As confirmed in <a href="http://www.moneyguideireland.com/budget-2019-forecasts.html">Budget 2019</a> a Christmas Bonus of 100% was paid in the first week of December 2018 to long term welfare recipients, approximately 900,000 recipients costing an estimated €265 million.Meanwhile PAYE and Self-Employed workers who get up every morning to keep the country running are still paying USC and the same taxes all year round and will have to struggle right through to January Payday. While we’re really happy that families on welfare payments won’t have to struggle so much over Christmas, we’re thinking that it would be nice for the Government to acknowledge PAYE workers also. For some it will be a long &amp; worrying time, unfortunately not all workers are better off because they are “lucky” enough to have a job. The real truth is that for many Irish workers their salary is just not enough to cover the very basics. Rent or mortgage, food, utilities, childcare, medical expenses, school costs, etc., and any change to normal routine of basic living brings escalated stress when you’re living on the bread line. Not all employers can afford to pay workers a Bonus either, so it’s hit and miss for some employees and even those that get a Christmas Bonus will be taxed on it.It raises a number of questions, one being should workers, particularly those on minimum wage receive a tax break in December to get them through Christmas and to thank them for getting up in hail, rain and snow all year round?Note: The Christmas bonus should not be confused with the annual “double week” of welfare and pension payments made just before Christmas. As the Christmas Exams come to an end, students doing their Junior or Leaving Certs in 2019 may already be thinking about their choices ahead and this includes decisions about continuing on education to College or taking up an Apprenticeship Opportunity. But are we talking our kids out of “Trades”?We need trades people so badly, who fixes your lights, leaks and motor problems when you have an emergency. Who&#39;s going to build all these houses we need in the future? Unless we promote and invest in trades and traineeships we could find ourselves in very deep water.The minimum age to take up traditional craft apprenticeship is 16 years of age, people this age rely on us as parents and supportive adults to help them make the right decisions. We’ve all dreamt about our kids going to University – the photograph with the cap and gown, scroll in hand. The proud parents gleaming with pride and the Grandparents in the shot too if we’re lucky. We work hard to give them the very best, to let them have opportunities that we could only dream of. But what happens if a young person decides that academic life is not for them? For some young people, ‘coming out’ and telling their parents that they want to leave school between 16 - 18 to do an Apprenticeship is a very difficult task. Yes, they might be a very bright child but that doesn’t matter, they may want to take a different learning path. Initial reactions may be shock and disappointment, we may even try to talk them out of it, “it’s only a phase”, “you’ll enjoy next school term better”. If the child won’t listen this may even turn to anger after all the years you’ve “slaved” to give better opportunities. But it’s not the end of the World, the healthiest way to react to a young adult who’s having “such thoughts” is like everything else. Hear them out, listen carefully, try and understand why they want to do this, support them and research the options with them before jumping to conclusions. They are not “going to ruin their lives” due to non-conformity of your plans, these represent your dreams not theirs. Dropping out of school or college early to enter the workforce in a “learn as you earn” programme such as an Apprenticeship or Traineeship is not a failure. It can be a very rewarding and positive experience for both parents and young adults if planned carefully and with the full support of those around the person in question. Many people before them have become very successful without a formal college degree. When it comes to big decision making, young people need your support more than ever, so have their back, embrace their feelings, research with them, educate yourself about the options out there and then if they still feel the same about their decision – do what all good parents do...support them all the way and be very proud when they graduate in their field. We&#39;d be lost if we didn&#39;t have trades people and there have been recent media reports that as a country we&#39;re way off targets for number of people registering for Apprenticeships in Ireland. Leaving Cert, Degree or Apprenticeship?

