Salary Scale €31619 p.a. - €45008 p.a. Long service Increment 1, €47298 after three years satisfactory service at the maximum. Executive Technician Civil/Construction/Building/Architectural
THE POSITION The Council is seeking applications from suitably qualified candidates with relevant experience for the position of Executive Technician – Civil/Construction/Building/Architectural. It is proposed to form a panel of qualified candidates from which vacancies will be filled during the lifetime of the panel. The Executive Technician is responsible for a variety of technical and administrative tasks. QUALIFICATIONS 1 Character Candidates shall be of good character. 2 Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3 Education, Experience, etc. Candidates must, on the latest date for receipt of completed application forms: a) Have satisfactory experience in a technician post at Grade II or higher level or in an analogous post under a local authority or health board in the State, b) Have at least five years satisfactory relevant experience in a technician post at Grade II or higher level or an analogous post, c) Have a wide knowledge of all the technical aspects of local authority work and also a deeper knowledge of at least one section of the work, d) Possess adequate training and experience relating to dealing with other departments within their own organisations and with other bodies, and e) Have adequate experience in the supervision and control of staff. PLEASE NOTE: Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. The position will be full time and pensionable. The successful candidate or candidates may be assigned as required to any of the Municipal Districts or Directorates under the Chief Executive’s control or to any premises or location in use by the Council now or in the future. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 – 2014, is Chief Executive, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub paragraph (a) of this paragraph. Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate professional or technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where persons who are not already permanent officers of a Local Authority are appointed, the following provisions shall apply: (a) there shall be a period after such appointments take effect, during which such persons shall hold office on probation; (b) such period shall be nine months. This period may be extended at the Chief Executive discretion; (c) such persons shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such persons is satisfactory. Salary: €52,440.00 - €62,740.00 per annum includes second Long Service Increment effective February 2026 The salary shall be fully inclusive and shall be as determined from time to time in line with national policy. The holder of the office shall pay to the local authority any fees or other monies (other than his or her inclusive salary) payable to and received by him or her by virtue of his or her office or in respect of services which he or she is required by or under any enactment to perform. Starting pay shall be determined in accordance with appropriate Departmental Circular letters. New entrants will be placed on the minimum of salary scale. Hours of Work The person appointed will be required to work a 35 hour week Monday to Friday, which equates to a 7 hour day to be accounted for within attendance hours of 9 a.m. to 5 p.m. with one hour lunch between 1.00 p.m. and 2.00 p.m. There may be a requirement to work additional hours from time to time for which Time in Lieu will apply. No overtime applies to this post. A flexi system is also in operation. Garda Vetting Candidates may be subject to Garda Vetting. Appointment or appointments will be considered having regard to receipt of satisfactory Garda Vetting, particularly to determine suitability to work with children or vulnerable adults. The work permit must allow you to work full time for Wicklow County Council. It is the responsibility of individual employees to ensure that you have a valid work permit. If at any stage during your contract you cease to hold a valid work permit you must immediately advise Wicklow County Council and your employment will cease with immediate effect. Health For the purposes of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates. Residence Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. Annual Leave Annual leave entitlement will be 30 days per annum exclusive of public holidays and Good Friday. Retirement Age There is no mandatory retirement age for new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004. Persons who are not new entrants to the Public Service as defined in the Public Services Superannuation (Miscellaneous Provisions) Act 2004 and the Public Service Superannuation (Age of Retirement) Act 2018 are subject to a compulsory retirement age of 70 years. With effect from 1 January 2013, persons who are pensionable under the terms of the Single Public Service Pension Scheme will have a minimum retirement age of 66 years initially rising in line with the State Pension age changes. Members of the Single Public Service Pension Scheme have a compulsory retirement age of 70 years. Superannuation Persons who become pensionable public servants on or after 1 January 2013 will become members of the Single Public Service Pension Scheme and, as such, will be required to pay contributions of 3 percent of pensionable remuneration and 3.5 percent of net pensionable remuneration, that is pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children. Persons who become pensionable officers of a local authority who are liable to pay the Class A rate of Pay Related Social Insurance contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5 percent of their pensionable remuneration plus 3.5 percent of the net pensionable remuneration, that is pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of Pay Related Social Insurance contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5 percent of their pensionable remuneration. All persons who become pensionable officers of a local authority will be required in respect of the Local Government Spouses and Children’s Contributory Pension Scheme to contribute to the local authority at the rate of 1.5 percent of their pensionable remuneration in accordance with the terms of the scheme.
