A Senior Executive Technician is the fourth tier within the five grade Local Authority Technician grouping, which ranges from the entry grade of Technician Grade 2 up to the post of Chief Technician. Technicians work as part of a multi-disciplinary team within one of the previously outlined Local Authority Directorates to deliver a wide variety of key local authority services. These include social housing; transportation infrastructure; environmental protection; water, wastewater, & solid waste, recreation and amenity provision and community development.  Local Authorities also play a key role in supporting economic development and enterprise promotion at local level. The Council employs several different disciplines of Technicians including civil/structural, environmental and architectural/building. This competition relates to Architectural Technicians. Technicians can be based in various locations throughout the organisation including the headquarters in Tullamore or Municipal District offices situated in strategic locations through the county. A Senior Executive Technician will from time to time be required to deputise for more senior personnel and must be willing to take on this challenge. The Senior Executive Technician Architectural will be part of an in-house design and project management team working primarily on social housing but, from time to time may work on civic/council buildings, public realm works and conservation works. The post holder may be required to work outside his/her normal job description from time to time.   The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require: ·       Prepare, develop, and manage detailed architectural drawings, specifications, and contract documentation for a range of public sector projects. ·       Coordinate the design process across multidisciplinary teams (architects, engineers, QSs, and external consultants) to ensure fully integrated project delivery. ·       Ensure all designs comply with Irish Building Regulations, planning requirements, and statutory obligations, including BCAR. ·       Progress projects through all stages, including feasibility, Part 8 planning, departmental approvals, tender, construction, and completion. ·       Manage and navigate departmental approval processes, ensuring timely sign-off at key project stages (e.g. design approvals, budget sanction, tender stage, and contract award). ·       Liaise with senior management and relevant departments (e.g. Housing, Planning, Finance) to secure necessary approvals and ensure alignment with council priorities and procedures. ·       Assist in the preparation of tender documentation and participate in procurement processes in line with OGP and public procurement guidelines. ·       Administer contracts under Public Works Contracts (GCCC), including monitoring progress, managing variations, and reporting on performance. ·       Undertake/arrange site inspections to monitor quality, progress, and compliance with specifications, health & safety standards, and contractual requirements. ·       Liaise with contractors, consultants, statutory authorities, and stakeholders to resolve technical issues and maintain project delivery. ·       Prepare reports, briefings, and presentations for senior management and elected members, clearly communicating technical and project updates. ·       Support delivery of sustainable and energy-efficient design solutions, meeting NZEB and climate action targets. ·       Maintain project records and documentation in accordance with BIM and public sector information management requirements. ·       Respond to queries from the public, tenants, and stakeholders, particularly in relation to housing and capital projects. 4. Work Base: Offaly County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. 5. Working Hours: The working hours at present provide for a five day, thirty-five hours working week, hours may vary from time to time. The working hours may be reviewed at any time by the Council. The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remunertation will be paid in respect of such activities. The provisions of Offaly County Council’s Time and Attendance Policy is applicable to this grade at the current time. A flexible working hours system is in operation subject to the terms and conditions of the Time and Attendance Policy. 6. Annual Leave: The current annual leave entitlement is 30 days. THE ROLE This is a senior position within the Planning Department reporting to the Senior Planner and/or another employee nominated by the Chief Executive. The Executive Planner is responsible for managing elements of the Planning Department and providing a multiplicity of services to Local Authorities. Overseas qualifications must also be accompanied by a translation document. Failure to do so will deem your application inadmissible***   The Ideal Candidate Shall:   The ideal candidate shall be able to demonstrate the following;   • have experience of analysing and considering new and emerging national and/or regulatory policies and guidelines in a town planning context with a view to assessing the implications of such developments and responding to same. • have experience of preparation or assessment of planning applications and pre-application proposals in the context of applicable planning policies and regulations. • have experience of participating in managing and leading multi-disciplinary and cross functional teams and have the ability to motivate, empower, encourage and achieve maximum efficiency and value for money from the personnel and processes under his/ her control. • have a track record of delivering results. • have an understanding of Local Authority services and structures in Ireland, particularly as they relate to the planning function, or have the ability to quickly acquire same. • be capable of working in close consultation with key stakeholders and in seeking co-operation and consensus with a whole range of bodies and representative groups. • be experienced in meeting regularly with stakeholders, providing updates, presentations and reports, taking customer feedback and ensuring any learning from same is used to enhance the operations of the organisation. • be experienced in contributing to the operational and strategic planning processes and in the implementation of the agreed aims of same. • have excellent interpersonal, communication and influencing skills. • have good knowledge and awareness of statutory obligations of Health and Safety Legislation the implications for the organization and the employee, and their application in the workplace. • have experience of managing finance and budgets and ensuring value for money. • have experience of providing information on the pattern of demand and activity and the skills to schedule/programme the carrying out of work. • have good general ICT skills. • have a focus on the customer and on service improvement including taking ownership and resolving issues arising.   