Huge boost for Irish families as creche fees slashed in new childcare subsidy plan &amp; max €200 per month Foley goalThe first phase of the plan will include increasing income limits for the National Childcare Scheme in order to enable more families to get access to subsidiesTENS of thousands of families are set to qualify for subsidies to lower the cost of their creche fees in a new action plan set to be announced by the Government next week.The move has been touted as the Government’s first step in moving towards a €200 per child per month maximum cost for childcare which was promised by all parties in last year’s election.Children’s Minister <a href="https://www.thesun.ie/who/norma-foley/">Norma Foley</a> is due to bring a new Early Years Action Plan to Cabinet next week in a bid to lower the <a href="https://www.thesun.ie/news/16056123/childcare-crisis-warning-parents-expected-exodus/">cost of childcare for families.</a>The first phase of the action plan will include increasing the income limits for the National Childcare Scheme in order to enable more families to get access to these subsidies.There are two streams to the <a href="https://www.thesun.ie/money/15328466/new-childcare-fee-cap-parents-higher-subsidies-details/">National Childcare Scheme</a> which sees the Government help pay for creche fees or childcare costs which can amount to over €1,000 a month per child.A universal subsidy of €2.14 per hour is available to all families regardless of their income.However, families on lower incomes can qualify for bigger subsidies depending on how much they earn.Parents earning less than €26,000 qualify for a full subsidy with graduated levels of subsidies for families with combined incomes up to €60,000.Minister Foley plans to raise these income thresholds so that more families qualify for stronger subsidies. The Civil Service Assisted Return to Career (ARC) Programme is a 6-month paid ‘Returnship’ designed to support professionals who have taken time out of work, for at least two years, to re-enter the workforce.Led by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER) in partnership with an external provider, the ARC Programme offers mentored, 6-month placements across the Irish Civil Service.Summary Conditions of Service
Salary: €58,847 per annum (equivalent to €1,131.28 each week for 6-month placement)
Annual Leave: 29 days per annum on a pro-rata basis
Hours of attendance: 41 hours and 15 minutes gross per weekPlacement Starting Dates
Successful candidates must be available to commence their Returnship Placement including induction which will commence in late February 2026.Placement Locations
Candidates who are successful in this competition will be placed on a panel for their selected stream in order of merit, from which placement opportunities arising across the Civil Service will be filled. An opportunity may arise in any of the Government Departments/Offices who are participating in this programme. Although the majority of placements are expected to be located in the wider Dublin area, a limited number of placements may arise in some regional locations which may also be filled from these panels.
There are a limited number of 6-month placements on offer, therefore, it may not be possible

RTÉ has launched a talent search to find fresh voices, including Joe Duffy’s successor for Liveline. This can be a good way to show appreciation, boost morale or encourage team building.Your organisation may not even formally arrange a party, but employees might sort their own get-together. Even so, employers can be held liable outside of the workplace and beyond normal working hours for any inappropriate behaviour, even at an unofficial event.Regardless of whether you eagerly anticipate or dread the thought of attending an office Christmas party, it&#39;s important to remember that such get-togethers with your colleagues are still work events. Bad behaviour by you, colleagues or even your employer could result in <a href="https://www.drcc.ie/assets/files/pdf/drcc_discussion_paper_sexual_harassment_in_the_workplace_oct_2021.pdf">legal proceedings</a> before the <a href="https://www.rte.ie/brainstorm/2023/0901/1316710-workplace-relations-commission-wrc-guide">Workplace Relations Commission</a> or even in court.<h2>Making a list, checking it twice</h2>Potential minefields can start arising even before you&#39;ve sent out any invites. All relevant employees must be invited, with no one deliberately excluded. This is not just about hurt feelings: the left-out person or people could claim discrimination.For larger businesses, it may not be feasible to invite all staff to the same event. Separate &quot;team&quot; events - a sales staff night out, for example, or a marketing team Christmas lunch - shouldn&#39;t be problematic as long as no one is deliberately excluded on any of the <a href="https://www.irishstatutebook.ie/eli/1998/act/21/section/6/enacted/en/html">discriminatory grounds</a>, such as age, race, disability, religion or gender.Even if your workplace does hold an official party, issues can arise at the end of the night if someone is not invited to the after-party. In one case, an employer was held <a href="https://www.irishexaminer.com/news/arid-10080925.html">liable</a> for both discrimination and harassment after employees used derogatory language about a colleague who was a member of the Traveller Community and was deliberately excluded from an after-party.The employer explained to the tribunal that it had not been involved in organising the Christmas party or making any financial contribution towards the event. But the employer still took the blame for the exclusion and for the poor treatment of the employee by their colleagues and had to pay €5,000 