Property Advisory Services Graduate Development Programme

As a Graduate working in Property Advisory Services you can expect to undertake the following: PRINCIPAL CONDITIONS OF SERVICE Location Trim HQ, Co. Meath or 1GQ, Dublin. Outside Employment The position is whole time and the appointee may not at any time engage in, or be connected with, any outside business or activity which would in any way conflict with the interests of the OPW, or be inconsistent with their official positions, or tend to impair their ability to carry out their duties. Context This is a newly created role to develop a Digital Knowledge Exchange for the IPA. The IPA Digital Knowledge Exchange will be a searchable, open access digital repository that hosts copies of all research conducted by IPA faculty and post graduate level students, IPA publications and IPA Case Studies, making it accessible via the library services. The repository will serve as a structured, permanent, and searchable archive for IPA affiliated research. It will be integrated into the IPA Library online services and openly accessible to public servants, policymakers, researchers, students, and the wider public. Job Function The Assistant Librarian (Systems & Electronic Resources) is responsible for managing and optimising the library’s core digital systems and platforms, ensuring seamless access to resources and supporting high-quality digital services for students, staff, and researchers. The Assistant Librarian will lead and support the implementation, configuration, and ongoing management of the IPA Digital Knowledge Exchange, a new digital repository. This includes responsibility for technical setup, metadata standards, workflows, data quality, integrations with existing IPA systems, and end-user support. The postholder will work closely with library colleagues, ICT and academic staff to ensure that the repository supports open access, research visibility, compliance, and long-term digital preservation. The role also requires working with library colleagues in providing a library reference desk service to all IPA staff, students and researchers. HOURS: 35 hours per week, including some evenings and Saturdays in accordance with Library rota requirements during the academic semester. Main Responsibilities: IPA Digital Knowledge Exchange Project • Lead the technical implementation and configuration of the institutional repository. • Develop ingestion workflows, metadata application, quality control processes, and documentation. • Ensure the repository supports key scholarly communications functions including open access and research impact. • Manage integrations with other institutional systems such as: o Koha LMS o Identity management systems (e.g. Ezproxy, SSO, SAML) o Library Resource Discovery Tools o ORCID, DOI/DataCite services • Provide training and support for staff and researchers submitting materials. • Ensure long-term sustainability through monitoring, upgrades, backups, and digital preservation practices. • Collaborate with IT and external vendors on infrastructure, hosting, and technical support. • Monitor repository analytics, generate reports, and contribute to research visibility initiatives. Library Systems • Administer, configure, and maintain the Koha LMS, including modules for cataloguing, circulation, acquisitions, serials and analytics. • Manage the EBSCO Discovery Service, ensuring intuitive access, search optimization, and integration with all electronic resources. • Manage electronic resource access including authentication, proxy configuration, link resolver maintenance, troubleshooting access issues, and coordinating with vendors. • Support system integrations across the digital library environment (e.g. APIs, Z39.50, OAIPMH, KBART, SUSHI). • Support system upgrades, migrations, testing, and quality assurance processes. • Serve as the primary technical liaison between the library, IT services, vendors, and consortia. • Ensure systems adhere to accessibility standards (e.g., WCAG) and data protection requirements (e.g. GDPR). • Develop and maintain technical documentation, system configuration records, troubleshooting guides, and staff training materials. Overview of key duties and responsibilities At headquarters, Third Secretaries will typically be involved in a range of public and foreign policy related work, including: preparing briefing material for Ministers and senior officials; event management; organising and participating in meetings; undertaking research and analysis; and liaising with Irish embassies, consulates and other diplomatic offices abroad and with other government departments and organisations. Other functions would include the delivery of consular services and the provision of assistance to Irish citizens abroad. Given the nature of the role, work outside of standard office hours will be required from time to time. On posting abroad, the day-to-day challenges of the role could range from organising high-level visits, promoting trade, event management, reporting on EU and foreign policy issues, assisting Irish citizens in difficulties, managing development programmes, and managing and supporting the work of local staff. The role may involve hosting small or large social functions. Work outside of standard office hours is a regular feature of posting overseas. Collective Agreement: Redundancy Payments to Public Servants The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been reached between the Department of Public Expenditure and Reform and the Public Services Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the Public Service by any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from termination of the employment. People who availed of this scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Incentivised Scheme for Early Retirement (ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are not eligible to apply for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Department of Health and Children Circular (7/2010) The Department of Health Circular 7/2010 dated 1st November 2010 introduced a Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy Schemes (VRS). It is a condition of the VER scheme that persons availing of the scheme will not be eligible for reemployment in the public health sector or in the wider Public Service or in a body wholly or mainly funded from public moneys. The same prohibition on re-employment applies under the VRS, except that the prohibition is for a period of 7 years. People who availed of the VER scheme are not eligible to compete in this competition. People who availed of the VRS scheme and who may be successful in this competition will have to prove their eligibility (expiry of period of non-eligibility). Department of Environment, Community & Local Government (Circular Letter LG(P) 