The Campus Development Plan will: ●Significantly improve learning and work environments for our students and staff, enhancing the student experience and outcomes. ●Address overcrowding, poor physical infrastructure and accessibility on Campus. ●Create a flexible future proofed Campus that is adaptable to new forms of creative practice and research in the decades ahead. ●Ensure the future of an historical brownfield site in the city centre. ●Create a sustainable campus that will be zero-carbon by 2050. ●Create a dynamic porosity and connection with Dublin 8 which will further embed NCAD in the heart of this vibrant community. The Campus Development Plan has been informed by an inclusive process, led by An Bord, which centres on building shared ownership of the Plan across the College. It is an ambitious project of national significance that will ensure that NCAD has a viable Campus to meet its ambitious future. Job Overview NCAD is now looking to recruit a Head of Capital Development to lead out on the planning and delivery of Phase 1 of the Campus Development Plan, working on behalf of the NCAD Director and College Management Team. The Head of Capital Development will be a key point of communication between the Project Manager, Project Board and Design Teams with the executive and Board of the College. The Head of Capital Development will attend meetings of the An Bord Capital Development Advisory Committee and An Bord as required. The Head of Capital Development will be part of the College Management Team and will work with colleagues across the College to ensure that the Campus Development is driven at all times by the strategic needs of the College and that any building works on our busy campus are supported by effective internal communication and planning. They will take a lead role in the development of business cases for capital development approvals and the governance and reporting requirements associated with capital development. They will act as the central points of liaison with external stakeholders including the HEA, DFHERIS, Dublin City Council and others. NCAD’s Campus Development Plan is an ambitious reimagining of its historic city centre campus with the addition of new buildings to provide additional capacity. This new position in NCAD will be central to the success of this critical development for NCAD. This high visibility role requires highly developed professional, strategic, operational, cost, contract and project management skills to deliver NCAD’s capital development programme. The role involves coordinating multiple stakeholders, managing budgets and timelines, and ensuring compliance with heritage and regulatory standards. The successful candidate will bring expertise in project management, and a passion for both heritage conservation and cutting-edge design. Key Responsibilities/Duties Include: ● Lead on the planning and delivery of NCAD’s Campus Development Project Phase 1, engaging specialist support where required to optimise outcomes i.e.; delivering capital projects to agreed specification, within time, cost and quality parameters, and ensuring full compliance with health, safety, statutory, procurement and environmental obligations and best practice. ● Responsible for good quality and accurate reporting including in relation to requests from the HEA, DFHERIS and other relevant funding or regulatory organisations and bodies. ● Development of robust business cases and cost reports as required at each stage of the programme. ● To ensure that this capital project is delivered in accordance with international best practice, in line with building regulations and to the appropriate standard. ● To ensure that capital projects are delivered under a robust governance structure and compliant with all relevant policy and circular requirements including the Public Spending Code and Capital Works Management Framework. ● To maintain appropriate risk registers and Health & Safety plans. ● To ensure that the Campus Development Phase 1 enables NCAD to meet its 2030 Carbon Emission Targets. ● To manage the performance of external consultants to deliver Phase 1 of the Campus Development Project. ● To manage the performance of contractors and other service providers engaged in connection with Phase 1 of the Campus Development Project. ● To manage project budgets/cashflows, scrutinize change orders, develop innovative solutions, and provide robust financial reporting. ● Responsible for liaison between the various stakeholders in the development: College Management Team, NCAD Staff and Students, An Bord, Committees and Groups, Design Teams and Local Authorities in terms of briefings, procurement, communications, planning, delivery, commissioning and occupation of the new building projects. ●Responsible for communications and information from the project to the College Management Team, An Bord Campus Development Committee and the NCAD Director. ● Responsible for documenting audit trails in adhering to NCAD’s capital project management and governance procedures. ● To work with relevant internal and external stakeholders to provide advice and direction in terms of the procurement strategies and forms of contract for project teams and contractors, ensuring compliance with NCAD’s Financial Regulations. ● To provide critical information to ensure the implementation of Higher Education Authority procedures, or those of other funding authorities and agencies. ● To keep abreast of new standards and best practice with regard to capital projects and development and recommend how they can be used to further NCAD’s strategic aims. ● To support the Colleges objectives (including policies and procedures) of implementing a culture that promotes equality and, values diversity and inclusion; and ● Any other appropriate duties that arise from time to time as directed by NCAD's Director.
