Assistant Engineer

The act introduces new pension and retirement provisions for new entrants to the public service appointed on or after 1st January 2013. Pension age set initially at 66 years; this will rise in step with statutory changes in the SPC age to 67 years in 2021 and 68 years in 2028. The compulsory retirement age of 70 applies. THE ROLE Climate Change is now a major consideration in all policies and actions of Local Authorities who are increasingly being given a critical role in the embedding and enabling of Climate Action across the diverse range of their functions and activities. The National Adaptation Framework was published in 2018 and this together with the Low Carbon and Climate Development (Amendment) Act 2021 provide the context within which Local Authorities are obliged to prepare Climate Action Plans. The Climate Action Regional Offices (CARO) were formed to link and bring together the expertise and capacity in the Local Authorities to achieve this objective while also proving a focus for linkages with Central Government Departments, Regional Assemblies, Public Representatives, and other relevant stakeholders. Retained Fire Fighter

Condition of Employment Character: Each candidate must be of good character. The County Council may make whatever enquiries it considers necessary to satisfy this condition. Age: A Retained Fire-fighter must be not less than 18 and must be under 55 years on the first day of the month in which the latest date for receiving application forms occurs. A birth certificate must be submitted to Laois County Council as proof of age.
 Retirement: On reaching 55 years of age, or sooner if found medically or physically unfit to continue, a part-time Fire-fighter shall be required to retire. However, such Fire-fighter have the option to continue working up to age 60 subject to compulsory annual medical assessment measured against agreed standards.
 PROBATION: From the date of commencement as part-time Fire-fighter there shall be a period of ten months during which he/she shall be on probation. During this period he/she shall be required, when requested by the Chief Fire Officer, to undergo and successfully complete a Recruits Induction Course and a Breathing apparatus Wearers Course. Such period of ten months may be extended at the absolute discretion of the County Council. The part-time Fire-fighter shall cease to be employed at the end of the period of probation unless the County Council is satisfied that he/she has been satisfactory in all respects. You will also be required to undergo Heavy Goods Vehicle driver training (Class C licence) & successfully pass the appropriate driving test.
 Health: Candidates shall be in a state of health such as would indicate reasonable prospect of ability to render regular and efficient service. Eyesight levels should be uncorrected visual acuity of 6/9, 6/12 or better. (Candidates should check with an optician to ascertain if eligible to avoid unnecessary interviews and expense prior to applying for the position). Medical Examination: Before recruitment a candidate must undergo and pass health and fitness tests in accordance with “An Occupational Health System for members of the retained Fire Service as issued by the Local Government Management Services Board July 2005, in order to qualify for the post. (Refer to enclosed Firefighter Selection Tests).

During the period of employment the person appointed must participate in the Occupational Health Systems as laid down in “An Occupation Health system for members of the Retained Fire Service” as issued by the Local Government Management Services Board July 2005. He/she will co-operate with Laois County Council in arrangements to this end.
A Firefighter who, in the opinion of the Medical Advisor conducting the Occupational Health system, is unsuitable for operational duties as a Firefighter will be required to resign.
 Education and sustainibility: A candidate must have attained a suitable level of education to enable him/her to undergo successfully the appropriate training and to perform satisfactorily as a part-time Firefighter. Driving License: On date of appointment the successful candidate must hold a full clean driving licence in respect of Category B Vehicles or equivalent in the EU Model Driving Licence on the latest date for the receipt of completed applications. Candidates are also required prior to appointment to procure and maintain a Class C learner permit. In addition, the successful candidate must have access to a car as he/she may be required to travel to training courses in the course of his/her duties. Drills And Further Traning : A part-time Firefighter shall attend and participate in drills and shall undergo from time to time courses and further training, including Breathing Apparatus Training, minimum of 2 weeks, as required or deemed appropriate by the County Council. The location(s) of the training shall be decided by the County Council. Drills shall be held at such frequency as decided by the County Council in its absolute discretion. Adequate advance notice shall be given to Firefighters.
 Residence: (a) The residence and place of normal work of each part-time Firefighter shall be within a distance from the Fire Station, acceptable to the Fire Authority. (As a rough guide a maximum distance of 1½ miles from the Fire Station). If at any time his/her availability is affected by change of work or any other reasons, he/she will be required to resign.