in compensation.Inclusivity is also key when sorting out venues, activities and even themes. Not everyone celebrates Christmas, for example, so you might need to think about arranging something that doesn&#39;t solely revolve around alcohol and providing non-alcoholic alternatives for people that don’t drink for either personal or religious reasons. You may even want to consider organising an event during the day to facilitate staff with evening caring commitments, for example.Harassment and sexual harassment at a work partyJust because the Christmas party is held at a hotel, restaurant, bar, nightclub or other venue, it doesn&#39;t relieve your employer from responsibility for ensuring employees behave in line with workplace policies on dignity and respect. Your employer is still <a href="https://www.ihrec.ie/documents/code-of-practice-on-sexual-harassment-and-harassment-at-work-2/">responsible</a> for preventing harassment or sexual harassment at an event, just as it is in your workplace.In 2020, the WRC <a href="https://www.workplacerelations.ie/en/cases/2020/september/adj-00025776.html">ordered</a> an employer to pay €25,000 in compensation, as the employer was deemed responsible for the sexual harassment of an employee at a social function even though the employer had not formally organised this event. Staff had agreed to meet in a local pub after work to watch a match. All staff were present in the same area of the pub when one employee was subject to inappropriate touching by her employer during the evening.The WRC <a href="https://www.workplacerelations.ie/en/cases/2020/september/adj-00025776.html">ruled</a> that the employer was liable for the sexual harassment as this occurred in the course of the complainant’s employment. The employer was also instructed to undertake an independent audit of its Dignity and Respect at Work policy to ensure compliance with the <a href="https://www.irishstatutebook.ie/eli/2012/si/208/made/en/print">Employment Equality (Code of Practice)(Harassment) Order 2012, SI No.208 of 2012</a>, to disseminate the updated policy to all existing and new employees and to provide information and training on the applicable policies and procedures to all staff.Any unwelcome verbal, non-verbal, written or physical conduct can <a href="https://revisedacts.lawreform.ie/eli/1998/act/21/section/14A/revised/en/html">lead</a> to a claim of harassment or sexual harassment if it is linked to discriminatory grounds. This means, for example, making inappropriate comments about someone’s age, sexual orientation or race could constitute harassment at work. While workplaces are often viewed as a place to meet a potential life partner, suggestions of a kiss under the mistletoe (or more) at a work Christmas party may not be welcomed by everyone.In <a href="https://www.equalityni.org/ECNI/media/ECNI/Cases%20and%20Settlements/2023/Lyons-v-Starplan-Judgement.pdf">a case heard by the Northern Ireland industrial tribunal</a>, a male employee engaged in non-consensual hugging of a female employee from behind, touched her and made inappropriate comments at a work Christmas party in a restaurant. She immediately made it clear this behaviour was unwelcome. After complaining to her employer following the event, she was then treated differently at work and ultimately felt forced to resign. She was <a href="https://www.equalityni.org/ECNI/media/ECNI/Cases%20and%20Settlements/2023/Lyons-v-Starplan-Judgement.pdf">awarded</a> nearly £19,000 in compensation for the sexual harassment experienced at the work Christmas party, the subsequent victimisation and unfair dismissal.<h2>What if something bad happens?</h2>If you believe that you have been treated differently or harassed during a work-related event, use your company&#39;s internal complaints mechanisms so your employer can investigate. If you feel your employer’s response or handling of a complaint is unsatisfactory, you can <a href="https://workplacerelations.ie/en/complaints_disputes/making_a_complaint/">complain</a> to the Workplace Relations Commission within six months of an incident. You also have <a href="https://www.irishstatutebook.ie/eli/1998/act/21/section/74/enacted/en/index.html">a right to complain</a> if you are treated differently or victimised for raising a complaint.When employers organise or fund a party, it&#39;s worth appointing a responsible person to oversee the event -- before and during. While it may not be a popular move, limiting free bars can help limit bad behaviour, as can issuing a reminder beforehand about the relevant workplace policies on harassment, sexual harassment, dignity and respect in the workplace, as well as the internal complaints procedure. Employees might also need reminded they are technically still at work and should behave accordingly.Of course, most office parties go off without a hitch. The Gas Networks Ireland Apprenticeship Programme is now open. Gas Networks Ireland is recruiting apprentices to commence training in October 2024.The apprentice will train and qualify in one of the following crafts:<ol><li>Mechanical Automation and Maintenance Fitting</li><li>Electrical Instrumentation</li><li>Plumbing</li></ol>We will partner with SOLAS over the four-year programme ensuring our new apprentices are trained to the highest standard. The training will include on-site training with Gas Networks Ireland Technical training coaches where the apprentice will get practical experience on the gas network. This specialised training will take place in our Technical Training Centre. The apprentices will also attend formal classes in the Educational Training Boards and in the appropriate Technological University. The apprentices will attend ‘Understanding the Business’ modules to