Hairdressers, Hotels and B&Bs set to open end of June

Interesting statistics released this week, show that over 33,000 people have closed their claim for the Pandemic Unemployment Payment in the last week, bringing the number of people who signed off it so far to 108,000. The top 3 sectors in which people returned to work were, 7700 in the Wholesale, Retail Trade &amp; Motor Repairs industry, 5,300 in Construction, 2,500 in Manufacturing and a further 2,400 employees in Accommodation and Food Service activities.In relation to Enhanced Illness Benefit that was introduced for people who have either been diagnosed with COVID-19 or who had symptoms and had to self-isolate, over 11,700 were in the Human Health &amp; Social Work sector, followed by 10,800 in the Wholesale and Retail Trade and 6,800 in Manufacturing.The COVID-19 payments have been extended until end of August and the Government has urged people to sign off when they are offered their jobs back. The easiest way to close a claim for the Pandemic Unemployment Payment is online via <a href="www.mywelfare.ie">www.mywelfare.ie</a> . Any worker returning to work with an enquiry about closing their claim, can contact the department’s dedicated income support helpline at 1890 800 024 (Monday to Friday from 9am to 5pm).The Department of Employment Affairs and Social Protection are continuing to carry out checks to ensure that claims are valid.Full Details can be found below in the Official Department Release Update on payments awarded for COVID-19 Pandemic Unemployment Payment and Enhanced Illness BenefitDate: 15 June 2020The Department of Employment Affairs and Social Protection issued payments valued at €174.6 million to 498,700 people in respect of their application for the COVID-19 Pandemic Unemployment Payment (PUP). Taking the 517,600 who were paid last week, this represents a decrease of 18,900 on the number of people paid last week. Since last week’s payment, 33,000 people have closed their claim for a Pandemic Unemployment Payment. Of these, 21,900 will be receiving their last payment tomorrow. As well as those availing of the COVID-19 Pandemic Unemployment Payment, there are now over 60,600 employers who have registered with the Revenue Commissioners for the Temporary COVID-19 Wage Subsidy Scheme (TWSS) with at least one subsidy being paid in respect of over 532,000 people under that scheme since it began. An estimated 400,000 employees are currently being supported by the scheme having received a subsidy in their most recent pay period. The above payments are in addition to the 225,600 people who were reported on the Live Register as of the end of May. Minister for Employment Affairs and Social Protection, Regina Doherty today said:“The numbers receiving the Pandemic Unemployment Payment continue to gradually decline – with the total now dropping below the 500,000 mark. Only a few short weeks ago, there were approximately 600,000 receiving the payment so some progress has been made, but it is also clear that the return to a new normal will be gradual and incremental. That is why I extended the payment beyond its originally planned life cycle into August. My department will continue to monitor the rate of the economy’s reopening, the continuing need for income support and the developing health situation and will develop a number of options for Government to consider before the scheme’s projected end in August.” People returning to workLast week, some 33,000 people closed their claim for the Pandemic Unemployment Payment of which 27,600 reported that they were returning to work. Of those 27,600 returning to work, approx. 21,900 are receiving their last payment this week. As the Pandemic Unemployment Payment is a weekly payment paid in arrears, there can be a one week lag in how closures, due to people returning to work, are reflected in the payment data. The 21,900 individuals who closed their claim as they return to work are eligible for a final payment, as they were unemployed in the week for which this payment is due. The top three sectors in which employees are returning to work this week are Wholesale and Retail Trade, Repair of Motor Vehicles and motorcycles with 7,700 back in work, while 5,300 have returned to the Construction sector and 2,500 have returned to their jobs in Manufacturing. A further 2,400 employees are returning to Accommodation and Food Service activities. A full breakdown of the sectors is set out at Appendix 6 below. Looking at the age profile of employees returning to work this week, the largest cohort are those aged 35-44 with 7,100 returning (up from 6,200 last week). There are 5,500 employees aged 25-34 returning this week, up 500 on last week while 4,600 people under 25 are returning to their jobs this week which is up 1,000 on last week. Full details are available at Appendix 7.With the government’s Roadmap for Reopening Society and Business now in Phase Two, the Department of Employment Affairs and Social Protection is instructing workers who are returning to work that they must close their claim for the Pandemic Unemployment Payment (PUP). In order to ensure that their claim is processed correctly, workers who will be returning to work must close their claim for the PUP payment on the actual date that they start back at work. Since the commencement of Phase One of the government’s Roadmap for Reopening Society and Business, some 