QUALIFICATIONS 1. CHARACTER Each candidate must be of good character. 2. HEALTH Candidates must be in a good state of health and be free from any ailments which would render them unsuitable to hold the position. 3. AGE Candidates must be at least 18 years of age on or before 1st May 2025. 4. CITIZENSHIP (a) Candidates must, by the date of any job offer, be: (b) A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or (c) A citizen of the United Kingdom (UK); or (d) A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or (e) A non-EEA citizen who is a spouse or child of an EEA or UK or Swiss citizen and has a stamp 4 visa; or (f) A person awarded international protection under the International Protection Act 2015 or any family member entitled to remain in the State as a result of family reunification and has a stamp 4 visa or (g) A non-EEA citizen who is a parent of a dependent child who is a citizen of, and resident in, an EEA member state or the UK or Switzerland and has a stamp 4 visa 5. EDUCATION, TRAINING, EXPERIENCE, ETC. Candidates must hold an Irish Water Safety Beach Lifeguard Award or equivalent, as recognised by the International Lifesaving Federation (ILS). While the above qualification is the minimum requirement for this post, the following Pre-Hospital Emergency Care Council (PHECC) qualifications would also be desirable: • Cardiac First Responder • Emergency First Responder • Occupational First Aid Relevant experience in relation to the post would be an advantage. PARTICULARS OF EMPLOYMENT 1. THE POST The post is temporary for the 2025 Bathing Season only. Successful applicants may be offered either weekday or weekend employment at the discretion of Sligo County Council. 2. DUTIES Beach Lifeguards will be primarily responsible for the following: a) All aspects of water safety pertaining to the position b) The enforcement of the Beach Bye-Laws 2007 On Enniscrone beach, duties will include traffic management of beach area including opening/closing of barrier. It will include advising bathers of the danger of swimming at the promenade outside of the designated swimming zones. c) On Rosses Point Second Beach, duties will include advising beach users of the dangers of incoming tides. Main Duties • Beach lifeguards will be responsible for the performance of their duties and will work under the immediate supervision of the Water Safety Development Officer or their nominee. • Beach Lifeguards shall read, be familiar with and adhere to the Safety Statement for Beachguards; participate in induction training and co-operate with other safety training provided by the Council as required. Any issues of health and safety concern shall be referred to the Water Safety Development Officer, the Area Engineer or the Health and Safety Officer. The procedure for reporting issues of concern is set out in the Safety Statement. The Beach • All equipment must be checked daily (each morning) to see that it is in working order and ready for use. Any defects notified should be reported immediately to the Council. To inspect all lifesaving and first aid equipment on arrival for duty to ensure that adequate stocks are available and in good working order. • Indication flags should be placed in prominent positions. The following flag system is to be used: 3. REPORTING ARRANGEMENTS The holder of the post will report directly to the Water Safety Development Officer or any person nominated by the Director of Services. 4. LOCATION Sligo County Council will have sole discretion to assign candidates to specific locations and to transfer candidates from one location to another as considered necessary. The successful candidates may be based at any of the following locations at the discretion of Sligo County Council: Enniscrone & Rosses Point Beaches: Weekends starting from: 31st May 2025 & Public Holiday on 2nd June 2025 Full-time cover for: 28th June to 31st August 2025 Weekends only: 6th & 7th September 2025 Streedagh & Dunmoran Beaches: Weekends starting from: 28th June to 31st August 2025 including Public Holiday on 4th August 2025 Successful candidates may also be asked to provide cover during the month of May on an on-call basis at the discretion of Sligo Co. Council 5. SUPERANNUATION Under the Single Public Sector Pension Scheme, contributions shall be made in respect of Superannuation, which shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 6. REMUNERATION The remuneration shall be fully inclusive and shall be as determined from time to time. Holders of the post shall pay to the Local Authority any fees or other monies (other than their inclusive remuneration) payable to or received by them by virtue of their post or in respect of services which they are required by or under any enactment to perform. The rates of pay applying to the positions of Beach Lifeguard are: Senior Lifeguard: €19.39 per hour Beach Lifeguard: €17.37 per hour Beach Lifeguards are required to work Sunday as part of their employment contract and, in accordance with Section 14 (1) of the Organisation of Working Time Act 1997, the fact of having to work on that day has been taken into account in the determination of the above pay rates. 