserves the right to assign the postholder to any department, premises or district in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide, at their own expense, the necessary means of travel to and from work. SECTION 9: ANNUAL LEAVE The annual leave entitlement is 8% of the total hours worked . Cork County Council's leave year runs from 1 January to 31 December . The granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act 1997 (as amended) .