As unemployment rates drop and employers struggle to recruit for specific roles across the Nation, we take a look at unemployment blackspots, industries impacted and employment schemes being implemented throughout the country.So, we’ve come a long way from the 15% unemployment rate at the height of the recession in 2012 to a post-crash low of 5.1% recorded July ‘18. Not bad at all compared to our EU counterparts in Greece and Spain who are recording 19.0% and 15.3% unemployment rates respectively. As a matter of interest the lowest recorded rates in Europe at the moment are Czech Republic 2.2% and Germany 3.5%.But while we’re improving well as a country, recovery brings its own problems for employers and statistics expose blackspots where families are still struggling to make the break from poverty and overcome barriers to employment.<h2>The statistics </h2>According to CSO figures available from the last full census, there were 79 unemployment blackspots across the country. A blackspot refers to an area with at least 200 people in the labour force where the unemployment rate is 27% or higher.In Dublin, the worst affected areas included; Priorswood 36%, Tallaght 33%, Clondalkin 32% and Ballymun 32%. Outside Dublin some of the highest hitting unemployment blackspots were in Johns A Electoral District, Limerick; Deanscurragh, Longford; Larchville, Waterford; Cavan Urban District, The Glen, Cork and Clonleigh South, Donegal. (See the full list of Unemployment Blackspots by Electoral District below).Meanwhile employers across the country are struggling to fill vacancies and they’re not all highly academic roles either. In a recent press article, Paul McGrath a horse breeder from Waterford expressed his concerns for the Horse Industry saying; “We do not need people with Degrees - we badly need those with common sense and who are willing to learn.” The Irish Thoroughbred Breeders Association are actively working on finding solutions for the industry and recently launched a new Apprenticeship scheme along with other incentives to attract particularly young people with an interest in Horses.The booming Pharma Industry is also struggling to fill vacancies. It’s estimated that over 10,000 new jobs will be created by 2021. Free courses are on offer for unemployed people for Certificate courses in eBioPharmaChem and other similar areas through Springboard at the moment. These courses aim to upskill candidates who have transferable experience and it doesn’t have to be Pharma or Lab experience either. Work experience in manufacturing, maintenance, technical skills or engineering are highly desirable. There’s a “75% job success rate within 6 months” for participants completing these courses and you could receive 30% more than the national average salary.<h2>Skills Shortages in Ireland</h2>We’ve all seen the media coverage as the hospitality industry faces skills shortages too. Although Fáilte Ireland, The Restaurants Association of Ireland, Solas and Institutes of Technology across Ireland are working together to solve the problem by establishing new Chef De Partie Programmes and Culinary and Hospitality Courses to attract more trainees into the industry. They’re also trying to source chefs from across the pond.Meanwhile, community programmes, Local Partnerships and Job Centres are expanding their services to provide short and long term unemployed people with access to training, support and placement opportunities. Funding is being provided to unemployment blackspots to address specific needs of local people, one of these centres, the Ballymun Job Centre in Dublin just launched their 4 year strategic plan. It will support jobseekers, particularly disadvantaged jobseekers to have access to sustainable labour market participation. One programme includes working with the local Drugs Task Force, designing and running courses for people in recovery from addiction who want to return to education and employment.At JobAlert, we help employers fill jobs, but we are also passionate about working with community services across the country. <h2>THE GOOD THE BAD AND THE UGLY - Don’t be a Cowboy, write a decent Job Ad</h2>At JobAlert.ie we&#39;ve seen first-hand some very well written Job Ads, but also some very badly written ones too. As part of our service we review and give advice to advertisers before their jobs go