Each Regional Department of Public Health is led by a Regional Director of Public Health, assisted by Consultants in Public Health Medicine and a multidisciplinary team, and delivers services across the four domains of public health: health protection, health service improvement, health improvement, and health intelligence. The Department of Public Health, HSE Dublin and Midlands apply infectious disease epidemiology and knowledge of the demographic and socio-economic profiles of the populations they service to provide statutory public health functions including expertise, advice and support to internal (National, Hospital, pre-hospital and Community Services) and external partners (e.g., Environmental Protection Agency, Irish Water, Port Authorities Local Authorities etc.). The Department also provide advice to the general public and a range of local partners, organisations and services within the Dublin and Midlands Regional Health Areas. The Public Health Service function is embarking on a programme for strategic structural reform to implement a new operating model for Public Health service delivery. The reform programme outlined for Public Health Service and/or the wider Health Service may impact on this role, and as structures change the job specification may be reviewed. The primary purpose of this role is to provide comprehensive managerial oversight in the delivery of immunisation services in conjunction with the Regional Director of Public Health, HSE Dublin and Midlands. Regional reform now aligns immunisation service delivery under the governance of the Department of Public Health. With future national guidance on regional immunisation service structure imminent, the roles and responsibilities associated with this post will adjust in keeping with the seniority and importance of this post in the region. This post holder will have a key working relationship with the Regional Director of Public Health who chairs the Regional Immunisation Committee. Specifically, there will be an immediate responsibility as Co-ordinator of PCI in the four Midlands’ counties (Laois, Longford, Offaly, Westmeath). This involves ensuring effective engagement with General Practices in the Midlands to support the effective uptake of PCI for children in keeping with national KPIs. Earth Observation Specialist
Overview of the Department Agriculture is Ireland’s oldest and largest industry and in recent years has been transformed into a driver of our national economy and a world leader in the production of high-quality foods using sustainable and environmentally sensitive farming methods. The Department of Agriculture, Food and the Marine (DAFM) is at the forefront of these exciting developments as it implements its mission to ‘to lead, enable and regulate the sector in a way that optimises its contribution to social, economic, and environmental sustainability, ensuring food safety, public health and animal health and welfare’. The agri-food sector encompasses all primary agriculture, forestry and the food processing industry, including seafood. Our marine remit relates to fisheries, aquaculture, fishery harbours, marine research, engineering and leisure. Vacancies The Department seeks to employ an Earth Observation Specialist . The post will be located at the Department’s office in Portlaoise, Co. Laois. Job Specification The Role: The Earth Observation Specialist will be a member of the Area Monitoring System team, reporting to an Assistant Principal Officer and supporting the work of the Department. The primary purpose of this role is to support the Department in the implementation of the Common Agricultural Policy Regulations. Successful candidates will need to have understanding and experience of processing Earth Observation data to provide added value outputs. Principal Duties and Responsibilities of the Role: · Contribute to Earth Observation and Area Monitoring projects through all stages, from concept phase, through requirements gathering and development, quality assurance, release, post release support and maintenance. · Identify projects to develop an understanding of satellite data signals and develop proposals for Earth Observation processes including acquiring data, analysis, assessment, and final output. · Participating actively in any structured discussions, forums etc., including with the Department’s IT Group where cross-functional Earth Observation issues are processed. · Provide spatial data management and big data processing expertise and support. · Support the Department in identifying and developing opportunities offered by the Copernicus programme. · Collecting, classifying, pre-processing earth observation data (e.g. Sentinel imagery, aerial imagery etc.) and automating earth observation processes to allow for repeat analysis. · Implementing object oriented, and pixel based remote sensing techniques and to develop change analysis methodologies to identify change between periods. · Support the integration of spatial analysis and ground truthed data. · Create and maintain technical documentation for all business processes, data preparation and processes, and earth observation methodologies. · Provide training and familiarisation to business and technical users on Earth Observation and Area Monitoring as required. · Managing resources. · Representing the DAFM at National and International scientific and other fora. This aim will be achieved through assessment, planning, delivery and evaluation of specialised interventions and by adhering to the five core concepts of the CNS role, set out in the framework for the establishment of Clinical Nurse Specialist Posts, 4thedition, National Council for the Professional Development of Nursing and Midwifery (NCNM) 2008. Working closely with the Social Care Leader, multi disciplinary team and families, the key task is to provide positive behaviour and person centred supports to ensure a good quality of life for these three young people.