7. METHOD OF SELECTION Selection shall be by means of a competition based on an interview conducted by, or on behalf of, Sligo County Council. Candidates will be required to undergo a practical test in basic life support, swimming ability and swimming rescue, and an interview, at their own expense. All candidates must attend both the interview and practical test (proposed to be held as soon as possible after the closing date) in order to be considered for inclusion on a panel from which Beach Lifeguards may be appointed for the 2025 Bathing Season. The life of the panel shall be for the 2025 Bathing Season only. 8. GARDA VETTING/REFERENCES The successful candidate will be subject to the Garda Vetting Procedures in line with the provisions of the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 to 2016 as appropriate in advance of appointment. Please note that the Garda vetting process may commence in advance of candidates being called for interview / practical test. The appointment of any successful candidate will be subject to receipt of references which are satisfactory to the employer. An applicant, who has previously been employed by any local authority in the position of Beach Lifeguard will be required to provide a reference from that local authority as part of the recruitment process. 9. UNIFORM It is important that members of the public are aware that uniformed Beach Lifeguards are on duty, are highly visible and are seen to be patrolling the controlled bathing area. Wearing of full uniform provided by Sligo County Council is a mandatory condition of employment. 10. WORKING HOURS The hours of work are as follows: Rosses Point and Enniscrone - 11.30 a.m. to 7.00 p.m. with 30 minutes (unpaid) to be taken for lunch Streedagh and Dunmoran - 12.30 p.m. to 6.30 p.m. with 30 minutes (unpaid) to be taken for lunch 11. CODE OF PRACTICE • Punctuality must be observed. Beach Lifeguards should report to their station at least ten minutes before the shift is due to start so as to be fully attired and ready for duty. • At the start of duty, one Beach Lifeguard (Senior if on duty) must text the Irish Coastguard and the Water Safety Development Officer to make them aware that they are on duty on the beach. (Phone Numbers will be provided in Beach Manual). • At the end of duty, one Beach Lifeguard (Senior if on duty) must text the Irish Coastguard and the Water Safety Development Officer to let them know that they are off duty. Contact number will be supplied prior to taking up duty. • If for some reason an emergency arises rendering a Beach Lifeguard unable to report for duty, they must immediately notify the Water Safety Development Officer in order that relief cover may be arranged. • Any Beach Lifeguard who becomes sick or who suffers any disability which would impair their efficiency (e.g. sprains, pulled muscles, etc.) must report the matter immediately to the Water Safety Development Officer. • No intoxicating liquor or unauthorised drugs shall be taken into the Lifeguard’s hut. The use of illegal substances by a Beach Lifeguard or being under the influence of intoxicating liquor shall result in suspension from duty pending investigation. • The Beach Lifeguard will be furnished with a mobile telephone for the duration of their appointment. Any personal calls and texts (made outside of working hours) must be paid for by the Lifeguard upon receipt of the telephone bill. As stated above, the operation of any mobile phones/electronic devices for personal use while on duty is prohibited. The mobile phone must be returned to the Council at the end of the employment and all personal calls and texts must be paid up to date. 12. ANNUAL LEAVE Payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997. Leave is calculated at 8% of the hours worked in a leave year (but subject to a maximum of 4 working weeks). Annual leave may only be taken during periods of full-time cover (from 28th June 2025 to 31st August 2025). Leave will not be granted during weekend only cover periods. Permission and prior authorisation are essential before annual leave is taken. The granting of annual leave at any particular time is always subject to the requirements of the Council and all annual leave is liable to suspension during periods of exceptional pressure. Beach Lifeguard cover should be organised by Beach Lifeguards when taking time off. Only members on the listed panel supplied by the Water Safety Development Officer should be contacted. (This should not apply to Enniscrone beach as there are three Lifeguards employed on this beach and two Lifeguards on duty on such days will be adequate). 13. SICK LEAVE As per Sligo County Council’s current Sick Leave Scheme and Attendance Management Policy & Procedure, as amended by the Public Service Management (Sick Leave) Regulations, 2014, and any subsequent Regulations made from time to time. 14. Dog Warden
Applications are invited from suitably qualified persons for inclusion on a panel from which temporary or permanent vacancies for the position of Dog Warden in Monaghan County Council shall be filled. The Dog Warden is a member of the Environment Department responsible primarily for the enforcement of Water, Waste and Litter Pollution legislation. The successful candidate will require excellent customer service skills as engagement with the public will be a feature of the position. A satisfactory knowledge and or experience/training in the area of animal husbandry would be desirable. The post will require the ability to work across different sections of the Council and develop close cooperation with local stakeholders including animal charities. The position of Dog Warden will require flexibility in terms of hours of work. The duties of Dog Warden will involve a mix of administrative