ensure they have an appreciation of the entire Gas Networks Ireland business and will partake in personal development training. On completion of the Apprenticeship Programme, successful trainees will be awarded a QQI Advanced Level 6 Certificate. Minister for Further and Higher Education, Research, Innovation and Science Simon Harris TD and Minister of State for Further Education and Skills Niall Collins TD have today announced a record number of apprentices registered in 2023, with significant numbers registering to join construction trades.The Ministers also confirmed 17 new apprenticeship programmes are proposed for this year including four in the area of construction, while a further six in areas such as firefighting and paramedics are in development.The announcement comes as figures show the apprenticeship population has increased to 27,470, with a record 8,712 new registrations in 2023. 6,588 of these are in the craft area.Speaking today, Minister Harris said:<blockquote>“Increasing the number of apprentices and apprenticeships is crucial if we want to meet the targets this Government has set under Housing for All and the Climate Action Plan.</blockquote><blockquote>“We know we need thousands more workers in some of our key craft sectors and to help achieve our climate goals.</blockquote><blockquote>“The future of this country will be safeguarded by our skilled apprentices so we must put all the tools at the disposal of young people to avail of these opportunities and get trained in areas where there is need for an increase in workers.</blockquote><blockquote>“By 2025 we set the target of 10,000 new apprentices every year and we are very close to reaching that target with close to 9,000 last year.</blockquote><blockquote>“We want to make apprenticeships as accessible and available as possible.</blockquote><blockquote>“That requires us constantly altering and changing what we can offer to people. I am really pleased to see some key areas now moving to this way of delivering third level education.</blockquote><blockquote>“Importantly, this includes paramedics, social workers, roofing and cladding, and a Level 8 and Masters in Civil Engineering.</blockquote><blockquote>“The Action Plan for Apprenticeships commits us to reaching 10,000 new registrations every single year. Record Numbers apply for  Apprentices in '23 & New ones on the Way

The Minister for Transport Eamon Ryan today announced that extended fare discounts for young adults are now live so that 24 and 25 year olds can also avail of 50% fares on public transport.This latest expansion means that those aged between 18 and 25 years and full-time third levels students aged 16 and above, can travel half price on all PSO and participating commercial bus operator services, making Ireland one of the best value public transport countries in Europe for young people.Speaking about today’s announcement, Minister for Transport, Eamon Ryan said:<blockquote>&quot;This is really good news for those aged 24 and 25-years-of-age, who can now also avail of half price fares on their public transport journeys on all PSO and participating commercial services. We are seeing big increases in public transport passenger numbers and this is being led by young people in particular who are using our buses and trains more to get to and from college, training, sports facilities or just to meet up with friends in their local towns. With this extension, it also means that more young people who may be staring along their work paths can also enjoy lower cost travel.”</blockquote><blockquote>“Fare initiatives such as this extended Young Adult Card, the Student Leap Card, the 90-minute-fare, and the 20% average fare reduction for all adults on PSO services are making a marked difference to people’s individual travel costs, but also to our collective ambition to reduce emissions from transport and to help reduce congestion in our cities and towns.”</blockquote>Anne Graham, CEO of the NTA said: “The expansion of the Young Adult Leap Card means a new cohort of young adults are now eligible to apply for cheaper travel on public transport until their 26th birthday.“This development will make public transport more accessible to those aged 19 to 25 or students in third level education.”The Government is strongly committed to enhancing and expanding public transport service provision across the country. These additional discounts come alongside a 20% fare reduction for all who choose to travel by public transport alongside significant investment in new public transport developments through projects like BusConnects and expansions to the DART system. Sustainable transport options are being improved through rural communities with 62 new and enhanced bus services launched in 2023 – more than one a week. These exciting developments will help to further support those who choose a shift away from car use and help to reduce Ireland’s transport emissions.These combined transport initiatives are having a significant impact on increased passenger numbers. Bus passenger numbers overall are up approximately 15% on 2022 with passenger numbers on Connecting Ireland rural services surging to about 106% over 2022 figures.As part of Budget 2022, Minister for Transport Eamon Ryan and the National Transport Authority launched the 50% public transport fare reduction for young people aged between 19 and 23 years, the scheme was later expanded to include the commercial bus sector in September 2022, and further extended in October 2022 to include third level students aged 16 to 18.The low fares apply to all subsidised public transport journeys on Dublin Bus, Iarnród Éireann, Bus Éireann, Luas, Go- Ahead, TFI Local Link, and on participating commercial bus services.
