The role South Dublin County Council is seeking to recruit a Dog Warden who will carry out a frontline operational role in delivering its obligations under the Control of Dogs legislation. Local authorities have an extensive role and a range of statutory responsibilities for Dog Control under the following primary legislation together with several other related statutes. 1. Control of Dogs Act 1986 (as amended) 2. Control of Dogs Regulations (Restricted Breeds) 1998 3. Dog Breeding Establishments Act 2010 4. Control of Dogs (XL Bully) Regulations 2024 Dog Wardens play a vital role within local authorities, ensuring compliance with dog-related legislation, promoting responsible dog ownership, and safeguarding public safety. Dog Warden duties include: • Responding to complaints about stray or nuisance dogs. • Carrying out dog license inspections. • Dealing with dangerous dogs. • Providing a visible presence in South Dublin County. • Supporting An Garda Síochána operations. • Providing dog welfare awareness and promoting responsible dog ownership to the public. All Dog Warden duties will be carried out in a regulatory environment where specific responsibility will be designated under the relevant legislation to be enforced in the South Dublin County Council administrative area. Dog Wardens will report to line managers as designated by South Dublin County Council and will work alongside administrative staff responsible for Control of Dogs operations. Dog Wardens require an awareness of Health and Safety and require the ability to communicate effectively as part of a team. The person employed as Dog Warden shall, under the direction and supervision of the appropriate officer/s, be responsible primarily for the implementation of the provisions of the Control of Dogs Act, 1986 and any other appropriate enactments (and any regulations made thereunder) in respect of the administrative area of South Dublin County Council (which may occasionally extend outside the county boundary) and such other duties as may be assigned by the Council. The Dog Warden will be energetic, proactive self-starter, capable of working on his/her own initiative. The successful candidate will, therefore, be competent, assertive and will have the ability to communicate and work effectively with colleagues, animal welfare organisations and members of the public. This is a demanding position with responsibility for the effective delivery of a frontline service that is of statutory importance and is open to constant public scrutiny. The role will involve duties of an investigative nature. Good judgement and decision-making skills will be required in a law enforcement work environment that will present challenging situations on occasion. An interest in animal welfare is essential for this role. Dog Wardens will be required to undertake duties during standard operating hours on a roster basis. Standard operating hours from September to March will be 09.00 to 17.00 Monday to Friday. A shift rota will be operated from April to August to provide Dog Warden services from 10.00 to 20.00 Monday to Friday. The office is wholetime, permanent and pensionable. A panel will be formed to fill permanent and temporary vacancies. Persons employed will be required to work in any location within the South Dublin administrative area. Wages €20.99 (min) - €29.87 (max) per hour. Hours of Work The successful candidates’ normal hours of work will be 35 hours per week. The Council reserves the right to alter your hours of work from time to time. Annual Leave Annual leave entitlement for this position is 25 days. This will be a mix of on-site and office-based duties to be carried out in accordance with agreed process and procedures under the relevant legislation. 2. On-site tasks will involve driving a South Dublin County Council fleet vehicle to specified locations throughout the county and will regularly require dog handling. 3. Regular transport to and from Dog Shelter facilities; and routine cleaning / disinfection of vehicles and equipment. 4. Keeping accurate, timely and complete records on all operational activity using templates, formats and systems. 5. Regular co-operation and good working relationships with personnel from dog shelter facilities, animal welfare organisations and other parties. 6. Regular visible patrols of public areas and open spaces to proactively monitor compliance with Control of Dogs legislation. 7. Delivery of a work plan to increase levels of dog licence compliance in South Dublin County Council administrative area; including conducting door to door inspections. 8. Positive interaction with the general public to increase awareness of dog owner’s responsibilities. 9. Attendance at planned community events and participation in promotional activities to increase general public awareness of South Dublin County Council’s Dog Warden service. 10. Carry out investigations to establish facts where necessary and follow through with appropriate actions in line with governing legislation. 11. Serving of statutory notices and issuing of fines as an ‘Authorised Officer’ of South Dublin County Council under the various Acts. 12. Preparation of written inspection and incident reports in whatever format and for whatever purposes, as may be required, including for legal proceedings. 13. Attending court as necessary to present evidence on behalf of South Dublin County Council in prosecution of dog welfare cases or non-compliance with dog control requirements. 14. Assisting An Garda Síochána as and when requested in planning and execution of operations involving dogs and co-operation on any follow up actions. 15. Attending training courses as required and when directed. 16. Full compliance with general personal responsibility and work specific measures put in place under Safety Health & Welfare at Work Act 2005. 17. Contribute in a constructive way to the ongoing development of South Dublin County Council’s Control of Dogs Service, including improvements in education, knowledge and skills to enhance South Dublin County Council’s reputation in the delivery of better Control of Dogs outcomes. 18. To provide cover for work leave and assist the existing Dog Wardens to patrol South Dublin County Council administrative area and to maintain a watch for stray or uncontrolled dogs or for other infringements of the Control of Dogs Act 1986 and any other legislation relevant to the role. 19. Seize and take to the South Dublin County Council’s Dog Shelter stray dogs and dogs detained by other persons where the owners are not available or cannot be traced after reasonable enquiries have been made. 20. Maintain a register of all dogs as prescribed in the Control of Dogs Act 1986 and all other records and paperwork as required. 21. Dealing professionally, courteously and efficiently with queries from members of the public and their agents. 