 • A part-time Firefighter shall be required to report for duty to the fire station in its present location or in the event of change of location, to such new locations that may be decided by the Fire Authority. Changes in the location of a fire station will not result in payment of disturbance money or other compensation. Availibility: Written evidence from the employer as to availability must be provided and the County Council, in its sole discretion, shall decide as to whether the availability as so evidenced is acceptable. Self-employed must also provide written evidence as to availability. Such written evidence must cover a candidate’s availability on recruitment for fire and other calls, drills, training and such other duties which the part-time Firefighter may be required by the County Council to perform. If the County Council deems a part-time Firefighter’s attendance to be unsatisfactory, it may terminate his/her service.
 Recruitment: • Applicants will be required to attend for interview at their own expense. • Candidates will be required to complete a literacy and numeracy test as part of the recruitment process. • The interview board will recommend a panel of suitable applicants and further vacancies may be filled from the panel. • Applicants will be required to undergo Garda Vetting procedure Duties: (a) Each part-time Firefighter shall be required to attend at fires and other emergencies, drills, displays etc, at such times and for such periods as required by the Authority. • Each part-time Firefighter shall operate in accordance with such rostering arrangements as exist, or as may be arranged by the Fire Authority, from time to time, and shall attend with due promptness fire and other calls, emergencies and duties in any part of County Laois and in the area of any other Fire Authority as required by the County Council. Firefighters may be contacted via smart phone and shall participate in any online crew availability systems adopted by the Fire Authority.
 • A part-time Firefighter, as and when required, shall perform such duties as are assigned to him/her from time to time. Failure to respond promptly to fire or other calls shall at the discretion of the County Council, result in termination of service.
 Clothing Etc While on duty, part-time Firefighter shall use the clothing and personal equipment provided by the Council and such clothing and equipment shall be left in the Station immediately after the cessation of duty. Part-time Firefighter may not use such clothing and equipment save while on duty. Grievence and Diciplinary Procedures: The terms of the County Council’s Grievance and Disciplinary procedure shall apply to part-time Fire-fighters. Prepare Business/Service Delivery/Operational Plans and set Key Performance Indicators for effective operations; Identify and agree work programmes, targets and deadlines and ensure their subsequent implementation; Prepare budgets and ensure that works are implemented within allocated budgets and in compliance with all relevant legislation and regulations concerning procurement, planning and other relevant areas; Attend and represent the Council at meetings, including project, council, and other meetings as directed; Manage and supervise engineering and administrative staff up to the position/grade of Executive Engineer or analogous grades and ensure the training and development of such staff; Build and lead effective teams, develop motivation and commitment, and maintain sound employee relations and morale as relevant, in accordance with good employment practice and relevant legislation; Achieve and maintain the productive association between elected representatives and the executive in the delivery of the service; Develop and maintain relationships with external agencies in accordance with policy and ensure the agreements to co-ordinate work programmes are implemented; Ensure compliance with Health and Safety legislation and regulations, and Monaghan County Council’s Corporate Health and Safety systems; Carry out duties in an impartial manner that enhances public trust and confidence in the local authority decision making process; Carry out duties in a politically neutral manner, with a clear understanding of the political reality and context of the local authority; Ensure good governance, whilst acting in the public interest at all times; Ensure an efficient and effective response to all stakeholders: Deputise for the Senior Engineer/Senior Executive Officer as required; Uphold the corporate values of Local Government and the council; Undertake any other duties of a similar level and responsibilities as may be required from time to time. These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Senior Executive Engineer (Zero Emissions) and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Monaghan County Council. ESSENTIAL QUALIFICATIONS FOR THE POST Character Candidates shall be of good character. Health Each candidate shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Training and Experience Each candidate must, on the latest date for receipt of completed application forms for the post:  hold an honours degree (level 8 in the National Framework of Qualifications) in Engineering;  have at least seven years satisfactory relevant experience of engineering work; possess a high standard of technical training and experience; possess a high standard of administrative and management experience; and have satisfactory knowledge of public service organisation. Essential Skills and Experience It is desirable that candidate through their application and at interview stage demonstrate the following:  High level of technical and engineering competence in implementing and project managing all phases of engineering projects; Self-motivated with a record of demonstrating initiative in a workplace environment;  Good judgement and problem-solving skills;  Good understanding of Local Government policy, issues, initiatives, and services Strong planning, operational and project management skills; Good decision-making skills; Have experience of managing and leading multi-disciplinary and cross functional teams;  Have the ability to motivate, empower, encourage, and achieve maximum efficiency and value for money from the personnel and processes under his/ her control;  Have experience of managing and scheduling a multiannual portfolio of projects within budget and on time;  Have experience of maintaining sound employee relations and conflict resolution; Have a track record of delivering results; Be capable of working in close consultation with key stakeholders and in seeking co-operation and consensus with a whole range of bodies and representative groups;  Be experienced in meeting regularly with stakeholders, providing updates, presentations, and reports, taking customer feedback, and ensuring any learning from same is used to enhance the operations of the organisation.  