KEY PURPOSE OF THE JOB To support the Digital and Innovation Officer in the delivery of a number of digital transformation projects across the Council. Apprenticeship schemes are a great opportunity to combine learning, training, and work experience. The post holder will be required to complete a Higher-Level Apprenticeship in Business Technology. As a member of the Innovation Unit, the post holder will be required to: • Work as part of a team, concentrating on IT and Digital Transformation projects and supporting the wider team in project activities. • Provide support for staff across Council sites requiring IT support with digital applications and digitally led projects. KEY DUTIES AND RESPONSIBILITIES Support teams in Lisburn Castlereagh City Council that are participating in a number of transformation projects, including: • Customer Experience Platform • Finance • Waste Operations – Digital Depot • New websites • Planning • Microsoft 365 rollout During your apprenticeship, you will have a minimum of two key areas of work, offering the opportunity to see the breadth of work being undertaken across Lisburn Castlereagh City Council. During this apprenticeship, you will develop a range of skills, such as: • Cyber Security • Process mapping and service design approaches • Making effective use of data • Presenting information in creative and engaging ways • Communication skills • Organisational skills • Agile project management • Website development • Structuring, extracting, and understanding data • Presenting information in creative and engaging ways Support the TPO team in the delivery of specific Digital and Innovation Strategy projects, including documenting sprint meetings and updating project plans. Support the TPO team and Project Managers in the management of data usage across Council digital systems. Liaise with Council Tech Leads and/or suppliers to help ensure the Council’s systems run smoothly. Develop a good understanding of the Council’s digital packages so that problems can be identified at an early stage and logged or resolved with suppliers to minimise disruption to service users. Help configure data contained within the Council’s corporate customer platform and support teams onboarding to the platform where necessary. This may include designing new e-forms and amending existing e-forms within the system. Support the internal communication mechanisms of the Digital and Innovation Strategy. Qualifications & Experience It is essential that applicants have a minimum of: Qualifications 1.1 Five GCSEs at Grade C or above, including English and Maths. 1.2 104 UCAS points achieved through the completion of A Levels, National Awards, Access courses, or other approved Level 3 qualifications. Knowledge 2.1 Working knowledge of Windows operating systems and Microsoft Office. Skills 3.1 Good communication and interpersonal skills. 3.2 Good problem-solving skills. 3.3 Ability to work on own initiative.
Programme Coordinator
KEY PURPOSE OF THE JOB The key purpose of the Programme Coordinator role is to support the Head of Innovation to ensure the effective management and delivery of the Council's portfolio of strategic innovation and corporate programmes. The LCCC Programme Coordinator focus is on a number of key programmes, initiatives and objectives with an outcome-based focus including, but not limited to, Belfast Region City Deal. The Council's Innovation Team is leading, managing and developing the achievement of the Council's transformation agenda. As a member of this team, the post holder will be required to support the Head of Innovation, Director of Organisation Development and Innovation, Chief Executive, Elected Members and the Senior Management Team, working with key partners across a wide spectrum of services to oversee the programme delivery of strategic innovation and corporate programmes. The Council's current corporate priorities include Belfast Region City Deal, the Community Plan and programmes emerging from the Council's 10 Year Investment Plan proposition. KEY DUTIES AND RESPONSIBILITIES To organise and maintain effective programme and project management arrangements to secure the effective delivery of allocated strategic programmes of work as agreed by Council (e.g. key work streams within Belfast Region City Deal), implementing the necessary procedures, processes and controls to professionally oversee the management and delivery of these programmes. To provide leadership and monitor progress of projects regularly against stated outcomes to ensure that emergent outcomes are in line with the initial proposal. To review and manage programme and project performance management frameworks and risk registers, allowing key stakeholders to be kept informed of progress against targets. To review and quality assure programme and project risk management arrangements, building the capacity needed to maximise delivery. To be responsible for the effective management of all appropriate programme and project governance arrangements, including all relevant systems and processes. To identify synergies and interdependencies between ongoing programmes and projects and to target opportunities to maximise delivery and value for money. To align and maintain the strategic fit of the allocated strategic programmes of work within the Council's Corporate Plan and Community Plan. To line manage allocated staff and provide direction to other staff across the Council in respect of programme delivery. To be responsible for providing support and governance to Project SROs and Project Leads for the procurement, management and monitoring of third-party service delivery agents and their contracts to ensure effective and efficient delivery of projects and expenditure, including economic appraisals and business cases to support and deliver relevant elements of the corporate strategic programme as required. To be responsible for providing support and governance to Project SROs and Project Leads for ensuring all financial planning, administration, documentation and reporting of projects is achieved. To prepare and oversee, in conjunction with Corporate Finance, robust financial estimates and budget management for both the unit and the projects. To ensure compliance with the Council's financial regulations and departmental monitoring systems. To prepare and draw down claims in line with accounting standards. To represent the Head of Innovation in preparing and delivering Committee reports to Full Council, or other Council committees, sub-committees and steering groups. When required, deputise for the Head of Innovation, Directors and Chief Executive at meetings of the Belfast Region City Deal Programme Board and represent the Innovation Team at any other internal programme board meetings as required. To work co-operatively with key stakeholders and partners and to establish community and business engagement at both a political and community level. Develop and enhance working relationships with relevant partners and stakeholders to maximise corporate and community planning outcomes and to generate innovation in service delivery. To maintain and develop the profile of the strategic programmes (including Belfast Region City Deal) both internally and externally through an ongoing and comprehensive programme of marketing and communications activities and events. This includes both offline and online activities, and engagement with key business, community and political stakeholders. Oversee relevant projects and partnerships. Oversee programmes, financial targets and compliance with terms and conditions stipulated by funding bodies and implement relevant evaluation and control procedures in relation to a range of funded projects throughout LCCC. Ensure all Health & Safety legislation, published relevant guidelines and Council Health & Safety policies and procedures are complied with in relation to the relevant services and activities. Ensure compliance with Council policies and procedures and operate within the highest standards of management and personal behaviour, which reflect the core values and behaviours of the organisation. Promote equality of opportunity and access in service delivery and in the employment of staff through the mainstreaming of equality within the Council. Ensure the provision of high standards of customer care across all the services provided by the Unit and promote and manage the service effectively and communicate in a way which enhances and promotes the public image and overall reputation of the Council. Negotiation and partnerships with private, public, community and voluntary sector representatives. Collaboration with key stakeholders to establish community and business engagement at both a political and community level. Clear communication and accurate reports and analysis for internal and external audiences. Contract management and procurement. Leadership and management of a team. The purpose of this role is to operate as part of our expanding team in the production of precast concrete products in accordance with Company standards and targets, adhering to the daily production plan e.g., preparing moulds, pouring concrete, producing all planned products, carrying out tasks effectively and meeting health and safety standards. As part of our growing team, you will be contributing to the construction Industry and also award-winning projects across the UK and Ireland. Hours of work: Hours will be variable between 32-48 hours per week as needed. Standard hours of work will be Monday – Friday 05:00am – 14:00pm or 06:00am – 15:00pm, however flexibility to work overtime and/or Saturdays as necessary is essential.
