Job Description The Job Description is that of Assistant Staff Officer (Grade IV). The appointee will be responsible for providing such services of an executive, supervisory and advisory nature as requested and may include the duty of deputising for other officers. Household and Catering Assistant
The Office of Public Works (OPW) invites applications for the position of Household and Catering Assistant at a State Venue in Dublin. The positions are Non Established State Industrial posts based on a 39 hour week (full time), five days per week rostered over 7 days and the appointment will be subject to a probationary period of 7 months which may be extended to 10 months under certain circumstances. Continuation in employment in the post, following the end of the probation period, will be dependent upon the appointee fully meeting the requirements of the position during the probation period. This is an Open OPW recruitment competition to which applicants with the minimum eligibility requirements may apply. Persons who wish to be considered for appointment to the above position should submit a completed application form, and copies of specified required documentation. A short listing assessment, based on the information supplied in the applications, may be used by OPW to select those applicants who are to be invited to attend for competitive interview. Selection for appointment to the position will be determined by the Interview Board through a competitive interview process with each candidate who is invited to the interview and a reserve panel, effective for a limited period, may be formed. The Role The primary function of the job holder will be to carry out duties relating to front and back of house, household duties including housekeeping, room layouts, set up and food and drink service all of which must be delivered to the highest standard. This will include all residential properties, waiting areas, offices and exhibition spaces within the environs of the State Venue. It should be noted that a high degree of flexibility will be required for this role as the successful candidate may be required to work as a night concierge during State visits. Minimum Eligibility Requirements Candidates must have, on the closing date for receipt of applications, the following minimum requirements: • HAACP Certification, basic food safety and hygiene; or • Experience of working in an establishment with a high quality of service; and • Have access to own transport as the location is not directly connected to public transport and due to flexible working hours. • Proficiency in the English language, verbal and written. Note: Irish or Foreign qualification (deemed in a similar field of study) recognised as equivalent to the above qualification. Desirable Eligibility Requirements • Qualification in Food Service and Housekeeping – Fáilte Ireland recognised or equivalent; • Preparation, cooking and service of food particularly light cooking, preparation and service on a 24 hour basis. The ideal candidate must: • Demonstrate flexibility and mobility consistent with the needs of the service, delivering training in multi geographical locations. • Have excellent organisational, planning and administrative skills. • Have excellent communications and interpersonal skills in order to deliver vibrant and meaningful training. The ideal candidate should have the ability to: • Work independently and as part of a team; • Be physically capable of meeting the requirements of the position; • Show a committed and flexible attitude to tasks and projects; • Demonstrate good work practices including time keeping, tidiness, responsibility, quality awareness and safety awareness; • Be computer literate and have the necessary Information Technology skills to carry out duties. Pay The Household and Catering Assistant pay scale, based on a 39 hour week, as and from 1st August 2025 is as follows: €665.10 – €787.44 per week. Payment will be made weekly by Electronic Fund Transfer into a bank account of an officer’s choice. Additional Payments Various subsistence and allowances are paid where appropriate. Where applicable, overtime of time and a half or double time is payable for any hours worked in excess of 39 hours a week. Annual Leave and Public Holidays Annual Leave is granted in accordance with the provisions of the Organisation of Working Time Act 1997. Currently the maximum allowance is 25 days per annum. Annual leave allowance for staff working less than full time is calculated on a pro rata basis to that of a full time equivalent. Good Friday is a fixed day of annual leave. Public Holidays will be granted in accordance with the provisions of the Organisation of Working Time Act 1997. Principal Duties and Skills The following list of duties and skills is not exhaustive but indicative of the role of Household and Catering Assistant. You will be expected to perform the duties assigned to you by your Supervisor or Manager, and by any person to whom authority has been delegated, which are considered appropriate to your position. • To welcome all visitors; • To understand and interpret household requests from the House Manager and any other person to whom responsibility has been delegated; • To have knowledge of cleaning products and solutions, best practice; • Ensuring that all cleaning products, chemicals and equipment are used and stored appropriately; • Assessing and confirming that all equipment and furnishings are in good repair and clean, reporting faults to House Manager; • To have knowledge of table settings, display and layouts for presentations; and care and storage of State china, crockery and cutlery; • To ensure that facilities are returned in line with management requirements; • Liaise with caterers to ensure that facilities are left in the same condition; • Responsible for inventory of crockery and issuing them to caterers and ensuring they are returned; • The formal service of lunches, dinners and receptions; • To set up room layouts as prescribed and to ensure that tables and equipment are in place for each event as advised and to clear areas after events; • To carry out cleaning duties as required including toilets, bedrooms, office areas, stocktaking, laundry, vacuum and other household and facility upkeep; • To use correct storage and cleaning procedures for glassware, silverware and china; • To ensure that equipment and furnishings of the household are maintained to a high standard; • Knowledge of the care of specialised equipment, furniture, fabrics, silver, crystal and crockery; • To carry out other duties that are considered appropriate to the grade as delegated by House Manager and any other member of staff to whom responsibility has been delegated; • Preparation of light fare for example sandwiches, pastries, teas and coffees; • Food service and or housekeeping experience of banqueting and fine dining to the highest level; • Deep clean of kitchens on a regular basis; • Being aware of all health and safety regulations, reporting hazards and potential hazards immediately; • Adhering to Infection Prevention and Control protocols; • Maintaining confidentiality at all times; • Reporting to management any damage or situation which may lead to members of the public, residents or staff injuring themselves; • Ad hoc duties as required; • Be aware of HACCP guidelines to ensure the kitchen meets all regulations including hygiene and food safety guidelines and compliance. FET College Co-Ordinator