22. Engaging as a member of the Control of Dogs team alongside administrative staff on specific projects, responses to Customer care and Members rep queries and preparation for and attendance at regular staff meetings. 23. Principal Duties and Responsibilities Professional / Clinical The Senior Occupational Therapist will: · Be responsible for the maintenance of standards of practice of self and staff appointed to clinical / designated area(s) · Be responsible for managing own caseload and for assessment, planning, implementation and evaluation of treatment programmes for service users according to service standards · Participate in the integrated discharge planning process in line with the HSE Code of Practice · Be responsible for the day-to-day running of a designated service area(s) by supervising staff, prioritising and allocating work and promoting positive staff morale and team working in conjunction with the Occupational Therapist Manager · In conjunction with the Occupational Therapist Manager lead service planning by anticipating the changing needs of the service and service users · Foster and maintain professional working relationships with colleagues, front line managers, and other healthcare personnel in the team · Ensure the quality of documentation of all assessments, treatment plans, progress notes, reports and discharge summaries are in accordance with local service and professional standards · Communicate verbally and / or in writing results of assessments, treatment / intervention programmes and recommendations to the team and relevant others in accordance with service policy · Participate in teams as appropriate, communicating and working in co-operation with other team members · Attend clinics, review meetings, team meetings, case conferences, ward rounds etc. as designated by the Occupational Therapist Manager · Ensure that staff in the designated service area(s) arrange and carry out duties in a timely manner, within settings appropriate to service users needs, and in line with local policy/guidelines · Be responsible for adhering to existing standards and protocols and for leading out on the development and maintenance of standards / strategies for quality improvement and outcome measurement · Seek advice and assistance with any assigned duties in line with principles of evidence based practice and clinical governance · Ensure that professional standards are maintained in relation to confidentiality, ethics and legislation · Operate within the scope of Occupational Therapy practice within Ireland and in accordance with local guidelines Education and Training The Senior Occupational Therapist will: · Participate in mandatory training programmes · Participate in continuing professional development including in-service training, attending and presenting at conferences / courses relevant to practice, contributing to research etc. as agreed by the Occupational Therapist Manager · Engage in professional clinical Occupational Therapist supervision with the Occupational Therapist Manager · Engage in peer support with Senior Occupational Therapist colleagues · Participate in performance review with the Occupational Therapist Manager · Manage, participate and play a key role in the practice education of student therapists. Eligibility Criteria Qualifications and/ or experience 1. Statutory Registration Professional Qualifications, Experience, etc (a) Candidates for appointment must: (i) Be registered on the Occupational Therapists Register maintained by the Occupational Therapists Registration Board at CORU. Or (ii) Applicants who satisfy the conditions set out in Section 91 of the Health and Social Care Professionals Act 2005, (see note 1 below*), must submit proof of application for registration with the Occupational Therapists Registration Board at CORU. The acceptable proof is correspondence from the Occupational Therapists Registration Board at CORU confirming their application for registration as a Section 91 applicant. And (iii) Have three years full time (or an aggregate of three years) post qualification clinical experience. And (iv) Have the requisite knowledge and ability (including a high standard of suitability and professional ability) for the proper discharge of the duties of the office. 2. Annual registration (i) Practitioners must maintain annual registration on Occupational Therapists Register maintained by the Occupational Therapists Registration Board at CORU And (ii) Confirm annual registration with CORU to the HSE by way of the annual Patient Safety Assurance Certificate (PSAC) 3. Age Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs. 4. Health Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 5. Terms and Conditions of Employment Occupational Therapist Senior Grade Tenure The current vacancy available is Specified Purpose and whole time. The posts are pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage. Job Purpose: To maximise and grow advertising revenue at Belfast International Airport through managing and growing the advertising customer base, and developing the estate to create new and exciting propositions for advertisers. Effectively manage installations and campaigns. Deliver the advertising budget and identify growth and innovation opportunities to create a credible advantage for Belfast International Airport. Work within the commercial department and contribute to the delivery of the team and airport’s overall business objectives. Main Tasks & Responsibilities 1. Manage advertising sales to maximise advertising take-up and revenue, using both direct and agency relationships to generate demand and use of advertising sites across the airport estate. 2. Manage relationships with existing customers, agencies and others. Develop new relationships with potential advertisers at the airport to grow the customer base. Maintain a database of contacts for advertising at the airport and create a pipeline for potential future opportunities. 3. Manage advertising installations and maintain records of current and planned advertising to make sure as many sites as possible are occupied by paying customers. Develop and provide regular reports to Senior Management on current and future advertising revenue, commissions, income etc. 4. Manage the advertising rate card and develop deals and commissions with agencies and customers to maximise both sales and revenue. 5. Liaise with finance to ensure all advertising sales are correctly invoiced and that anticipated revenue is received. 6. Undertake a regular strategic review of the advertising estate and propose to the commercial manager / CCO potential new advertising locations and new advertising products, along with their business case. Once the final locations and products are approved, manage implementation of these. 7. Maintain awareness of the advertising industry landscape, changes and developments, innovations and other factories.
