What is a Naval Service Recruit A Naval Service Recruit enlists for General Service in the Other Ranks of the Defence Forces. After successfully completing the initial Recruit Training course a recruit passes out as an Ordinary Seaman and will then go onto their Branch Training Course before becoming qualified as an Able Body sailor in the Naval Service. Who we want Naval Service Recruits go on to form the backbone of the Irish Naval Service. Recruit training is 22 weeks in duration and is designed to develop a physically fit, disciplined and motivated person using basic military and naval skills in order to prepare them for further training in the Service. Recruits are instilled with the Naval Service ethos and the values of Courage, Respect, Integrity and Loyalty. On successful completion of the Recruit training, the Recruit is advanced to the training rank of Ordinary Rating (equivalent of 2 Star Private in the Army). The Naval Service has four Branches consisting of Seaman's, Communications, Mechanicians and Supplies. The Ordinary Rate commences their chosen Branch training giving them the specialised skills required to fulfil their role at sea and ashore. After this initial specialisation training, the Ordinary Rate will proceed to sea and take up an appointment onboard one of our ships for a two year rotation. Life at sea is at all times varied. The Ordinary Rate regardless of Branch is a much valued member of the ships crew. As well as Branch duties, he/she will be called on to complete other duties such as general maintenance, boat work, Damage Control/Firefighting. He/she may also be a member of a Naval Boarding team during Drug Interdiction Operations. If you are interested in a life at sea, as part of a dynamic, professional and highly motivated team, then the Naval Service is for you. Qualifications No formal education qualifications are required to join the Defence Forces as a recruit. You need to satisfy the Interview Board and the Recruiting Officer that you possess a sufficient standard of education for service in the Defence Forces. Age Limitations Applicants must be 18 years of age and under 39 years of age on the date deemed as the closing date for applications. Induction Recruit Competitions are held in the Naval Service as required. This is the only way to join the Naval Service to become an Ordinary Seaman. Candidates undergo fitness testing, an interview and a medical exam. The Induction Process will determine if you have the potential to become an Ordinary Seaman in the Naval Service. SECTION 1: THE ROLE Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which permanent and seasonal vacancies for General Operative may be filled. Positions may arise in any area of the Council’s function areas which include Roads, Housing and Environment. The duties will be of a general, manual, or related nature and as may be determined by the local authority. The person/s appointed will work under the direction and control of the Senior Executive Engineer, District Supervisor or General Services Supervisor or other officer designated by the Director of Services or the Chief Executive. SECTION 2: DUTIES The duties may include but are not limited to the following and the post holder may be required to perform other duties as appropriate to the post which may be assigned to him/her from time to time. Roads: • Carrying out road maintenance work, for example, road repairs and general road maintenance/etc.; • Assisting road construction works, for example, pipe laying/minor block and mortar work/road strengthening/road construction, surface dressing, etc.; • Assisting in setting out of roadworks; • Carry out works in parks, recreational areas and other areas including maintenance, improvements and construction works; Other Duties: • Setting up and maintaining traffic management including traffic control; • Grass cutting, strimming and general landscaping works; • Street cleansing, litter management, signage maintenance • Drainage, road sewers, clean gullies; • Operating tools, small plant & equipment/machinery; • Ensuring that the Council’s safety management systems are complied with; • Be responsible for the maintenance of good work practices and working relationships; • Maintain and communicate information for the effective delivery of service; • Ensure compliance with organisational policies, procedures and legislation; • Support and participate in the establishment and maintenance of improved standards and quality initiatives; • Participate and co-operate with all training initiatives as required; • Manage and maintain resources effectively and efficiently; • Contribute to the development of effective teams; • Demonstrate flexibility and mobility consistent with the needs of the service; • Being available as part of the call out systems of the Council; • Adhere to Health & Safety policies and procedures. • The carrying out of the above duties (or similar) for other functional areas of the Council as and when these are assigned; • Any other duties as may be assigned from time to time. SECTION 3: ELIGIBILITY CRITERIA / QUALIFICATIONS 1. Character Each candidate must be of good character. 2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 3. Education, Training, Experience etc. Each candidate must, on the latest date for receipt of completed application forms - (a) Have a standard of education such as will enable the applicant to satisfactorily perform the duties of the position. (b) Hold a full current Driving Licence in respect of Category “B” Vehicles or equivalent in the E.U. Model Driving Licence, free from endorsement. (c) Hold a Safe Pass Card (It is a condition precedent of any offer of employment to hold a valid safe pass prior to appointment). 4. Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant within the meaning of the Public Services Superannuation Act, 2004. A candidate who is not classified as a new entrant must be under 70 years of age. 5. Transport When required to do so, holders of the office shall hold a full driving licence for Class B Vehicles and shall drive a motor car in the course of their duties and for this purpose provide and maintain a car to the satisfaction of the local authority. SECTION 4: TENURE The position could be permanent or seasonal and are fulltime. The post is pensionable. Panels may be formed to fill permanent and seasonal vacancies for General Operative which may arise during the lifetime of the panels. SECTION 5: SALARY The Salary scale for the post is: €677.48 - €757.71 basic per week. (1st March 2025 rates) SECTION 6: LOCATION OF POST Cork County Council reserves the right to assign you to any department, premises or district in use by the Council, now or in the future (Please see map attached pg. 7). Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. SECTION 7: WORKING HOURS The working hours at present provide for a five day, thirty-nine hour working week. Monday – Thursday: 8.30 a.m. to 5.00 p.m. Friday: 8.30 a.m. to 4.00 p.m. Staff may be required to work overtime outside of normal working hours as required by the Supervisor. These arrangements may be varied and you will be notified of any variation as required. SECTION 8: ANNUAL LEAVE The current annual leave entitlement is 25 days per annum inclusive of Good Friday on apro-rata basis for period worked. Cork County Council’s leave year runs from 1st January to 31st December. Granting of annual leave, payment for annual leave and arrangements for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997(as amended). SECTION 9: ELIGIBILITY TO WORK IN IRELAND Please note that in order to work in Ireland, a non-EEA National, unless they are exempted, must hold a valid Employment Permit.