and manual duties. The role of the Warden is to receive and investigate fully reports relating to breaches of the: - PRINCIPAL TERMS AND CONDITIONS The Competition Monaghan County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and temporary vacancies for the post of Dog Warden shall be filled. The post(s) shall be wholetime, permanent/temporary and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee local Authority, to such an extent as to impair the performance of his or her duties as an employee of the local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee. Salary: The weekly salary shall be fully inclusive and shall be as determined from time to time. The successful candidate will be paid at the appropriate rate on the Dog Warden wage scale. Starting pay for new entrants will be at the minimum of the scale. The weekly salary shall be subject to such statutory deductions as may operate e.g. PAYE and PRSI. Increments are paid subject to satisfactory attendance, conduct and performance. The weekly pay scale for the post is: - €826.63, - €834.08, - €841.39, - €849.31, - €857.23, - €865.28, - €873.16, - €880.56, - €887.96, - €892.88 Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, and Heritage. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: - (a) there shall be a period after such appointment takes effect, during which such person shall hold such position on probation; (b) such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period; (c) such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Hours of Duty: Core hours of work shall be a 39-hour week. Normal working hours are 8.00am to 4.30pm Monday to Thursday, and 8.00am to 3.30pm on Friday (half hour lunch break each day), or such hours as may from time to time be prescribed. The hours of work will be such as may be assigned by the County Council in its absolute discretion. The person employed will be expected to report to their place of work, by their own means of transport. The post-holder may be required to work overtime depending on work requirements and be available to respond to callouts outside of normal working hours at the request of the Supervisor or persons appointed to positions of authority. Where possible the post-holder will be notified in advance. Overtime will be paid at approved rates. Annual Leave Granting of annual leave, payment for annual leave and arrangement for Public Holidays will be governed by the provisions of the Organisation of Working Time Act 1997. The annual leave entitlement will be 25 days per annum. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Superannuation: Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment. Superannuation contributions Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5% of their pensionable remuneration. Widows & Orphans/Spouses & Childre’s scheme All persons who become pensionable employees of a Local Authority will be required in respect of the Spouses and Children’s Contributory Pension Scheme to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. New entrants from 1st January 2013 – Single Public Services Pension Scheme For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pensionable remuneration; pensions will be co-ordinated with the State Pension Contributory. Retirement: There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other provisions) Act 2012 is 70 years. Garda Vetting/Child Protection The successful candidate(s) may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council’s Child Protection Policy. Residence The successful candidate(s) shall reside in the district in which his or her duties are to be performed, or within a reasonable distance thereof. Training Successful candidates will be required to attend and participate in training programmes as may be decided by the local authority relevant to the skills necessary for the performance of the duties attached to the post and to apply their learning in the course of their working activities. The successful candidate for this post shall undertake training for Health and Safety, technical skills and general performance as required. Uniform The successful candidate shall wear the uniform and clothing provided by the council at all times while on duty. Driver’s Licence The holder of the post shall hold a current full clean driving licence in respect of category B vehicles or equivalent in the EU Model Driving License. Offer of appointment Monaghan County Council shall require any person to whom an appointment is offered to take up such appointment within a period of not more than one month from the date on which the offer is made. If he/she fails to take up the appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint him/her. Assignment Monaghan County Council reserves the right to, at any time, assign an employee to any premises in use by the Council now or in the future. Retained Firefighter