06/2013) The Department of Environment, Community & Local Government Circular Letter LG(P) 06/2013 introduced a Voluntary Redundancy Scheme for Local Authorities. In accordance with the terms of the Collective Agreement: Redundancy Payments to Public Servants dated 28 June 2012 as detailed above, it is a specific condition of that VER Scheme that persons will not be eligible for reemployment in any Public Service body (as defined by the Financial Emergency Measures in the Public Interest Acts 2009 – 2011 and the Public Service Pensions (Single Scheme and Other Provisions) Act 2012) for a period of 2 years from their date of departure under this Scheme. These conditions also apply in the case of engagement/employment on a contract for service basis (either as a contractor or as an employee of a contractor). Declaration Applicants will be required to declare whether they have previously availed of a Public Service scheme of incentivised early retirement. Applicants will also be required to declare any entitlements to a Public Service pension benefit (in payment or preserved) from any other Public Service employment and/or where they have received a payment-in-lieu in respect of service in any Public Service employment. Salary The Salary Scale for the position is as follows: (rates effective from 1st Feb 2026): Personal Pension Contribution (PPC) €40,768 – €43,464 – €44,236 – €47,613 – €51,950 – €55,395 – €58,977 – €62,606 – €66,233 – €69,849 – €72,353 LSI1 – €75,789 LSI2 The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main/personal superannuation scheme. This is different to a contribution in respect of membership of a Spouses’ and Children’s scheme, or the Additional Superannuation Contributions (ASC). A different rate will apply where the appointee is not required to make a Personal Pension Contribution. Long service increments may be payable after 3 (LSI1) and 6 (LSI2) years satisfactory service at the maximum of the scale. Important Note Entry will be at the minimum of the scale and the rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy. Different terms and conditions may apply if you are a currently serving civil or public servant. Subject to satisfactory performance increments may be payable in line with current Government Policy. Payment will be made fortnightly in arrears by Electronic Fund Transfer (EFT) into a bank account of your choice. Payment cannot be made until a bank account number and bank sort code has been supplied on appointment and statutory deductions from salary will be made as appropriate. You will agree that any overpayment of salary, allowances, or expenses will be repaid by you in accordance with Circular 07/2018: Recovery of Salary, Allowances, and Expenses Overpayments made to Staff Members/Former Staff Members/Pensioners. Tenure and Probation The appointment is to a permanent position on a probationary contract in the Civil Service. The probationary contract will be for a period of twelve months from the date specified on the contract. During the period of your probationary contract, your performance will be subject to review by your supervisor(s) to determine whether you – (i) Have performed in a satisfactory manner, (ii) Have been satisfactory in general conduct, and (iii) Are suitable from the point of view of health with particular regard to sick leave. Prior to the completion of the probationary contract a decision will be made as to whether or not you will be retained pursuant to Section 5A(2) Civil Service Regulation Acts 1956–2005. This decision will be based on your performance assessed against the criteria set out in (i) to (iii) above. The detail of the probationary process will be explained to you by the Department/Office and you will be given a copy of the Department of Public Expenditure, NDP Delivery and Reform’s guidelines on probation. Notwithstanding the preceding paragraphs in this section, the probationary contract may be terminated at any time prior to the expiry of the term of the contract by either side in accordance with the Minimum Notice and Terms of Employment Acts, 1973 to 2005. In the following circumstances your contract may be extended and your probation period suspended: • The probationary period stands suspended when an employee is absent due to Maternity or Adoptive Leave. • In relation to an employee absent on Parental Leave or Carers Leave, the employer may require probation to be suspended if the absence is not considered to be consistent with the continuation of the probation; and • Any other statutory provision providing that probation shall – (i) stand suspended during an employee’s absence from work, and (ii) be completed by the employee on the employee’s return from work after such absence. Where probation is suspended the employer should notify the employee of the circumstances relating to the suspension. All appointees will serve a one-year probationary period. If an appointee who fails to satisfy the conditions of probation has been a serving civil servant immediately prior to their appointment from this competition, the issue of reversion will normally arise. In the event of reversion, an officer will return to a vacancy in their former grade in their former Department. Unfair Dismissals Acts 1977–2015 The Unfair Dismissals Acts 1977–2015 will not apply to the termination of this employment by reason only of the expiry of this probationary contract without it being renewed. The Organisation of Working Time Act The terms of the Organisation of Working Time Act 1997 will apply, where appropriate, to this employment. Headquarters Headquarters will be such as may be designated from time to time by the Head of the Department/organisation. When required to travel on official duty the appointee will be paid appropriate travelling expenses and subsistence allowances, subject to normal civil service regulations. Duties The employee will be required to perform any duties appropriate to the position which may be assigned from time to time. The officer may not engage in private practice or be connected with any outside business which would interfere with the performance of official duties or conflict with their role. Hours of Attendance Hours of attendance will be fixed from time to time but will amount to not less than 41 hours 15 minutes gross per week or 35 hours net per week. Where extra attendance is necessary, overtime payments, or time off in lieu, will be allowed in accordance with the Civil Service overtime regulations. Annual Leave The annual leave allowance for this position is 25 days, rising to 29 days after 5 years’ service and to 30 days after 10 years’ service. This allowance is subject to the usual conditions regarding the granting of annual leave in the civil service, is based on a five day week and is exclusive of the usual public holidays.
