Education Administrator Executive Officer
The Position Background The Heritage in Schools Programme is a primary school heritage education initiative which facilitates visits to primary schools by a range of experts on Ireland’s natural, cultural, and built heritage and is the Heritage Council main activity for primary schools. Visits are part funded by the school, and the remainder of the fee and travel expenses are funded by the Heritage Council. In 2000, when the Programme was launched a panel of 49 Specialists was recruited and 187 school visits were undertaken. Uptake has grown steadily, year on year, since then, with a panel of 134 active members delivering 3,071 visits in 2025. Since Heritage Council records began in 2012, more than 28,000 specialist visits in total have been made to over 3,200 schools nationwide, engaging an estimated 1.7 million schoolchildren. Building on the success of the primary programme, The Heritage Council Strategic Plan 2023 to 2028 Our Place in Time, is committed to the establishment of a similar post primary programme. A pilot post primary programme in Transition Year, Junior Cycle and Leaving Certificate classes was trialled in the academic year 2024 to 2025 and the first term of 2025 to 2026. A proof of concept was established, and Council has approved its commencement to a national roll out in September 2026. Alongside the delivery of the Heritage in Schools Programme, the Heritage Council has also committed in its Strategic Plan to develop heritage in education policy more broadly, to produce a Heritage in Education Charter with the aim of mainstreaming heritage in education, and to increase access to skills and training provision across the heritage sector. The Role Working closely with colleagues in the Research, Learning, and Cultural Heritage department, the Education Administrator EO will play a key role in supporting the effective administration, governance, and delivery of the long established Heritage in Schools programme at primary level and its introduction at post primary level. The Education Administrator will report directly to the Heritage in Schools Programme Manager to support the Heritage in Schools programme primary and post primary, and any other duties as may arise in the Heritage Council wider work in education, skills and training. The Role To give you some insight into what you might be doing, here is a brief outline of what you can expect. As a Graduate working in Property Advisory Services you can expect to undertake the following: PRINCIPAL CONDITIONS OF SERVICE Location Trim HQ, Co. Meath or 1GQ, Dublin. Outside Employment The position is whole time and the appointee may not at any time engage in, or be connected with, any outside business or activity which would in any way conflict with the interests of the OPW, or be inconsistent with their official positions, or tend to impair their ability to carry out their duties. For this reason, an appointee who intends to be engaged in or connected with any outside business or employment should inform the OPW HR Management Section at graduate@opw.ie of such an intention. Ill Health Retirement For an individual who has retired from a Civil or Public service body on the grounds of ill health, his or her pension from that employment may be subject to review in accordance with the rules of ill health retirement within the pension scheme of that employment. Health Before being accepted as suitable for appointment, the appointee must satisfy certain criteria including suitability in respect of health. The onus is on the appointee to declare their suitability for the requirements of the position, to the best of their knowledge and belief, regarding their health status. The appointee will be asked to complete a health self declaration statement and complete an online health questionnaire. Sick Leave Pay during properly certified sick absence, provided there is no evidence of permanent disability for service, will apply on a pro rata basis, in accordance with the provisions of the sick leave circulars for the public service. Officers who will be paying Class A rate of PRSI will be required to sign a mandate authorising the Department of Social Protection to pay any benefits due under the Social Welfare Acts directly to the Department of Education. Payment during illness will be subject to the officer making the necessary claims for social insurance benefit to the Department of Social Protection within the required time limits. Security Clearance Garda vetting will be sought in respect of individuals who come under consideration for appointment. Candidates will be required to complete and return Garda Vetting forms, which will be forwarded to An Garda Síochána for security checks to be undertaken. It may also be necessary for candidates to obtain vetting certificates from the police force of any country in which the candidates resided. Persons selected for appointment under this competition may receive offers of appointment, the commencement and continuation of which would be subject to satisfactory Garda vetting of the proposed appointees. Salary Entry will be at the minimum of the salary scale and the rate of remuneration will not be subject to negotiation. The rate of pay on commencement of this position is €39,974.00 (Point 1 of the Valuer Grade III Pay scale PPC) and may be adjusted from time to time in accordance with Government pay policy. The PPC pay rate applies when the individual is required to pay a Personal Pension Contribution (otherwise known as a main scheme contribution) in accordance with the rules of their main or personal superannuation scheme. Payment will be made by Electronic Fund Transfer (EFT) into a bank account of an officer’s choice. Payment cannot be made until a bank account number and bank sort code has been supplied to the Office of Public Works. Statutory deductions from salary will be made as appropriate. Annual Leave The annual leave allowance will be 25 working days a year. This allowance, which is subject to the usual conditions regarding the granting of annual leave, is on the basis of a five day week and is exclusive of the usual public holidays. Hours of Attendance Hours of attendance will be fixed from time to time but will amount, on average, to not less than 41 hours 15 minutes gross or 35 hours net per week. Your hours of attendance will be from 9.12 am to 5.30 pm Monday to Thursday and 9.12 am to 5.15 pm on Friday. Where extra attendance is necessary, payment or time off in lieu may be allowed in accordance with the Civil Service regulations. Tenure Graduate placements are temporary fixed term appointments for a period of two years. Continuation in employment in the Property Advisory Services Graduate Development Programme position, once appointed, is subject to satisfactorily meeting the requirements of the role and performing the duties as directed by the Office of Public Works. Probation The probationary period will be for one year from the date of appointment as defined in the probationary Contract of Employment which will be issued to you, should you be successful in this competition.