The Capital Development and Estates Management team within the FCT unit is responsible for the management and oversight of budgets for capital investment from the National Development Plan and the National Training Fund to the FET sector, including for the National Apprenticeship Office. The team carries out strategic FET estates management and planning, capital programme planning and development, construction project evaluation and delivery support, investment approval, and recommendation functions under the Infrastructure Guidelines and Capital Works Management Framework. The team, working with units and teams across System Transformation, Strategy and Performance, and Support divisions of SOLAS, through management of and strategic capital investment in infrastructure, is supporting the FET Strategy and College of the Future goals of creating integrated colleges of FET. These FET Colleges will deliver best in class learner experiences across the National Framework of Qualifications from levels 1 to 6 and across the full FET learner profile from early school leavers to lifelong learners. Increasingly, FET Colleges of the Future will also focus strongly on supporting enterprise through delivery of national and regional Centres of Excellence and Centres for Specialist Skills Development. Overview SOLAS has responsibility for providing strategic leadership to the further education and training sector and for implementing a significant transformation programme to deliver 21st century, high quality education and training programmes to a diverse range of learners. Key Tasks and Responsibilities • Assist with professional management and project management of the sector capital funds and funding streams including Devolved Capital Grants Standard and Green, Emergency Health and Safety Works, Minor Capital Works, Energy Efficiency and Decarbonisation Pathfinder Programme, Strategic Infrastructure Upgrade Programme, the FET College Major Capital Programme, and the Specialist Equipment Grant or National Training Fund Surplus funding. • Assist with professional management and project management of the sector property portfolio and estates management activities for the FET sector. • Assist with managing the continuous improvement, standardisation, and digitalisation of processes associated with the strategic management and funding of the FET property portfolio, including through supporting the specification, procurement, and implementation of enterprise level systems including Geographic Information Systems and Building Information Management or Modelling. • Assist in managing the development and utilisation of procurement frameworks and tendering processes, including through full implementation of Public Sector Green Procurement, in collaboration with the SOLAS Finance unit. • Engage effectively with key stakeholders within and outside SOLAS, particularly in the parent department as Approving Authority or Sanctioning Authority, Education and Training Boards as Sponsoring Agents, and representative groups and bodies such as Education and Training Boards Ireland, Sustainable Energy Authority of Ireland, Energy Bureaus, and other Government Departments and Agencies. • Assist the unit technical team and associated consultants in managing engagement around specification, review, and appraisal of work executed within Infrastructure Guidelines and Capital Works Management Framework stages with Design Teams, Contractors, and other parties, including other public sector bodies. • Make efficient and effective use of all resources in planning, organising, executing, and monitoring the unit activities. • Working across the unit, support the Director and management team in development and delivery of annual business plans and in effective utilisation of allocated capital budgets, consistent with the overall FET strategy, the SOLAS Corporate and Annual Business Plan, and other relevant national policies. • Supporting governance, compliance, financial reporting, legal, and audit requirements for the unit in respect of internal SOLAS and external requirements, including Parliamentary Questions, Comptroller and Auditor General, Internal Audit, and the SOLAS Board. • Work effectively with team members and all other relevant stakeholders in the completion of specific, time limited projects. • Establish and maintain positive and proactive communication and liaison structures within SOLAS. • Deputise for unit Managers as required from time to time. • Any other duties which may be specified from time to time. Requirements Essential: • National Framework of Qualifications level 7 qualification in a project management, business administration, sustainability related, or associated discipline. A level 6 qualification in a similar discipline with equivalent experience will also be considered. Other qualifications may be considered where experience in the relevant areas can be considered via Recognition of Prior Experiential Learning. • Minimum 5 years knowledge and experience in a project management, assistant management, or equivalent role with a focus on operational activities. Equivalent experience in related teaching, research, or funding roles will also be considered. • Demonstrated experience of engaging productively in a team with internal and external stakeholders, individually and collectively, in operational and project settings. • Demonstrable and effective track record of technical, financial, or policy related research, reporting, monitoring, and report writing for internal and external audiences. Working closely with the unit Director and Managers, as well as all unit staff, this person will assist in management of the unit activities in respect of FET capital and estates including specifying, planning, developing, delivering, and monitoring performance against internal SOLAS and external targets and requirements. The role holder will assist the unit managers and will lead out on a range of activities that require liaison with relevant stakeholders in SOLAS, the Education and Training Boards, the Department of Further and Higher Education, Research, Innovation and Science, other agencies, the FET sector, and across the Public Sector in respect of the FET estates critical function as a key enabler of achievement of the FET strategy goals of delivering for Ireland economy and society. A strong commitment to sustainability and climate action in the built environment is essential to all unit activities and will be an essential trait of this role holder. This is a temporary, 1 year position for which the salary scale ranges from 73,700 euro to 93,266 euro per annum inclusive of two long service increments for a 35 hour week. Starting pay will be at the minimum point of the scale as per Government Circular E100 slash 8 slash 82. Exceptional circumstances may apply for candidates with current service in the Civil or Public Service.
