BROTHERS OF CHARITY SERVICES IRELAND – WEST REGION POST OF TEMPORARY FULL-TIME RESIDENTIAL TEAM MANAGER ORCHARD SERVICES, GORT CO. GALWAY JOB REF: 91805 Orchard Services provide day, residential and community-based services using a person centered approach to meet the needs of adults with intellectual disabilities. The vision of the service is to support people with intellectual disabilities to achieve a full and valued life in their local community. Our aim is to provide a quality service that promotes the independence and potential of each individual we support at all stages of their lives. As part of the management structure, the Orchard Services is introducing a Team Manager to our service Management Team. The successful candidate will be involved in developing the new structure which will involve the management of two houses as part of one HIQA designated centre. The successful candidate will fulfil the role of the Person in Charge for this designated Centre. The Role: The Team Manager will provide leadership and direction for the team, actively coordinating the team to ensure the development of person-centred services as agreed on the Service Plan for each Service Area. The Team Manager will work with and support the staff teams and be responsible for the overall operational management of the specified locations of the service with Person in Charge responsibilities as part of the role. The Team Manager will be responsible for ensuring that the service meets the HIQA regulations and regulations as laid out in the Health Act 2007. The successful candidates will work closely with the Service coordinator/ Area Manager to ensure that services are delivered in an efficient and effective manner within the agreed budget, and will be proactive members of Orchard Services management team. Reporting To/ Responsible To: Service Coordinator /Area Manager. Qualifications/Experience/Skills: Candidates must have: • A relevant 3rd level qualification in the Health Sector e.g. Nursing qualification and current Live Register Certificate from NMBI or alternatively a BA (Hons) in Applied Social Studies/Social Care with a minimum of 3 years postgraduate relevant experience in leadership and management. • An appropriate qualification in Health and Social Care Management is an essential requirement of the post. If the successful applicant does not hold such a qualification a commitment to obtaining the qualification prior to taking up the post will be required. • Proven operational experience in the provision of Services for people with an Intellectual Disability is essential. • Experience in community networking and involving individuals in their local community is essential and an experience of mental health management is a distinct advantage. • Experience of working directly in a person-centred service supporting people with intellectual disabilities, complex health needs, and experience of supporting individuals with challenging behaviour is an essential requirement. • Practical working knowledge of, and experience of working within, the 2007 Health Act and HIQA regulations and Standards is highly desirable. • Candidates should be able to demonstrate a high degree of practical leadership, communication and team working skills. • The successful candidates must be flexible and dynamic individuals who can relate to people in a range of situations, as well as demonstrate an understanding of, and commitment to, the principles of public accountability as they apply in the health service. • Candidates must have a full clean Irish driving licence. • Fluency in verbal and written English is an essential requirement of this post. • Proficiency in computer skills and on line data management systems are also essential. • Social Care Leader candidates must be registered with CORU or have their application submitted. Working Hours: For nursing grades a 75 hours fortnight applies as per HR Circular 018/2022. The duty roster will be based on a 14 day duty roster. For others grades the working hours will be 78/78 per fortnight, it is envisaged that this post will primarily be Monday to Friday with contracted hours of work liable to change between the hours of 8am – 9pm. Some weekend work may be required as will occasional night duty cover and a sleepover commitment may be necessary from time to time. An on-call commitment based on a 7 day rostered rotational basis is an essential requirement of the post. Annual Leave: Leave will be granted according to the agreed leave assigned to the grade of the successful candidates i.e. CNM2 or Admin Grade 6. Remuneration: Based on the salary scale attached to the grade of the successful candidates i.e. CNM2 or Admin Grade 6. Job Summary The Child and Family Agency was established on 1st January 2014 and is responsible for a range of statutory functions including provision of child protection, alternative care, specified regulatory services and a range of family support services. The Agency has commenced a major improvement programme with significant focus on Practice, Culture and Structure. The Agency currently has responsibility for a budget of circa €1.2billion and delivers its services through over 5,500 people in 259 locations across the Country. Job Objectives Main Duties and Responsibilities •Support the delivery of efficient, effective and safe services for staff and clients, within national frameworks and for the resources allocated. •Support the directorate of Finance and Corporate Services in the performance of the finance function. •Work and collaborate with other Finance teams to optimise the delivery of a best-in-class financial service for the Agency. •Lead, manage and direct staff in the delivery of effective, efficient, and quality services. •Preparation, profiling and updating of the detailed annual budget (following consultation with senior management). •Agree budget outline and monitoring process with all budget holders/line managers •Preparation of the regional and Area monthly financial performance reports including commentary. •Provide accurate monthly/annual financial information on a regular and timely basis •To highlight, with recommended remedial corrective action, areas of financial variances to the Regional Chief Officer and Area Managers, following the provision of monthly financial performance reports to all senior managers •Lead out on the delivery of reporting functions in partnership with service managers and business partners. •Establish and maintain good working relationships with key internal and external partners in implementing the broader programme of services and activities. •Co-ordinate the implementation and continued oversight of standardised financial processes, financial regulations, internal controls and compliance checks. •Manage financial information and communications systems and flows across the Region/Area. •Develop and maintain a strong focus on both internal and external communications relevant to the work of the functional area. •Undertake direct project management of key financial projects. •Ensure services are delivered to a high-quality standard maximising the output for the Directorate. •To develop, maintain, update and efficiently operate in conjunction with appropriate Officers, the management and cost accounting systems •Input and support the financial aspects of service level agreements with funded organisations including the ongoing financial monitoring and annual review of accounts •Identify, plan and support the achievement of value for money initiatives. •Participate in the specification and local implementation of new financial systems and upgrades to existing systems. •Quality assuring the day-to-day management and control of financial processes. •Deal with internal and external audit queries as required. •Co-ordinate the collation of the activity data collection process locally and with those organisations with service level agreements. •Work with Senior Management on all new initiatives/ developments/ projects which have financial implications, and having conducted a financial appraisal of same, to recommend, or otherwise the financial feasibility of the new initiative/ development/ project. •Advise and assist in relation to compliance with the Financial Procedures, relevant Legislation (e.g. Tax), Accounting Standards and Regulations of Tusla. •Test and support the implementation of local financial controls. •Advise, support and monitor the Regions with implementation of all financial related Internal Audit recommendations to improve internal controls. •Assist on preparation of Business Cases and annual estimates. •To keep updated with new developments in management and accounting systems. •Respond to queries from Comptroller and Auditor General as required •Assist in the preparation of FOI and Parliamentary Queries •To undertake any other duties as may be assigned by the Head of Budgeting, Financial Performance and Systems, and the National Director of Finance and Corporate Services. Health & Safety •Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards. •Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role. •To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service. Purpose of the Role The Regional Management Accountant plays a critical role within SVP Ireland’s Regional Council by safeguarding financial integrity, ensuring robust accounting practices, and promoting operational efficiency. Reporting to the Regional Coordinator, this qualified professional is responsible for a broad range of financial duties, from supporting Conference Treasurers and managing the Regional Office’s bookkeeping to overseeing financial management tasks across the wider Region. This includes providing expert guidance and oversight to ensure that all financial transactions, records, reports, and controls meet best practice standards, comply with SVP policies, and adhere to all relevant regulations. The role demands a hands-on approach, with accountability for maintaining accuracy, transparency, and strong internal controls while working closely with the Finance team in National Office. Salary The gross salary scale applicable to the post is Senior Manager Grade scale: €88,232 - €113,479 per annum (as at 01/08/2025). Hours of Work The appointee will be required to work 35 hours per week together with such additional hours as may be required from time to time for the proper discharge of their duties.
