PARTICULARS OF EMPLOYMENT THE POST The post is Biodiversity Officer. This is a pensionable whole-time position on the basis of a 35 hour, 5 day week. The role involves flexibility in terms of working hours as the duties may involve working outside of normal working hours. DUTIES The duties of the employment are to give to: (a) Sligo County Council under the control of the Chief Executive or his nominee and (b) To any other local authority or body with which an agreement has been made by the local authority, Under the general direction and control of the Chief Executive, or of such other employee as the Chief Executive may from time to time determine, such appropriate services of a technical, management, administrative, executive, supervisory, advisory and ancillary nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time including the duty of servicing all committees that may be established by any such local authority or body. Main Responsibilities The principal duties of the post may include, but are not limited to the following: • Manage and implement Sligo County Council’s Biodiversity Plan 2025-2030, in parallel with the County Sligo Heritage Plan and with cross referencing to the County Sligo Climate Adaptation Strategy. • Lead the County Sligo Biodiversity Forum/Working Group within the wider context of Sligo Heritage Forum. • Facilitate the implementation of Government initiatives in relation to biodiversity and national plans and programmes that are developed to support the implementation of the National Biodiversity Plan, such as the All-Ireland Pollinator Plan. • Advise Sligo County Council on biodiversity related issues and the Authority’s obligations in relation to protecting biodiversity. • Work with Sligo County Council staff to assist in advancing the restoration of biodiversity and ecosystem services within County Sligo. • Assist Sligo County Council departments in integrating biodiversity into their actions and policies, for example through training and supporting information dissemination. • Promote new biodiversity initiatives based on best conservation practice. • Work with Sligo County Council led projects and provide advice to colleagues on the management of ecological resources such as urban woodlands, wetlands, parks, verges, wild flora grasslands and open areas in a biodiversity-friendly manner. • Raise awareness of biodiversity, natural capital and ecosystems services and issues affecting biodiversity in County Sligo (including climate change) with a broad range of groups. • Commission biodiversity related research, audits and surveys and provide data obtained to the National Biodiversity Data Centre (NBDC) and National Parks & Wildlife Service (NPWS) in a suitable format for reporting purposes. • Apply for and deliver biodiversity projects under Heritage Council funding and National Biodiversity Action Plan and other available sources of funding. • Work closely with the County Heritage Officer on a programme of public engagement for biodiversity through Field Clubs, Environmental Groups/NGOs, National Heritage Week, National Biodiversity Week, Summer Schools and other public events. • Be an active participant/member in the County Heritage Forum, Creative Ireland Team and Sligo County Council’s Climate Action Team. • To facilitate and co-ordinate the implementation of the All-Ireland Pollinator Plan taking consideration of the EU Biodiversity Strategy 2030. • To undertake any other duties of a similar level and responsibility appropriate to the post, as may be required or assigned, from time to time. • To take instructions from and report to an appropriate Officer as may be assigned by the Council. These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Biodiversity Officer and may be subject to change in the future. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above and to take instruction from and report to an appropriate officer or such designated officer as may be assigned from time to time by Sligo County Council. SALARY The salary shall be fully inclusive and shall be as determined from time to time. Holders of the post shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their post or in respect of any services which they are required by or under any enactment to perform. SUPERANNUATION a) Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration, plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). b) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. c) All persons under (a) and (b) above who become pensionable employees of a local authority will be required, in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. d) Persons who are pensionable under the Single Public Sector Pension Scheme, effective from 1 January 2013, contributions in respect of Superannuation shall be deducted at a rate of 3% of pensionable remuneration plus 3½% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). PROBATION There shall be period after such employment takes effect during which the person appointed will hold the post on probation. Such period shall be six months commencing on the first day of service but the Chief Executive may at their discretion extend such period. Such person shall cease to hold the post at the end of the period of probation or extended period of probation unless during such period or extended period the service of such person is certified as satisfactory. RETIREMENT AGE For appointees who are deemed to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, there is no compulsory retirement age. For appointees entering the Single Public Service Scheme, compulsory retirement age will be 70. For appointees covered under the provisions of the Public Service Superannuation (Age of Retirement) Bill 2018, compulsory retirement age will be 70. RESIDENCE Holders of the post shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. METHOD OF SELECTION (a) Selection shall be by means of a competition based on an interview conducted by or on behalf of Sligo County Council. Interviews will be conducted in person. The Council will not be responsible for any expenses incurred by candidates in attending for interview. A panel will be formed of those who are most successful in the competition. The life of the panel shall be one year from the date it is formed unless extended by the Chief Executive. Relief School Warden