108,000 employees have closed their claims and returned to work. The easiest way to close a claim for the Pandemic Unemployment Payment is online via <a href="www.mywelfare.ie">www.mywelfare.ie</a> . Any worker returning to work with an enquiry about closing their claim, can contact the department’s dedicated income support helpline at 1890 800 024 (Monday to Friday from 9am to 5pm). COVID-19 Pandemic Unemployment Payment ChecksAs is the case, for all social welfare schemes, the department conducts a series of pre and post payment checks for the COVID-19 Pandemic Unemployment Payment, including:• integrity checks made against records already held by the department including Public Service Information data and cross checks with payments on other schemes. These help to verify if a person is who they claim to be and that they are entitled to claim payment• a reconciliation process between the department’s payment file and Revenue’s payment file for the COVID-19 Temporary Wage Subsidy Scheme• a prior employment status check by comparing all claims for PUP against prior earnings and employment records from Revenue data• as with other welfare schemes, the department contacts recipients to ensure that they continue to satisfy the eligibility criteria of the COVID-19 Pandemic Unemployment Payment• data analytics• the department’s inspection staff participating with Garda and Customs staff, in security checks on major transport routes and transport hubsTemporary COVID-19 Wage Subsidy SchemeThere are now over 60,600 employers who have registered with the Revenue Commissioners for the Temporary COVID-19 Wage Subsidy Scheme (TWSS). Workers whose employers have registered them on the scheme are not eligible to receive a pandemic unemployment payment. In addition workers who were in receipt of the pandemic unemployment payment but who have now been registered by their employers on the TWSS are no longer eligible to receive a payment pandemic unemployment payment.COVID-19 Enhanced Illness Benefit PaymentThere are now 51,300 people up to age 66 who have been medically certified for receipt of the COVID-19 enhanced Illness Benefit. Approx. 7% (3,627) have been diagnosed with COVID-19 while 93% (47,673) were required to medically self-isolate.Since the beginning of June, 48 people have applied for Illness Benefit as they have been medically certified with having COVID-19 while 452 have applied because they are medically self-isolating.The sector the largest number of employees in receipt of COVID-19 Illness Benefit is the Human Health and Social Work sector (11,700), followed by Wholesale and Retail Trade (10,800) and Manufacturing (6,800). Covid-19 How we Responded

The Revenue has confirmed that, following an announcement by the Minister for Finance and Public Expenditure and Reform, Paschal Donohoe TD, it is implementing a change to the Temporary Wage Subsidy Scheme (TWSS) to accommodate employees returning to work following maternity or adoptive leave.The current legislative rules provide for a subsidy payment based on each employee’s normal net weekly pay for January and February 2020. This means that employees returning to work following maternity or adoptive leave are not eligible for a TWSS payment, where they were not on the payroll on 29 February 2020, or where the employer was not paying wages to the employee who was on such leave in either January or February.Revenue confirmed that the necessary processes to enable employers to receive appropriate subsidy payments in respect of affected employees are expected to be operational from 12 June 2020.Retrospection will apply from 26 March for employees who were retained on payroll by their employers, which will be implemented as quickly as possible by Revenue. For employees who were ceased from payroll and in receipt of the Pandemic Unemployment Payment (PUP), no retrospection will apply as the individual was already in receipt of income support payments. However, employers may rehire these employees and the TWSS will be applied for these cases once their PUP claim has been ceased with the Department of Employment Affairs and Social Protection (DEASP).Further guidance and information for employers on today’s announcement and how the changes will operate will be available next week on the Revenue.ie websiteRevenue also published updated statistics based on the operation of the TWSS to 28 May 2020. These statistics are published weekly on Revenue’s website. Key information reflected in the latest statistics include:<ul><li>Over 50,500 employers have already been reimbursed for subsidy payments made under TWSS.</li><li>Over 495,100 employees have received at least one subsidy payment since the start of the scheme.</li><li>Over 250,600 employees received a subsidy in the last week.</li><li>Around 410,000* employees are currently being supported by the scheme having received a subsidy in their most recent pay period.</li><li>Over 40,000 people have moved from the COVID Pandemic Unemployment Payment into the TWSS since these Government support measures were implemented at the end of March.</li><li>The value of payments made under the scheme is almost €1,244 million.</li><li>This includes €112 million in tax and/or USC refunds made by employers to their employees through the payroll.</li></ul>* This number will increase as end of month payslips are received for monthly-paid employees.