QUALIFICATIONS 1. Character Each candidate must be of good character and the successful applicant may be subject to Garda Vetting prior to any appointment being confirmed. 2. Age Each candidate must be at least 18 years of age on 1st May, 2025. Retirement age for Retained Fire-fighters is 55 years of age (up to 62 years of age subject to conditions). 3. Health Each candidate must be free from any defects which would render that person unsuitable to perform the duties of the post and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying this requirement, it will be necessary to undergo at the candidate’s own expense an initial medical examination, by a qualified medical practitioner to be nominated by Cork County Council. Note the requirement to complete and pass the Chester Step Test detailed below. On taking up appointment, the expense of the medical examination will be refunded to the candidate. Retained Fire-fighters will be required to undergo regular and ad-hoc medical examinations at any time. Given the strenuous nature of fire-fighting duties the medical examination will be of a very thorough nature. Please note that the following disabilities will render an applicant unsuitable for firefighting duties and will lead to disqualification at the examination. 1. history of epilepsy 2. Alcohol or drug dependency 3. obesity 4. Chronic bronchitis or asthma or other disabling disease of the lungs 5. organic disease of the cardio vascular system 6. diabetes mellitus 7. unaided vision less than 6/12 in either eye 8. inability to hear a forced whisper or conversational voice separately in either ear at 20 feet; 9. evidence of labyrinthine disturbance 10. a history of vertigo or an illness which would affect sense of balance 11. history of mental instability Please note that it is recommended that Retained Fire-fighters be vaccinated against the Hepatitis B Virus and in this connection the vaccine will be made available free of charge to successful candidates. Fitness Test Part of the pre-employment medical examination includes completing the fitness test. Candidates successful at interview must successfully complete the fitness test prior to employment being offered. The fitness test at the recruit medical is the Chester Step Test. The Chester Step Test measures aerobic capacity and fitness and entails a moderately vigorous level of physical activity. The level of fitness needed to pass this test requires regular exercise and the test pass level is difficult to achieve if the candidate does not already have a good level of physical fitness prior to the test. Medical examiners advice is that fitness needed for this test does not come overnight; realistically it takes at least a few weeks and often longer to appreciably improve your fitness level. Candidates who fail the initial Chester Step Test will be offered one further fitness test only. This may be a Chester Step Test or a Shuttle Run test, as determined by Cork County Council. No further retests will be offered. 4. Residence/Availability Only applicants from competent persons who reside and work within 2 miles of the fire station of the relevant unit and whose ordinary activity does not take them away from the town, in which a brigade is located, will be considered. On receipt of a fire or other emergency call you should be in attendance at the station within five minutes. Unemployed persons are not precluded from applying, provided that they satisfy the residence and availability requirements. 5. Licence: Each applicant must hold a full current Category “B” European Community Model Driving Licence free from endorsement. 6. Garda Vetting: Candidates successful at Interview will be required to undergo Garda Vetting, which will be directly arranged by Cork County Council. PARTICULARS OF EMPLOYMENT 1. The employment is part-time. Panels may be used to fill permanent and temporary vacancies. 2. New entrant retained fire fighters who commence on or after 1 January 2013 will be members of the Single Public Service Pension Scheme (SPSPS), as established by the Public Service Pensions (Single Scheme and other Provisions) Act 2012. The Single Scheme does not provide for a Retained Fire fighters Gratuity. New Entrants will pay superannuation contributions each quarter, with SPSPS pension lump sum and pension payable on retirement, subject to certain conditions. 3. Retained Fire-fighters must retire (on their birthday) upon reaching the age-limit for the employment. (Currently 55 years of age and up to 62 subject to conditions). 4. A successful candidate will only be offered employment on a probationary basis as a Retained Fire-fighter subject to satisfactory completion of the following courses:- (a) Firefighting Skills Course This course is a full-time, three-week course, which will be held in Ireland and will involve staying away from home on a Monday to Friday basis for the three weeks. (b) Breathing Apparatus Course This course is of a full-time nature, of two weeks duration and is held outside the county. (c) Compartment Fire Behaviour Training Course This course is of one week duration, normally held outside of the County. (d) Occupational First Aid Course This course is of a full-time nature, normally three days duration and is held within the County. (e) Class C HGV driving licence. N.B. The above does not preclude the Council from offering temporary employment but failure to complete either of the above courses satisfactorily will result in termination of employment. 5. Subject to compliance with the Conditions of item 4 (immediate preceding), the employment is subject to a probationary period of one year and will be terminable by the giving of one weeks notice by either side during that period. After the employment has been confirmed, it will be terminable at any stage on the giving of the required notice by either side under the Minimum Notice and Terms of Employment Act, 1973. or without notice in circumstances justifying immediate dismissal. 