SECTION 1 THE ROLE Each local authority can arrange with An Garda Siochana for School Traffic Wardens to patrol places where school children cross public roads. The school traffic warden’s role is to ensure that primary school children cross public roads safely on their way to and from school. The Gardaí and School Traffic Wardens are the only officials in Ireland who have the authority to stop other vehicles on public roads. The law governing the appointment of School Traffic Wardens is the Road Traffic Act 1961 Section 96. School Traffic Wardens usually work in the mornings at lunchtime and in the evenings when children are most likely to cross the road to go to or from school. School Traffic Wardens wear a distinctive uniform a high visibility coat and hat. They must also carry a distinctive sign a white disc with a red border and the word Stop in the centre. By displaying this sign the school traffic warden has the power to stop the traffic to enable schoolchildren to cross the road in safety. Traffic must remain stopped as long as the warden displays the sign. SECTION 2 DUTIES The duties shall be such as may be assigned to the officer from time to time by the local authority. These duties may include Reporting for duty promptly at the specified times and locations assigned under the direction of the Supervisor. The Warden must operate strictly in accordance with the instructions for School Wardens as per Garda Cork County Council training at all times. The person employed will be required to perform assigned duties exercising a duty of care in the interest of safety of oneself fellow employees and the general public at all times in compliance with Cork County Council’s Health and Safety Management System. Working in a safe manner in full compliance with the relevant safety legislation and construction regulations will be the primary responsibility of all School Wardens. The school warden will use the statutory uniform and equipment provided for the safety of yourself children and all other members of the public especially when stopping traffic on the public roadway. This requires carrying of the official Stop sign at all times and to ensure that the uniform is kept in a clean neat condition. Maintain control over children who are awaiting your instructions to cross. If the Warden has any trouble in controlling or encounter disobedience by the children they should inform the Principal of the school concerned. Any disobedience by traffic in general should be reported forthwith to the Gardaí. The Warden should never break up organised convoys wedding funerals parades or hold up fire appliances or ambulances for the purpose of allowing children to cross but wait for suitable opportunities when they have passed. Report any problems or difficulties to the Local Municipal District Roads and Engineering Offices. All accidents at the crossing point involving the Warden in the operation of his or her duties must be reported immediately after the duty period by telephone to the Local Municipal District Roads and Engineering Offices. All relevant details must be recorded including car make model registration number name of drivers pedestrians involved time and date of accident. The names addresses of any witnesses must be recorded also and a written report is to be submitted within the following 3 days. The Warden must not attempt to apportion blame to any person nor admit liability on his or her or the Council’s own part. Any changes made by the school to class times which affect duty periods must be notified to the Local Municipal District Roads and Engineering Offices. SECTION 3 ELIGIBILITY CRITERIA QUALIFICATIONS Character Each candidate must be of good character. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. The Council reserves the right to retire a Warden who in the opinion of the Council’s medical advisor is medically unsuitable to discharge duties effectively due to age or infirmity. Education Experience Each candidate must have a good general education of a sufficient standard to enable that person to understand fully and carry out the duties of the post. An ideal candidate will A Operate at all times at the designated crossing point. This crossing point cannot be altered however temporarily by any person body other than Cork County Council with Garda Approval. B Comply with safety policy and directive in force from time to time and must wear the uniform and carry the sign at all times while on duty. C Ensure compliance with organisational policies procedures and legislation. D Co operate with the familiarisation instruction of other employees where appropriate. Age Age restrictions shall only apply to a candidate where he or she is not classified as a new entrant within the meaning of the Public Services Superannuation Act 2004. A candidate who is not classified as a new entrant must be under 70 years of age. SECTION 4 TENURE The employment is for the duration of the school year. The employment is part time and pensionable. A panel may be formed to fill these positions. Sick leave does not apply to this part time employment however depending on the number of hours worked a warden may be entitled to claim Disability Benefit from the Department of Social Welfare. The local authority shall require person to whom an appointment is offered to take up such appointment within a period of not more than one month and if they fail to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine the local authority shall not appoint them. SECTION 5 SALARY The wage for the post is €19.46 basic per hour. Payment will not be made in respect of normal school holiday periods i.e. summer Christmas or Easter or other. The wage shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies payable to or received by them by virtue of their office or in respect of any services which they are required by or under any enactment to perform. The contract may be terminated at any time subject to normal legal requirements. SECTION 6 LOCATION OF POST The person appointed will provide cover as required for St John the Baptist National School Midleton Bun Scoil Mhuire Youghal Killeagh National School Youghal St Colmans National School Cloyne Scoil Iosagain National School Upper Aghada Gaelscoil Chorain National School Youghal The initial Relief School Warden position to be filled will be based in Midleton however any panel formed may be used to fill any future vacancies for Relief School Warden East Cork Municipal District that may arise during the lifetime of the panel e.g. Aghada Castlemartyr Cloyne Midleton Youghal. Cork County Council reserves the right to assign you to any department premises or district in use by the Council now or in the future. Changes in location of employment