Phase 5 (10 August)</li></ul>The government has published a Roadmap for Reopening Society and Business to ease the COVID-19 restrictions and reopen Ireland’s economy and society in a phased manner.<a href="https://assets.gov.ie/73722/ffd17d70fbb64b498fd809dde548f411.pdf">You can view the roadmap here.</a>The roadmap will start from 18 May, from which point our country will reopen in a slow, phased way. The plan sets out five stages for unlocking restrictions, at three week intervals. As we ease restrictions, the rate of the virus in the community will be constantly monitored by the National Public Health Emergency Team and the government.The framework sets out how we can keep the level of transmission as low as possible while balancing continuing restrictions proportionately with the positive social and economic benefits which will be brought about by lifting restrictions.In the meantime, we are extending the distance you can leave your home, so from 5th May, it will be possible to go up to 5 kilometres for the purposes of exercise. People who are cocooning need to continue to do so, however it will be possible from the 5th May to go outside for exercise and fresh air, as with others in society, provided you keep within 5 kilometres of your home and observe social distancing at all times.There are 5 phases in the Roadmap to ease restrictions. Looking forward to Phase 1 of re-opening the Country

Thankfully some normality resumes for selected businesses next week, as phase 1 of the government&#39;s roadmap for reopening of the country begins on the 18th May. Employers Recruiting as Phase 1 of re-opening the Country begins May 18th

The Teachers’ unions have voiced concerns with Department of Education officials about the health implications for members if the Leaving Cert goes ahead later this summer.Among the concerns relate to the safety thresholds for numbers that will be allowed in classrooms and exam halls, according to sources.The executive committees of the Association of Secondary Teachers, Ireland (ASTI) and the Teachers’ Union of Ireland (TUI) both met on Wednesday night to discuss these issues and what role their members may play in grading Leaving Cert students if the exams are cancelled.It followed a meeting attended by Minister for Education Joe McHugh on Wednesday, during which a number of alternatives to the written exams were discussed, including predicted or expected grades. This is an option that is being implemented by other countries across the World in light of the current health risks.<h4>Viable alternative</h4>Well-placed sources said at last night’s meetings there was a recognition among Teachers that an urgent alternative to the Leaving Cert is required and members need to be seen to support students.The views of both unions will be crucial is determining what viable alternative assessment options can be put forward.The development comes as a new survey shows an overwhelming majority of Leaving Cert students want the exams to be cancelled and replaced with estimated grades. Also, over 26,000 people have voted for the Cancellation of the Leaving Cert 2020 and in its place a system whereby college will look at past results from 5th and 6th year, obtain references from teachers detailing the results that they feel the student would have been capable of receiving. Responding to questions from Solidarity/People Before Profit&#39;s Mick Barry, he said he totally appreciated that the uncertainty was causing enormous stress.Mr Barry said that in 20 years as a public representative he had never before seen a Government decision cause so much mental anguish to young people.He said a survey of students found four out of five did not want the exams to go ahead.He told the Dáil they felt they were being forced to do exams against their will.He said he had held an online meeting last night with 2,500 Leaving Cert students and he asked for a committment to cancelling the exams.It comes as discussions on reaching a definitive decision as to whether or not to hold exams for this year&#39;s Leaving Certificate students continue today after teacher representatives were briefed at trade union meetings last night.ASTI and TUI executive committee members discussed other mechanisms for measuring student attainment, such as predicted grading and school profiling.Union reps were briefed on grave problems that the State Examinations Commission has identified with holding the exams, including the difficulty of maintaining social distance between students.Teachers discussed the feasibility of using existing data, such as school track records to arrive at alternative ways of assessing students.They also discussed the feasibility of awarding predicted grades.Discussions between the Department and education partners will continue.Ultimately though this is a decision for government and a decision is expected soon.Minister for Education Joe McHugh and officials from his department met student, teacher, parent and other education representatives yesterday.It is understood discussion at the meeting centred on a range of options, including holding the exams starting on 29 July, which is the current plan.The meeting also discussed other models of assessment, including predicted grades.In a statement issued after the meeting, Mr McHugh thanked participants &quot;for their ongoing engagement and support&quot;.He said the discussions would &quot;assist in making decisions regarding arrangements for the Leaving Certificate that have students&#39; best interests at heart and that are guided at all times by the public health advice&quot;.