Have excellent interpersonal, communication, negotiating and influencing skills; Have experience of managing finance and budgets and ensuring value for money; Have an ability to achieve delivery of competing demands within prescribed timelines and deadlines; Have excellent report writing and strong ICT skills; Have a focus on the customer and on service improvement including taking ownership and resolving issues they may arise;  Have good knowledge and awareness of statutory obligations of Health and Safety Legislation, the implications for the organisation and the employee, and their application in the workplace. Documentary proof will be required before appointment where you claim credit for particular qualification, experience, etc. TERMS AND CONDITIONS The Competition Monaghan County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel for the position of Senior Executive Engineer (Specific Purpose Contract) (Zero Emissions) from which temporary vacancies during the lifetime of the panel may be filled. The position(s) are wholetime, temporary and pensionable. The post holder shall not engage in any gainful occupation, other than as an employee of a local authority, to such an extent as to impair the performance of his or her duties as an employee of a local authority or in any occupation which might conflict with the interests of the local authority, or which might be inconsistent with the discharge of his/her duties as a local authority employee. Salary:  The salary shall be fully inclusive and shall be as determined from time to time. Starting pay for new entrants will be at the minimum of the scale. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. An allowance may also be payable in respect of travel expenses and subsistence. The salary scale for the post is: - €78,307, €80,708, €81,857, €84,274, €86,711, €89,142, €91,589, 1st LSI €94,664, €97,731 Entry point to this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government, and Heritage. Appointees who are not existing public servants will enter at the minimum point of the scale. Probation: Where a person who is not already a permanent employee of a local authority is appointed, the following provisions shall apply: - there shall be a period after such appointment takes effect, during which such person shall hold such position on probation; such period shall be twelve months, but the Chief Executive may, at his discretion, extend such period; such person shall cease to hold such office at the end of the period of probation, unless during such period, the Chief Executive has certified that the service of such person is satisfactory. Hours of Duty: The successful candidate’s normal hours of work will be 35 hours per week. Flexible working arrangements apply. The Council reserves the right to alter the hours of work from time to time. The role requires flexibility in terms of working hours as the duties may involve working outside of normal office hours. Annual Leave The annual leave entitlement will be 30 days per annum. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Superannuation: Membership of the Local Government Superannuation Scheme or the Single Public Service Pension Scheme is compulsory for all employees. Details will be provided to the appointee prior to appointment.  Superannuation contributions Persons who become pensionable officers of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).  Persons who become pensionable officers of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5% of their pensionable remuneration.  Widows & Orphans/Spouses & Childre’s scheme All persons who become pensionable officers of a Local Authority will be required in respect of the Spouses and Children’s Contributory Pension Scheme to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. New entrants from 1st January 2013 – Single Public Services Pension Scheme For new entrants under the Single Public Service Pension Scheme, effective from 1st January 2013, superannuation contributions are as follows: 3.5% of net pensionable remuneration and 3% of pensionable remuneration. Pension and retirement lump sum will be based on career-average pensionable remuneration; pensions will be co-ordinated with the State Pension Contributory.  Retirement: There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 70 years or as determined in accordance with Department Circulars and in line with Government Policy.  The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other provisions) Act 2012 is 70 years.  Garda Vetting/Child Protection The successful candidate(s) may be subject to the Garda Vetting Procedures and will be required to complete Appendix V of the County Council’s Child Protection Policy. Residence The successful candidate(s) shall reside in the district in which his or her duties are to be performed, or within a reasonable distance thereof. Training Successful candidates will be required to attend and participate in training programmes as may be decided by the local authority from time to time and to apply their learning in the course of their working activities. The successful candidate for this post shall undertake specific training in the area of catchment science and management and farm inspection skills. Driver’s Licence The holder of the post shall hold a current full clean driving licence in respect of category B vehicles or equivalent in the EU Model Driving License. The successful candidate will be required to provide their own transport in the course of their duties and maintain the vehicle to the satisfaction of the local authority. Monaghan County Council, as employer, must be indemnified on the insurance policy.  Offer of appointment Monaghan County Council shall require any person to whom an appointment is offered to take up such appointment within a period of not more than one month from the date on which the offer is made. If he/she fails to take up the appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint him/her.