live! Thankfully in the majority of cases we’re not talking about legal non-compliance but mostly a lack of relevant information that impacts whether or not an employer fills the vacancy quickly. Albeit, we have saved a few court cases, that’s for sure! Depending on the experience of the recruiter it can be hit and miss when it comes to what employers put in Job Ads, hoping to attract the perfect candidate. We’ve had Ads uploaded with just one line; “Receptionist required for busy office in Dublin” and then the employer will be surprised why they cannot fill that job! Thankfully, the Country is almost at full employment but the downside for employers is that it’s an employees’ market and as recruiters we really have to try a bit harder to attract the talent required. So, don’t be a Cowboy, sit down and write a decent job ad outlining exactly what is “Wanted”, spend the time and reap the benefits. Based on what we’ve seen over the last year, we’ve put together a few tips for all organisations big and small.<h2>Job Title</h2>Ensure the job title accurately describes the Job. If you have the authority to review or change a title ensure it is simple, engaging and accurately describes the job. 
Please avoid quirky job titles that contain words such as ‘rockstar’, ‘guru’ and ‘ninja’, believe me we’ve seen them all and they just confuse people and will not help when candidates do a word search to find their perfect job. <h2>COMPANY INFORMATION</h2>Positively introduce your organisation. With current low unemployment rates, it’s much more important than ever to sell your company and the position on offer to prospective employees. 
You should include; who you are, what you do, your exact location.
Try to add something nice that shows the culture, vision and working environment of your organisation, this will set you apart from other recruiters. You can do this by including keywords and phrases like; customer focused, hardworking, we value creativity, innovation and teamwork, we enjoy hard work and social nights out to de-stress or maybe you have occasional ‘Pizza Fridays’. You could also list any awards, major achievements or anything that you think makes you an interesting employer.
More recently larger organisations are using videos and testimonials from current employees to promote their organisations. You don’t need a big budget, you can make a simple video even if you are a small company who’s recruiting. You just need a smart phone and a fun, creative team to talk about a day in the life of working in your business.
<h2>Why are you hiring?</h2>Expansion, new business, growth, seasonal requirements, maternity leave cover etc., if there is a specific reason, think about putting it in.<h2>The Position</h2>Location: Where will the person be based? If travel is a requirement please outline the details.Shifts / Days of Work: Let people know when they will be required to work, days, hours, start time, end time of shifts and if flexibility is required? Is there an opportunity to work overtime, is it compulsory? Will they be required to work weekends and holidays?Description: In a short paragraph, briefly, describe the position being offered using positive language, but be realistic and avoid using abbreviations or jargon. Use bullet points to list the most important responsibilities, this will make it easier for candidates to scan.
Skills and Requirements: It is important that you divide “must haves” as in necessary requirements for the job and “good to have’s” as in desirable requirements. Again, use bullet points to list; relevant qualifications, competencies, skills and work experience required.
What qualities does the ideal candidate have? Rather than just listing traits like “good communicator” maybe say “in this role you will need to be able to write accurate reports and work under pressure” or “in this role you will need to be able to communicate effectively with customers over the phone and answer their queries in relation to ……” 
Only list points that are relevant to the position, and don’t overdo it! 
Please keep in mind current legislation. For example, you must comply with all applicable laws, including the Disability Act 2005 and the Equality Act 2004 including all 9 grounds: gender, marital status, family status, sexual orientation, religion, age, disability, race and members of the traveller community.