will not result in payment of disturbance money or compensation. The person appointed will be required to provide him or herself at his or her own expense with the necessary mode of travel to and from work. Holders of the office shall reside in the Municipal District in which their duties are to be performed or within a reasonable distance thereof. SECTION 7 WORKING HOURS The Warden will be required to operate punctually at all times when children are crossing. The hours of work will be determined by the Principal of the school concerned. Please note that times are subject to change at the Council’s discretion. Hours of duty as per the relevant school or as required. SECTION 8 ANNUAL LEAVE Annual leave will if applicable be in accordance with the terms of the Holidays Employees Act 1973 as amended by the Workers Protection Regular Part Time Employees Act 1991. The Council will determine the times at which annual leave may be taken having regard to the absolute priority of having the school crossing operated while children are attending school. For those who are not entitled to annual leave the same criteria will apply to unpaid leave of absence. SECTION 9 GARDA VETTING Successful candidates will be subject to Garda Vetting in advance of appointment to the post. The Sales and Marketing Team is responsible for taking applicants through the pipeline from initial lead generation through to student enrolment. Each stage is vital and requires a different skill set. TBS receives over 5000 applications a year and many thousands of enquiries in addition to activities required to generate leads (up to 50 events a year) and nurture them through a personalised selling process. Each Student Recruitment Officer manages a portfolio of programmes working closely with the Programme Directors to ensure each class achieves its student number target a balanced composition of nationalities excellent academic backgrounds and the KPIs required for improving rankings year on year. Main Responsibilities The main duties of the Student Recruitment Officer include: • Managing a portfolio of postgraduate programmes to ensure each class achieves its annual student number target a balanced composition of nationalities excellent academic backgrounds and the KPIs required for improving rankings year on year • Engaging in a high quality personal selling process that can convince potential applicants of the merits of choosing Trinity Business School and Ireland as a destination of study • Carrying out market research and compiling market intelligence data • Contributing to the formulation of a student recruitment plan with clear objectives and milestones • Assisting in the development of effective publicity materials and programme brochures • Attending global recruitment events to meet with potential students and manage lead generation • Managing the application process for the School’s programmes including the pre interviewing of potential candidates where necessary • Identifying and engaging with alumni to develop relationships and promote the programmes • Monitoring and measuring the effectiveness of all promotional activities and spend • Other duties that may arise from time to time and as directed by the Dean of the School and Head of Business Development and Operations Person Requirements The role holder will require the following knowledge skills and attributes for successful performance in the role Qualifications • Candidates for this post will be graduates in a business management or marketing related discipline and have substantial proven experience in sales and marketing within a higher educational environment Knowledge • A significant knowledge and understanding of the Higher Education marketplace with a particular emphasis on masters programmes (essential) • A deep understanding of the needs and expectations of MSc students (essential) • Good knowledge of MS Excel and comfortable dealing with a high level of data (essential) Experience • Proven experience in developing and managing a sales strategy (essential) • Proven experience in high level personal selling (essential) • Proven record in achieving sales targets (essential) • Proven ability to manage a sales pipeline and understand conversion ratios and to use data to inform decisions (essential) • Proven experience of developing and running successful promotional campaigns in a service environment (essential) • A strong capacity to manage an effective sales administration process (essential) • Experience of hosting online events and using social media including LinkedIn and Instagram • Experience in the provision of high caliber customer support (essential) • Experience of working to tight deadlines multitasking and managing different and conflicting demands (essential) Skills and Competencies • Strong selling and promotional skills set along with a well developed client focus (essential) • Excellent interpersonal and communication skills and the ability to act as an ambassador for Trinity Business School as well as cultural awareness and sensitivity in interacting with people from different cultures (essential) • Experience of managing relationships with marketing services agencies (desirable) • Extensive IT skills e.g. MS Office suite in particular Word PowerPoint Excel database and spreadsheet applications Microsoft Outlook Power BI and CRM (essential) • A strong consumer focused approach to all areas of the post (essential) • A high level of initiative strong motivation and a well developed capacity for self direction in addition to an ability to work as part of a flexible team in a busy work environment and flexibility to respond well to unexpected situations and tasks as they arise (essential) • Ability to operate flexibly within a busy environment and shift focus when required (essential) • Appointee will be expected to undertake national and international trips (for example within Europe one or two overnights per trip several times per annum) therefore candidates should be self motivated resilient and have the capacity to manage their own time and travel (essential) • Has a can do attitude and is committed to the aspirations of TBS (essential) Trinity Competencies In Trinity there are 6 Core Competencies that are applicable to all roles across a range of professional administrative and support jobs unlike specialist or technical skills which may be job specific. Salary Appointment will be made on the Administrative Officer 2 (€59,589 to €70,018 per annum) and in accordance with the Department of Finance guidelines.