Teachers concerned about health implications if Leaving Cert goes ahead

Google have started using government data and other sources to review whether or not businesses should be marked in searches as OPEN or TEMPORARILY CLOSED in Google Maps &amp; Search results during COVID Lockdown.Many businesses depend on Google Maps and Search to drive customers to their locations, but during the coronavirus outbreak many businesses have obviously had to shut down temporarily, so this is why Google Maps is adding a “temporarily closed” option However, in some cases businesses may have been marked as temporarily closed even though they may still be open, even if it&#39;s just for online, collections or deliveries. We would advise to check the status of your business by searching on Google and checking the results to be on the safe side.If they are incorrect you can correct them.The Temporarily Closed feature may be helpful to keep customers informed during Lockdown. A new page on Google’s support forums explains how business owners can mark their location as “temporarily closed” in Maps and Search if your business is incorrectly showing as open. This wouldn’t be used by businesses running limited hours as a result of the outbreak, but rather for those that have had to shut down operations entirely in the midst of the outbreak.Google explains:<blockquote>To make your profile appear as temporarily closed on Google Maps and Search:<ol><li>On your computer, sign in to Google My Business.</li><li>In the menu on the left, click Info.</li><li>To the right, point to the section “Close this business on Google.”</li><li>Click Mark as temporarily closed.</li></ol></blockquote>The Tech giant have confirmed that this new updated feature will not harm the business ranking or visibility. companies and has introduced a range of measures and supports in this regard.
The link below is for an official online, downloadable Guide was compiled to provide a comprehensive resource for businesses trying to manage their way through this current situation. This Guide contains detailed information on a huge range of supports from this Department and other Government Departments and Agencies and advice on other practical steps businesses can take at this time.
To ensure ease of access to this information, the Guide is divided into 5 sections and also includes
an Appendix which contains a COVID-19 Business Continuity Checklist which outlines some of the
key risks to businesses as well as preparatory actions that can be taken to respond.
Part 1 highlights a number of practical steps that businesses can initially take such as talking to your
bank and checking your insurance details.
Part 2 sets out in detail the business supports that are available, ranging from loans to grants to
vouchers to mentoring. These include the €450m Strategic Banking Corporation Ireland (SBCI)

The Wage Subsidy Scheme has been increased by 15 percent for low-income earners. 
Anyone earning up to 24,400 euro, who is being paid through the scheme, is now guaranteed at least 85 per cent of their income. 
For workers earning up to 31 thousand euro per year, the subsidy will now be up to 350 euro per week. 