Ensure you list everything that may attract candidates, particularly if there’s a company car, van, mobile phone or laptop.

At a recent event, I spoke about a “barrier to employment” that took me by surprise back in the late 80’s when I left Secretarial College. I was advised by the FAS office to think about taking the ‘Ballymun’ address off my CV and maybe use a relation&#39;s address instead to give myself a better chance at getting an interview. An interview for work experience, I might add considering that we were at almost 17% unemployment at the time. On the bus home from Westmorland Street I was trying to think if I had any Posh Aunties. I&#39;d hate to think that prejudices like this still exist today, but can only imagine how a person who has to put a hotel address on their CV now feels! The Minister for Housing was in attendance, a lovely man Damien English, so I felt it had to be mentioned as the number of families living in Emergency Hotel Accommodation rises.<h2>Other barriers to employment </h2>Other barriers to employment exist today though too, for example education and minimum qualification requirements still pose an issue. This is particularly unfair where it is not really a requirement for the job, but just a company policy or nice to have “just for the sake of it”. Lots of people leave education early for various reasons, most of which have nothing to do with academic ability. For example, it could be financial pressures or family situations at that time. Doesn’t mean that a person is stupid or lacks ability, commitment or competency to do a good job. In my experience, I have found quite the opposite working alongside both college graduates and employees who started working at 16-18 years of age. As one famous Dragon’s Den contestant said, “Daddy can’t buy you cop on in Trinity College”! I’ll say no more on that subject.Of course, promoting education and encouraging students to stay on in education longer is a great thing and we need to promote it; we just need to get the balance right when it comes to employment opportunities.Thankfully I’ve noticed some of the larger organisations are copping on, for example we did some big campaigns recently where educational requirements were removed and instead employers were looking for candidates with certain competencies and transferable skills that would fulfil the requirements of the role. They would train up everything else once they got the right people. These companies realise the potential of having both graduates and non-graduates working together in one team, this makes up for any shortfalls in common sense and problem solving skills. Non-graduates are also hard workers, have an ability to empathise with clients on a different level and they become very loyal employees, something that’s very important as we reach almost “full employment” which currently stands at 5.3%.We need to also have opportunities for early school leavers such as traineeships and apprenticeships. Welcoming young people into the workforce in any capacity as soon as they leave school will help not only them but also our economy and communities in general building a stable workforce.<h2> Online Applications</h2>Another area we looked at was digital application processes. These can pose a barrier to employment also to jobseekers who don’t have IT skills and who don’t need to use computers in the course of their job. Why should someone have to spend 45 minutes filling out an on-line assessment, uploading files etc., when applying for a basic entry level general operative job, or to be a part time cleaner? They may not be able to apply for the job unless they have the support of someone who is IT savvy - they may just give up. We feel there should be options, alternative routes for applications - not just one size fits all.<h2>Welfare Dependency – this is a big one!</h2>Welfare Dependency or as we hear people saying the &quot;Benefit Trap&quot; is another issue today. From what we can see and what we are hearing from employers, there is a real “fear” amongst jobseekers at the moment that are currently in receipt of benefits and living in private rental properties. It’s not that these people don’t want to work! It’s not that they aren’t capable of working, but you need to look more deeply into their situation before you judge.Take for example, a family who are currently renting in Dublin or one of the larger cities. Rents could be as high as €1,800 - €2,000, so during the recession the main bread winner became unemployed and now they’re in receipt of rent support/supplements. They could now be fearful that if they take on a job and their pay exceeds certain thresholds that they may lose the roof over their heads. They could potentially lose the safety net of ‘rent supplements’ and could possibly be unable to afford escalating rent prices if they have to do this alone on one wage.Some employers have reported a feeling of being “interviewed” by jobseekers about the amount of overtime they would be expected to work? They get requests from candidates asking if they can only work 3 days a week etc., . The general consensus is not that the candidates do not want to work but that they are trying to stay safe and make good decisions for their families. Which to be honest is quite understandable taking into account all the publicity about the current housing crisis.I’ve tried to research this more, reading literature online regarding how Rent Supplements work / HAP etc., but it’s a bit of a minefield and possibly the concerns and fears are unfounded, maybe the Government has structures in place to help people out as they transition back into employment? Try Putting a Hotel Address on Your CV - Barriers to Employment

Sometimes it can be difficult to recover from an unsuccessful interview, particularly when you felt that it went really well. But there is no need for despair. Try not to dwell too long on the negative result as it will only dent your confidence. It’s more important to dust yourself off and move forward to the next opportunity. Of course, spend a little time reviewing the answers you gave and if you feel you stumbled on some questions write these down and research how you could have responded more appropriately.

Overall, you must not forget the bigger picture. If there was only one job and many candidates, it’s a bit of a lottery – someone had to lose and while rejection is not pleasant, you must not blow it out of proportion. Instead keep your mind focused on other opportunities and continue to present yourself to the best of your ability.

Be selective about what positions you apply for. Don’t be afraid to turn down opportunities pitched to you as perfect by recruitment agencies. If you feel that you do not meet the requirements of the position don’t waste your time instead focus on finding the perfect match for you in a company that you want to work in.
You can always ask for feedback post-interview if you think it will help you going forward. Some companies will give feedback but you might have more chance of getting feedback if a recruitment agency was involved in the process.

If you badly messed up in the interview, for example if your nerves got the better of you, you might want to send an email to the interviewer thanking them for taking the time to see you. You could explain that you did not perform as well as you could have due to nerves and ask them to keep your CV on file should another position become available. It may or may not work but it will at least explain what happened and show a certain amount of enthusiasm.