6. Please note that due to the requirement for firefighters to wear Breathing Apparatus all facial growth below the line of the upper lip must be removed, i.e. beards. etc. 7. Retained Fire-fighters must be prepared to attend other courses which may be held in Ireland or the UK. 8. AVAILABILITY: Based on an annual 52 weeks, excluding 4 weeks annual leave, Retained Firefighters will be required to be available and attend alerts 24 weeks in the year on a week on/week off basis. Across the 24 weeks where a Retained Firefighter is rostered-off they can, if they so wish, attend incidents. In the event of occasional unavoidable absence of one rostered member for part of his /her week, it is the responsibility of the rostered member to arrange cover for the period of his/her absence with an available (off duty) member. This agreement has to be notified and agreed with by the Station Officer of Sub-Station Officer in advance. This is to guarantee that the Station Officer is in a position to ensure that the minimum manning levels for each station are met before any cover arrangement can be approved. Retained Firefighters must normally reside and work in the town where the Brigade is located and in such a proximity to the Fire Station which will allow him/her to respond within the turnout time set by the Chief Fire Officer (current requirement is a target timeframe of five minutes for the first appliance to leave the station). It is necessary that he/she be released from his/her normal employment on the occasions that attendance at incidents demands such release. Changes of residence or workplace must be notified in writing to the Chief Fire Officer. Failure to do so may result in termination of employment as a Firefighter. Any change of residence or place of work that puts the Firefighter at a distance or turnout times more than that permitted by the Chief Fire Officer from the Fire Station or to a location unacceptable to the Chief Fire Officer will result in termination of employment as a Firefighter. The Council may at its discretion, prior to employing any qualified candidate, seek appropriate evidence as to the availability of such person to fulfil the duties of this position. 9. Annual leave - Four weeks annual leave per annum in addition to the annual payment of the retainer. Furthermore, payment for annual leave is confirmed as being 8% of earnings. These earnings will be calculated on the basis of the previous year’s earnings excluding the retainer, clothing allowance and payment for annual leave and public holiday leave in the previous year. The payment for annual leave will be made when employees take annual leave as part of the fortnightly pay cycle. 10. Members of brigades shall be subject to such rules and regulations as may be issued from time to time. It should be particularly noted that Retained Fire-fighters must, in the matter of drills, attendance at fires or in other emergencies, comply strictly with the orders and discretion of the Station Officer, or in his absence, such other Brigade Member as maybe in charge. Any Retained Fire-fighter guilty of infringement of this regulation will be dismissed. Generally, members of all brigades will be under the general control and supervision of the Chief Fire Officer, Senior Assistant Chief Fire Officer, Senior Executive Fire Officer, Assistant Chief Fire Officer, Assistant Fire Officer or other appropriate officer as the case may be. While on duty, Retained Fire-fighters shall use the clothing and personal equipment provided by the Council and same shall be left in the Station immediately after the cessation of duty. Retained Fire-fighters may not use such clothing and equipment save while on duty. Retained Fire-fighters must comply fully with safety policy and directives in force from time to time. 11. Rostering of Retained Fire-fighters will take place at the Council’s discretion. 12. RATE OF PAY: Retainer (Annual Amounts) 01/03/2025 Retained Fire Fighter On recruitment €14,523 2-4 Years €15,515 5-7 Years €16,739 8+ €17,854 Increments are payable subject to satisfactory overall performance, attendance, etc. In addition to the above, guaranteed pay will be provided based on drill attendance (85%), attendance at incidents (payment for minimum 75 hours attendance) and community fire safety pay (a) Payments will be made fortnightly on the certificates of the Council’s Authorised Fire Officer (b) The clothing allowance will be paid at the 31st October. 13. Attendance at Incidents An Annual review will be undertaken in December each year to identify stations with low incident mobilisation. Where such levels fall below 75 hours in a calendar year, an adjustment payment will be made to each firefighter to provide for a minimum annual payment of 75 hours. This payment will be calculated on a pro rata basis for any new entrants in a calendar year. 14. Attendance at Drills Drills take place on-station 3 times a month at regular intervals (36 drills annually) and are of two and a half hours duration. There is an obligation on firefighters to attend 85% of drills annually. The Retaining Fee will not normally be paid to any member who has failed to attend at least 85% of drills during the quarter, the decision on which if appropriate is at the discretion of the Chief Fire Officer. N.B. The Council reserves the right to alter the frequency duration of drills at its discretion. 15. ELIGIBILITY TO WORK IN IRELAND Please note that in order to work in Ireland, a non-EEA National, unless they are exempted, must hold a valid Employment Permit.
