Adult Literacy Organiser

Job Purpose: Under the responsibility of the FET Director and reporting directly to the Adult Education Officer (AEO), the Adult Literacy Organiser (ALO) will have responsibility leading and managing specific Adult Education (part-time) programmes and services within designated area of MSLETB. S/he will be responsible for developing, communicating and implementing actions in order to achieve MSLETB’s FET Strategic targets under the National FET Strategy (2026-2030). Key Duties / Areas of Responsibility of ALO Leader of Teaching and Learning • Develop and maintain an ethos appropriate to adult learning. • Promote effective teaching, learning and assessment strategies across the service. • Recruit, assess and place learners to appropriate learning groups or one to one situations. • Organise and/or support the delivery of initial and ongoing training and development for staff including volunteers. Leader of People and Teams • Plan, develop and manage the provision of basic adult education in consultation with the AEO/Director of FET. • Support, motivate and manage tutors and learners. • Performance manage staff, set clear expectations, provide regular feedback and monitor and control activity. • Assist the AEO in the promotion of on-going staff development and in the identification of the staffing needs of the service. Communications • Promote basic adult education through networking, awareness raising and publicity. • Liaise with relevant voluntary, statutory and community bodies. • Maintain effective relationships with internal and external stakeholders. • Have the capacity to communicate clear messages to a wide variety of audiences both orally and in writing. Other Requirements Specific to the Post Due to the large geographical area covered by MSLETB the successful candidate will require to hold a full driving licence and have access to transport as the posts may involve travel. The Office The office is a permanent whole-time contract of employment. The normal working week is a 35 hours five-day week basis excluding breaks. The holder of the office shall not engage in any gainful occupation, other than as an officer of MSLETB, to such an extent as to impair the performance of his or her duties as an officer of MSLETB or in any occupation which might conflict with the interests of MSLETB or which might be inconsistent with discharge of his or her duties as an MSLETB Officer. Probation The successful candidate shall serve a probationary period in accordance with the terms set out in MSLETB’s Probationary Policy. Salary The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to MSLETB any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The current salary scale for Adult Literacy Organiser is as follows: €48,911 - €76,237 per year IMPORTANT NOTICE RE: SALARY: As per DE guidelines, new appointees who are entering this grade for the first time will start at the minimum point of the scale. Incremental credit may only apply, if, immediately prior to appointment, the appointee is already a serving Civil or Public Servant. Rate of remuneration may be adjusted from time to time in line with Government pay policy. Starting salary is not subject to negotiation. Annual Leave The annual leave allowance for the position of Instructor is 35 days pro rata. This allowance is subject to the usual conditions regarding the granting of annual leave in MSLETB, is based on a five-day week and is exclusive of the usual public holidays. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro-rata basis, in accordance with the provisions of relevant legislation and Department circulars. Location / Base The initial location of this position is the MSLETB Offices, St. George’s Terrace, Carrick-on-Shannon, Co. Leitrim. Mayo, Sligo and Leitrim Education and Training Board reserves the right to assign you to any location or base that is under the control of Mayo, Sligo and Leitrim Education and Training Board, as the need arises. Any change in location or base by Mayo, Sligo and Leitrim Education and Training Board will not be deemed as redeployment as provided for under the Public Service Agreements. (b) To supervise, control and manage a team of manual staff and skilled technicians/mechanics attached to the Machinery Yard, providing guidance, support, and organising training as needed. (c) To allocate work assignments to technicians/mechanics and ensure that work is performed in accordance with established procedures and quality standards. (d) To monitor and review the progress of work orders, ensuring that deadlines are met, and any issues or delays are promptly addressed. (e) To conduct regular inspections of work in progress and completed repairs to ensure quality, accuracy, and adherence to specifications. (f) To coordinate and schedule maintenance and repair projects, ensuring that resources, equipment, and materials are available and utilized efficiently. (g) To inform, direct and procure the manufacture of such new plant, equipment and spare parts, and such adaptations of existing plant and equipment as may be required and the reconditioning of plant and spare parts. (h) The general maintenance of all buildings, stores and grounds attached to the Machinery Yard. (i) Checking and initial certification of employee time sheets and accounts for plant hire or work done and recommendation for final approval and certification by the Fleet Yard Manager. (j) The requisitioning of materials and spares. (k) The control of such stores attached to the Machinery Yard. (l) Any duties in connection with hired plant (externally to the Machinery Yard) as may be assigned. (m) The keeping of such records of plant performance and plant repair as may be required. (n) Assist the Fleet Yard Manager, as required, in arranging vehicle maintenance, taxing, insuring and testing. (o) Assist the Fleet Yard Manager, as required, in the management and monitoring of the Fuel Management system. (p) Shall be available to accept emergency calls outside normal working hours in which the Machinery Yard may be involved and to take appropriate action in relation to the breakdown of the service. (q) Ensuring that all requirements regarding health and safety standards are complied with to ensure that employees adhere to safe systems of work and that operatives are not allowed take unnecessary risks. (r) Deliver Toolbox Talks to all employees within the Machinery Yard. (s) Using as directed, and upon receipt of appropriate training, Information Technology equipment including handheld technologies for the management of Fleet, Safety Inspections and any other necessary relevant uses. (t) Assist the Fleet Yard Manager, as required, in the investigation and reporting of road traffic accidents involving Westmeath County Council vehicles and plant whether