Finance Minister Paschal Donohoe is encouraging employers to continue topping up wages.Source: <a href="https://www.fm104.ie/news/fm104-news/changes-made-to-pandemic-payment-scheme/">fm104</a>RTE Coverage;Minister for Finance Paschal Donohoe has said for incomes that are less than approximately €24,400 per year, the State will increase the subsidy available to employers from 70% to 85%.For those employees with previous average net pay between €412 and €500 per week (equivalent to €24,400-€31,000), the subsidy will be up to €350 per week.The aim of the scheme is to maximise staff retention and firm viability by maintaining the link between the employer and employee.Speaking on RTÉ&#39;s News at One, Mr Donohoe said that the State will also introduce &quot;flexibility&quot; on how the subsidy is paid.There are 42,000 employers on the scheme, Minister Donohoe said, and he highlighted that at its inception he had agreed that he would use &quot;affordable change&quot; to maximise the number of people in a job.He said in the absence of a scheme there would be over a million people on the Live Register or in receipt of other forms of income support.Mr Donohoe agreed that this increase would put additional pressure on the State&#39;s finances but he said it would create savings in other areas.&quot;Depending on the number of employers or employees who avail of this scheme it could increase the cost of the operation by €100-€140 million but on the other hand the saving we would get is potentially reducing the number of people who are accessing the Pandemic Unemployment Payment.&quot; Business group, Ibec, has welcomed today&#39;s announcement. Ibec CEO Danny McCoy said the scheme offers a strong solution for business and workforce continuity.&quot;It will continue to play a vital role in enabling the economy to bounce back at the other end of this crisis, helping vulnerable firms to stay afloat and keeping their employees engaged whilst protecting the incomes of individuals.&quot;He called for all stakeholders to help make the scheme work &quot;including those employers acting in good faith and doing their best to support employees and preserve their business for the recovery.&quot;The Irish Congress of Trade Unions said the changes will end weeks of uncertainty for low-paid and middle-income earners.General Secretary, Patricia King said, &quot;It is understandable having regard to the context in which enabling legislation was drafted that anomalies would arise. You can also call the freephone YourMentalHealth Information Line to find supports and services 1800 111 888 (any time, day or night).<h2>Here&#39;s some Tips for Managing Anxiety and Stress to Protect our Mental Health During the Pandemic</h2>It is totally appropriate to recognize the signs of anxiety in oneself at a time like this. It&#39;s the feeling of being out of control over a situation that makes us feel so scared. But we are all, globally, in the same boat. No one is immune from this trigger. If we recognize that we are not alone and that everyone is feeling tense right now, that will go a long way towards achieving some equilibrium. So, take some deep cleansing breaths and embrace these tips for managing anxiety during the coronavirus outbreak:Get Prepared. Make a list of items to purchase this week, the things that will keep you and your family functioning during the uncertain weeks ahead. Canned foods, frozen foods and vegetables, shelf-stable milks such as almond milk or oat milk, cereals, oats, nuts, bottled water and don’t forget the comfort foods—snacks and treats. After your fridge and pantry are stocked you will feel less anxious about potentially being homebound. Planning your shop in advance will cut down on the number of times you need to visit busy Supermarkets and reduce the time spent queuing.Medication. If you are on any prescription drugs it is wise to get at least a two-month supply now - talk to your Chemist they will advise you. Don’t forget to grab some over-the-counter basics, like Paracetamol etc.Supplements. Begin boosting your immune system now by supplementing your diet with vitamin D, vitamin C, and zinc. In addition, it will be wise to grab some B-complex vitamins.Pet food. If you have pets, remember to plan ahead for them as well. Stock up on food and treats for a two-month period. Knowing your pet will be well fed will reduce stress.Entertainment Plans. If it happens that we are to remain in our homes for a prolonged period of a few weeks, why not get a couple of new board games or books. Make a list of all the shows on Netflix you have been wanting to see but never had the time. Unleash your creative juices and make jewellery, draw, paint, or make crafts—at least that will feel productive. Avoid News Binging. While in fear mode it is completely natural to want to know the updates on the virus. However, watching wall-to-wall news will likely increase feelings of distress and anxiety. Seeing newscasts about the number of cases in not only our country but across the world can become a heavy stress burden. Instead, grab an update in the morning and a wrap-up in the evening, but fill that in-between time with productive or recreational activities.Exercise. Within protocol get outdoors, take a hearty walk, a bike ride, or run. This will expose you to vitamin D through sunshine, which can help improve mood, as well as provide mental health benefits. Indoor exercise activities can be achieved through yoga or workout routines posted on YouTube. The videos offer a variety of toning, stretching and movements that can keep you in shape during a quarantine. Relaxation Techniques. Another way to increase relaxation and improve overall wellbeing is through practicing mindfulness techniques, deep-breathing exercises, or guided meditation. Mindfulness is the purposeful practice of focusing on the present moment. It helps you shift your wandering stressful thoughts back to the here and now, where you address the emotions, how you feel physically, and all sensations and accept them without judgment. Deep breathing exercises are very effective in quickly reducing stress and lowering blood pressure when fears about the coronavirus take a grip.
