Purpose of the Role Health Play Specialists (HPS) work as integral members of the paediatric medical team with responsibility for the social and emotional welfare of the child. Health Play Specialists have the remit to promote play throughout the hospital and to encourage and guide nursing staff, volunteers, and parents to participate in play. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan. f) To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures. g) To provide, as appropriate, consultation in the Consultant’s area of designated expertise in respect of patients of other Consultants at their request. h) To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training. i) To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant’s care. j) To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process. k) To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures. l) To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery. 1. Core Clinical Care: a. Clinical management and direction of Paediatric patients, in conjunction with other Paediatrician Consultants colleagues. The precise division of responsibilities between the Consultants in the Paediatric Department will be agreed between the Consultant, the Clinical Director and the GM or their appropriate delegate. These responsibilities will be reviewed on an annual basis. b. Responsibility for the assessment and care of all Paediatric patients attending the hospital. This may be delivered personally or by supervision of other clinical staff. c. Responsibility for the care of patients admitted under the care of the Paediatric Consultants. Cover of patient care on a pre-agreed or on-call basis. d. To undertake essential supporting duties for clinical care including, inter alia , risk management, critical incident investigation and oversight of rosters. e. There is an on-call commitment shared with the other consultants in the department. There will be 2-3 out-patient clinics weekly. f. To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services. g. Undertake Child Protection duties associated with the role of Consultant in Paediatrics and services provided at the hospital. The Paediatric Consultant will play a lead role in ensuring systems are in place for the care of other at-risk or vulnerable patient groups. h. Ongoing participation in Major Incident Planning for the Paediatric Department and the hospital. i. Participate in Major Incident and structured Pre-hospital responses outside the hospital as appropriate to one’s professional competency and skills in this area, if requested to do so on behalf of the hospital and within the governance of the HSE. 2. Staff Supervision and Training: a. The selection, supervision and training of Non-Consultant Hospital Doctors (NCHDs) and the allocation of duties to them. b. Contribute to the provision of structured training and situational learning opportunities for NCHDs on recognised training programmes and support the clinical and professional development of medical staff in the Paediatric Department. c. Provide training and clinical support, if requested, to non-medical clinical staff in the Paediatric Department. d. The supervision of students in medical, nursing and allied health professions assigned to the Paediatric Department. 3. Academic Duties: a. Active participation in the Paediatric Department and hospital educational activities and the development of training and education in the Paediatric Department in the hospital. b. Involvement in research activities in the department, as appropriate to a Consultant in Paediatric post in the hospital. c. A willingness to develop special interest aspects of Paediatrics as appropriate to one’s competencies, and the hospital. 4. Clinical Governance: a. To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan shall be reviewed periodically at the request of the Consultant or Clinical Director / Employer. The Consultant may initially seek internal review of the determinations of the Clinical Director regarding the Service Plan. b. To participate in the Clinical Directorate structure. The Consultant shall receive training and support to enable him/her to participate fully in such structures. c. To meet on a specified basis and as required with the Clinical Director to confirm, review and develop an agreed job plan for the post, that addresses the needs of the service and conforms to the terms and conditions of the Consultant Contract. d. Contribute to clinical governance and clinical operations improvement activities in the Paediatric Department. e. Participate in the collection, analysis and the reporting of data necessary for quality assurance activities in the Department and for other hospitals. f. Engage in clinical audit activity and provide leadership in multidisciplinary clinical audit in the Paediatric Department. g. Promote effective team working within the Paediatric Department. h. Ensuring optimal communication with all medical, management and support services in the hospital, with General Practitioners, Community Care Services and with external agencies relevant to emergency care. i. Attendance at management and service development meetings at departmental, hospital, ECN, regional or national meeting of strategic importance to the department or hospital. This may include participation in other professional and administrative groups as appropriate to the role of Consultant in Paediatrics. j. Participation in the selection of medical staff and as appropriate other staff involved in service provision the Paediatric Department. k. Actively engage in Continuing Professional Development and comply with Professional Competence Assurance requirements.
