Management Accountant
Job Purpose: The Management Accountant supports the effective financial management and governance of South West College by delivering high-quality financial accounting services, ensuring accurate reporting, and maintaining strong financial controls. Reporting to the Deputy Head of Finance, the post holder prepares statutory and management accounts, supports audits and regulatory compliance, coordinates financial returns, and works collaboratively across finance operational teams to uphold financial integrity, meet sector requirements, and contribute to continuous improvement in financial processes. Location: To be confirmed, however due to the nature of work within the College, it is anticipated that travel to all campus sites may be required. Main Duties and Responsibilities: Maintain and operate financial systems and records, ensuring compliance with statutory, regulatory and internal financial control requirements. Prepare and review balance sheet reconciliations, control accounts and journal entries, ensuring accuracy and timely resolution of variances. Supervise and review the preparation of bank reconciliations, supporting month-end and year-end routines. Contribute to financial submissions including Annual Statutory Financial Statements, monthly Non-Departmental Public Body returns, Department for the Economy Annual Financial Accounts and other sectoral returns. Assist in the review, development and embedding of financial policies, procedures and internal controls to ensure compliance with DfE and public-sector guidance. Contribute towards system improvements that automate and enhance existing Finance processes including supporting the rollout of new Finance system solutions. Prepare timely and accurate monthly management accounts, investigating variances and providing clear explanations to budget holders and senior management. Assist in preparing annual budgets, financial forecasts and budget re-modelling, supported by relevant analysis. Support the preparation of annual financial statements, including preparation of audit working papers for external audit. Prepare financial reports, forecasts, KPIs, ratio analysis, costing exercises and other analytical outputs to support effective decision-making. Assist in preparation of Department for Economy monitoring returns and other sectoral financial submissions. Provide costing analysis to support decision-making, budgeting, and project evaluation as required. Liaise with Estates and IT on safeguarding and annual physical verification of fixed assets. Assist with the preparation of capital funding claims and maintenance of the capital grants database. Support the review and quality assurance of economic appraisals and assist with capital funding bids to DfE. Assist with monitoring capital budgets, expenditure forecasts and the financial aspects of PFI arrangements. Liaise with internal and external auditors, preparing schedules, working papers, evidence and responses to audit enquiries. Support internal audit reviews, contributing to information provision and management responses. Assist with the completion and monitoring of audit actions and recommendations, including those from DfE and other external bodies. Provide financial advice and guidance to budget holders to support effective budget management and compliance. Provide technical accounting and financial guidance to management on regulatory requirements, sectoral standards and best practice. Represent the Deputy Head of Finance at sectoral and internal finance meetings (e.g., NIFON, DfE workshops, Governing Body committees, Sectoral Heads of Finance) as required. Communicate sectoral financial updates and guidance to relevant colleagues to support consistent application of requirements. To assist Head of Finance and Deputy Head of Finance with reporting responsibilities to Finance and General Purposes Committee and Audit and Risk Committee. Membership of one of the following professional bodies: o Chartered Accountants Ireland; o The Institute of Chartered Accountants of Scotland; o The Institute of Chartered Accountants in England and Wales; o The Chartered Institute of Management Accountant; o The Association of Chartered Certified Accountants; or o The Chartered Institute of Public Finance and Accountancy. GCSE English Language and Maths at Grade A–C or equivalent. Relevant Experience & Skills: A minimum of two years’ experience (within last five years) in a financial accounting role covering the following areas: • Preparation of annual financial statements including preparation of lead schedules and audit files; • Reconciliation of nominal ledger accounts; • Maintenance of a fixed asset register; • Preparation of VAT returns for organisation subject to multiple VAT rates; • Preparation of cash flow forecasts and monitoring of cash to ensure sufficient funds are available when required to meet organisations commitments. A minimum of two years’ experience (within the last five years) of using integrated finance systems. Experience of liaising with auditors. Experience using Microsoft products. Sound knowledge of HMRC regulations including VAT partial exemption. General: Have access to a form of transport that enables you to carry out the duties of the post. Terms and Conditions: Salary: Band 7 points 32 – 35 (£42,839 – £46,142 per annum). Commencing on £42,839 per annum.