owned or hired and the making of reports for insurance claims. (u) To report immediately the circumstances of any inefficiency or unsatisfactory work, service or accidents in his/her charge and to carry out the direction consequent on such reports. (v) Compliance with Westmeath County Council procurement policies and procedures. (w) To keep the Fleet Yard Manager or his/her appointed representative advised on all matters that may be of importance in the interest of the County Council, and to liaise with other sections of the Council on works and emergencies. (x) To make recommendations on matters likely to improve any aspect of the operation of the Machinery Yard. (y) Carrying out such other duties of a similar level and responsibility as may be required, or assigned from time to time. (z) Deputise for the Fleet Yard Manager when required. The post holder may be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such duties as designated from time to time. Qualifications for the Post Character Candidates shall be of good character. Particulars of Office (including retirement) The Post A panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Chief Executive. As a new entrant to the public service, under the terms of this legislation, new entrants will not be required to retire on grounds of age. Employee Benefits • Salary: €49,260–€58,368 per annum • Leave: 30 days annually • Hours: 35 per week • Superannuation scheme in place • Paid Maternity and Paternity Leave • A range of Family Friendly Policies • A range of Learning and Developmental Opportunities Key Responsibilities • Sampling of drinking waters, surface waters and wastewaters for chemical and microbiological analysis. • Processing water samples for chemical and microbiological analysis. • Microbiological analysis of drinking water for E. coli, coliform bacteria, colony count, Enterococci & Clostridium perfingens using culture-based methods. • Chemical analysis of water samples using electrochemical, photometric, and gravimetric analytical methods. • Understanding and adhering to the requirements of ISO 17025:2017. • Implementing analytical quality control protocols. • Participating in proficiency testing schemes. • Ensuring all equipment in the Laboratory is maintained and in good working order by performing performance checks. • Partake in subcontracting samples for analysis. • Notifying parametric failures to Laboratory Rural Water Management. • Assist with incident response on foot of parametric failures. • Assist with private water scheme auditing either on a scheduled basis or on foot of a water quality incident. • Assist with the implementation of Environmental Protection Agency (EPA) risk assessment and risk management of private water supplies at source templates. • Assist with preparation of inspection reports for review by Executive Engineer. • Assist with operational monitoring programme and risk-based monitoring approach for regulated private water supplies. • Conforming with H&S protocols in the laboratory and offsite sampling/inspections. • Perform any other duties that may be assigned in supporting the Laboratory Rural Management Team in both regulatory and quality assurance obligations. Desirables • Experience working in an ISO 17025:2017 accredited laboratory. • Good understanding and applied knowledge of microbiological and chemical analytical techniques. • Experience in sampling and familiar with different sampling techniques. • Good knowledge of ISO17025 standard, environmental legislation, and EPA guidance. • A deep knowledge of drinking water quality issues. • Experience in problem solving and investigative techniques for incidents. • Experience in the use of Laboratory information systems and mapping systems (qGIS). • A current, full, clean, category B driving licence and have access to own car. • Flexibility in terms of working hours as the duties can involve working outside of normal office hours as required. Minimum Qualifications • Have passed the N.C.E.A. / H.E.T.A.C. National Certificate Final Examination in Science in Applied Biology, or Science in Applied Chemistry. • Have at least three years satisfactory relevant experience after attaining the qualification concerned. • Have satisfactory relevant experience in a technician post at Grade II level, or in an analogous post under a local authority or health board in the State. • Have at least three years satisfactory relevant experience in a technician post at Grade II level or in an analogous post. • Have satisfactory service in a technician post at Grade I or higher level in an analogous post under a local authority or health board in the State. • Possess adequate training or experience relating to the control and supervision of staff. The Person – Qualifications Character Candidates shall be of good character. Health Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Education, Experience, etc. Candidates shall on the latest date for receipt of applications: i. have passed the N.C.E.A. / H.E.T.A.C. National Certificate Final Examination in Science in Applied Biology, or Science in Applied Chemistry or Hold an equivalent qualification and ii. have at least three years satisfactory relevant experience after attaining the qualification concerned or (a) have satisfactory relevant experience in a technician post at Grade II level, or in an analogous post under a local authority or health board in the State, and have at least three years satisfactory relevant experience in a technician post at Grade II level or in an analogous post, or (b) have satisfactory service in a technician post at Grade I or higher level in an analogous post under a local authority or health board in the State, and (c) possess adequate training or experience relating to the control and supervision of staff. Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications. Overseas qualifications must also be accompanied by a translation document. Terms and Conditions The Post Subject to the availability of suitably qualified candidates a panel will be formed for an initial period of one year and this may be extended for a further year at the discretion of the Director General. The panel may be used by Limerick City and County Council to fill permanent and temporary positions that may arise for its duration. Vacancies will be offered in order of merit as per the panel. Annual Leave The successful candidate will have 30 days annual leave. Salary Salary scale: €49,260 - €58,368 per annum. Payment of increments is dependent on satisfactory performance. Entry point of this scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government & Heritage. In accordance with Departmental Circular letter EL 02/2011, a person who is not a serving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point (currently €49,260).
