ICT Officer

The postholder may be required to work additional hours and outside normal working hours to meet the needs of the post. Duration: Permanent The Council may retain a list of reserve candidates arising from this recruitment for any vacancies which may arise that are the same or similar and are of an equal grade of pay throughout the Council area. Such a reserve list will be compiled and held for a period of 12 months. JOB PURPOSE The postholder will work as part of the Network and Infrastructure Team, which provides the complete ICT network including local servers, cloud infrastructure, Wide Area Network, communications, and ICT security. The postholder will play a lead role, assisting and supporting the Network and Infrastructure Manager in deploying, supporting, and developing the core ICT infrastructure. The postholder will work to ensure continuity of service and integrity of Council information and systems. The postholder will work as part of a team responsible for the communications links, hardware, and software which make up the Local and Wide Area Networks of the Council. In cooperation with the ICT Network and Infrastructure Manager, the postholder will lead on the design and implementation of the security framework for the Council network and infrastructure. MAIN DUTIES AND RESPONSIBILITIES Work as part of the Infrastructure Team providing management and delivery of core network, server, and communications services to users and elected members. Work with the ICT Network and Infrastructure Manager (NIM) to ensure appropriate measures are implemented to provide efficient and effective performance management, continuous improvement, and transformation of these services. Support and assist the ICT Network and Infrastructure Manager in the management and delivery of change to create an ICT service appropriate to the needs of the organisation in line with the Corporate Plan. Contribute to the development and implementation of the ICT Strategy and infrastructure plans to support this strategy. Work with colleagues to continuously develop, implement, and review strategies, policies, and projects that deliver the Council’s key aims and objectives. Work with the ICT Network and Infrastructure Manager to deliver a Council Network and Infrastructure Strategy describing how network services will be provided to users in the future and that integrates with other ICT strategies. The strategy will detail the development, expansion, and maintenance of the network and the use of cloud services. Work with colleagues within the department and across the organisation to develop and implement Disaster Recovery and Business Continuity (DR and BC) arrangements to ensure access to core Council systems and resources in a DR or BC situation. In cooperation with the ICT Network and Infrastructure Manager and ICT Service Manager, contribute to the creation, review, and update of ICT policies and procedures which support and enable the ICT strategic plans. Work with the ICT Network and Infrastructure Manager to design, implement, maintain, and develop Local Area Networks across approximately 70 sites within the Borough, ensuring the security and integrity of Council infrastructure, data, applications, and communications. Provide consistent and secure access for Council Departments, related organisations, and elected members, ensuring users and user devices are connected to the wider Council network. As part of the Network and Infrastructure Team, design, implement, and maintain network communications interconnecting approximately 70 sites using services from network providers, Council-owned Wi-Fi equipment, and Council-owned fibre. Work with the Network and Infrastructure Team to deploy and manage all aspects of the organisation’s server infrastructure. Ensure all systems are maintained, patched, and kept up to date, and that security is maintained across all ICT resources. Ensure that all documented backup procedures are carried out and completed successfully on a daily basis. Ensure backup procedures are maintained and kept up to date, covering all Council servers and cloud infrastructure to contribute to the resilience of Council systems. Ensure all backup documentation is up to date and that restore procedures are regularly tested. Work with the Network and Infrastructure Team to implement and support the Council’s cloud infrastructure on the Council’s chosen web platform, ensuring very high levels of availability and resilience. Ensure integration between cloud services and all onsite resources and that all cloud resources, systems, and data are backed up appropriately. Implement ICT security programmes covering all aspects of ICT services including local networks, wider network communications, cloud infrastructure, management information systems, and cyber security. Continually review, assess, and improve network security within the organisation. Work with the Network and Infrastructure Team to manage a network monitoring regime of the core computer systems, networks, and infrastructure of the Council using the Council’s SIEM solutions to ensure high levels of performance, integrity, and availability of Council systems for staff and elected members. Monitor to identify any irregular activity resulting from malicious attacks, misconfiguration, or unacceptable use by Council users. Ensure documentation and records describing the nature and design of the Council infrastructure exist and are maintained and kept up to date. Ensure any changes to network infrastructure are approved by the ICT Service Manager and documentation is updated accordingly. Identify requirements, create specifications, and procure infrastructure solutions for the organisation. Ensure value-for-money solutions that meet business needs and utilise current and emerging technologies to achieve goals outlined in the Corporate Plan. As part of the ICT Incident Response Team, respond to various types of incidents and collaborate in resolving advanced and complex system issues, coordinating with other teams and colleagues to resolve problems when they arise. Act as an advocate for ICT matters. Actively identify opportunities for staff to use technology to drive business and service improvement across the organisation. Advise and educate users on good practice and continually improve awareness of ICT security, good practice, and general technology available within the Council. Keep abreast of professional development issues and take responsibility for personal learning and development. Undertake any other relevant duties that may be required and are commensurate with the nature and grade of the post. Qualifications and Training Driving Requirements Hold a full current driving licence (valid in the UK) and have access to a form of transport, or have access to a form of transport which will permit the applicant to carry out the duties of the post in full.