On the date of appointment persons must possess a current unendorsed full driving licence (Category B), as successful candidates may be required to drive a vehicle in the course of their duties. Key Duties:   The main duties and responsibilities of the role of Executive Planner include, but are not limited to, the following: -   • To assess planning applications and pre-application proposals against the Council’s policies and provide recommendations and policy responses to these as required. • To prepare and implement development plan documents and prepare reports on these matters for the appropriate Committees of the Council. • Interacting with Planning Authorities in matters related to preparation of Development Plans, Variations, etc. • Liaising and working with other planning authorities and other public authorities on all aspects of implementation. • Monitoring and reporting on implementation progress. • Monitoring and assisting with county development plan and local area plan preparation/reviews. • Implementing agreed milestones and timescales, setting achievable targets and indicators. • Assist in public consultation and engagement exercises related to Planning. • Assist individuals, groups, etc. on regional planning matters as requested. • Report regularly and as required on regional planning issues. • Carrying out planning enforcement duties. • To supervise and manage staff in their functional area as required. • Any other associated duties as may be assigned from time to time.     Competencies for the Post:   Key Competencies for the post include the following and candidates will be expected to demonstrate sufficient evidence within their application form of competence under each of these. THE PRINCIPAL TERMS & CONDITIONS   1.        PARTICULARS: The position is whole time, permanent and pensionable. The Council reserves the right to, at any time, re-assign an employee to any department now or in the future     2.         PROBATION: Where a person who is not already a permanent employee of this local authority is appointed, the following provisions shall apply: (a)         There shall be a period after appointment takes effect, during which such a person shall hold the position on probation: (b)        Such period shall be ten months but the Chief Executive may, at his/her discretion, extend such period (c)         Such a person shall cease to hold the position at the end of the period of probation, unless during this period the Chief Executive has certified that the service is satisfactory: (d)        There will be ongoing assessments during the probationary period. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice.   3.         REMUNERATION: The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform.   The salary scale: € 59,607 - €82,108 LS2 – EL 03/2025   In accordance with EL02/2011 starting pay for new entrants will be at the minimum of the scale. The rate of remuneration may be adjusted from time to time in line with government policy.   4.         DUTIES: The duties shall be such as may be assigned to the employees from time to time by the local authority and shall include the duty of deputizing for other officers of the local authority, when required, and such duties as may be assigned to them in relation to the area of any other local authority. 5.         SELECTION PROCESS: Candidates will initially be assessed to ensure that they meet the minimum specified eligibility criteria for the position.   a.   Shortlisting Shortlisting may apply based on the information supplied on application forms and the requirements of the position as set out. It is expected that given the qualifications and experience of prospective applicants the short-listing requirements may be significantly higher than the minimum qualifications and experience requirements set out for the post.   b. Competitive Interview Selection of candidates for appointment shall be by means of a competitive interview, conducted by or on behalf of the local authority. The Council is committed to a process of selection on merit, based on fair and open competition. The criteria for judging suitability and ranking will be related directly to the qualifications, attributes and skills required to undertake the duties and responsibilities to the standard required in the post.   c. Panels Following completion of interviews, panels may formed as described on page 2, the duration of which is at the discretion of the Council. While a panel remains in force, offers of temporary or permanent employment may be made subject to confirmation of qualifications and satisfying clauses in relation to health, character, or other requirements of the particular post. Persons to whom an offer of employment is made must take up duty within 1 month from the date of offer, or such extended period as the Council may agree, otherwise, the Council may decide not to appoint them.   d . References/Documentary Evidence Each candidate may be required to submit as references the names and addresses of two responsible persons to whom is well known to them but not related. Candidates may be required to submit documentary evidence to the local authority in support of their application.   e .
