DUTIES The duties of the post include, but are not limited to: • Technical assessment of Fire Safety Certificate applications under the Building Control Acts 1990 to 2025, including for complex and higher risk building designs. • Inspections of buildings under the Fire Services Acts 1981 and 2003 to ensure an appropriate level of fire safety. • The management of technical staff as required, to include line management, technical mentoring and oversight of their work. • Assisting in the development and review of technical strategy and technical approaches. • The carrying out of enforcement action under the Fire Services Acts, such as the serving of Fire Safety Notices on potentially dangerous buildings. • Undertaking fire safety of licensed premises e.g. Public Houses, Night Clubs. • Processing licensing applications under the Fire Services Acts 1981-2003. • Advising on and inspecting major indoor and outdoor events. • Providing advice with respect to certain Planning applications. • Coordinating with Operations section and Building Control section staff in Cork City Fire and Building Control Dept in relation to matters of common concern. • Processing of fire safety complaints, referrals and requests for advice. • Collaborate with colleagues in Fire Operations to promote targeted fire safety campaigns. • Attending training courses as required. • Carrying out such other duties that may be assigned from time to time. The Principal Terms and Conditions: 1. The Post The position is part-time (50% working arrangement), permanent and pensionable and will be based in Leitrim County Council Offices in Carrick on Shannon, County Leitrim. A panel will be formed from which Part-time Assistant Arts Officer – Children and Young People vacancies arising during the lifetime of the panel (12 months) may be filled. 2. Duties The duties of the office are to give to the local authority and: (a) Such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts, is Chief Executive; and (b) To any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph, under the general direction and control of the Chief Executive or of such other officers as the Chief Executive may from time to time determine, such appropriate services of an administrative, supervisory and advisory nature as are required for the exercise and performance of any of its powers, duties and functions as may be delegated to him or her by the Chief Executive from time to time and shall include the duty of deputising for other officers of the local authority. This is a co-ordinating position within Leitrim County Council Arts Office, with specific reference to Children and Young People’s Arts Programmes. Reporting to the Arts Officer, the main duties of the Part-Time Assistant Arts Officer – Children & Young People – may include but are not limited to: • Supporting Leitrim County Council in the ongoing development and delivery of arts services provided by the local authority. • Taking an operational lead on the design, development and management of early years, children’s and youth arts initiatives. • Managing and delivering, to a high artistic standard, a range of projects that support engagement in the arts for children and young people and demonstrably increases the levels and quality of engagement in the arts for children and young people throughout the county, within budget and within prescribed timeframes. • Ensuring that diversity and inclusion are embedded in children and youth arts programming. • Ensuring that the voice of the child and young person is heard in policy and programme development. • Monitoring and evaluating programmes to learn from the impact of investment and inform forward planning and decision making. • Working closely with local, regional and national partners including the Arts Council, Creative Ireland, Music Generation/MSLETB, YTI, NYCI, CBI etc. to enhance resources and enrich practice. • Supporting artists to be able to engage in children’s and youth arts, particularly with relevant training and mentoring where appropriate. • Identifying and preparing funding applications and seeking to secure resources to enable the implementation of the Council’s Arts and Creativity Strategies. • Assisting with and contributing to the implementation of the Council’s Arts and Creativity Strategies, including sourcing and providing advice and information, programme design and scheduling, devising contracts, to monitor, assess and evaluate performance against agreed targets and ensuring that the necessary financial and management systems are in place. • Disseminating information and providing clear messaging regarding children and youth arts activities, opportunities and other relevant information across all media, particularly social media platforms. • Representing the Arts Service and Leitrim County Council at internal and public meetings, events and functions as required. • Working with other departments of the Council to complement and support the design and delivery of culture and arts-led programmes and policy initiatives. • Carrying out all duties in compliance with appropriate procedures, including the maintenance of records and information. • Travelling throughout the county as required by the role. • Performing such other appropriate duties in relation to the arts as may from time to time be assigned by the Council. 3. Salary: The salary scale (applicable from 1st February 2026) for the position of Part-Time Assistant Arts Officer (analogous to Staff Officer – Grade V) is within the range: €52,239, €53,799, €55,392, €57,019, €58,657, €60,567 (LSI 1), €62,484 (LSI 2). This is a part-time position on the basis of a working arrangement of 50% of a 5-day week and the salary will be adjusted pro-rata to reflect this working arrangement (i.e. 50% of the relevant scale point). Entry point to this scale will be determined in accordance with relevant Departmental Circulars. Offers of appointment to persons who are not serving local authority employees will be based on the minimum of this scale. The rate of remuneration may be adjusted from time to time in line with Government policy. The salary shall be fully inclusive and shall be as determined from time to time. Holders of the office shall pay to the local authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of services which they are required by or under any enactment to perform. 4. Residence: The holder of the post shall reside in the district in which his or her duties are to be performed or within a reasonable distance thereof and will be required to serve in the Local Authority’s offices or wherever assigned by the Local Authority. Leitrim County Council reserves the right to, at any time, reassign an employee to any department now or in the future. Leitrim County Council reserves the right to, at any time, assign an employee to any premises in use by the Council now or in the future. 5. Probation All contracts will be subject to a probationary period during which the performance of the successful applicant will be regularly evaluated. Where a person is permanently appointed to Leitrim County Council, the following provisions shall apply: (a) There shall be a period after appointment takes effect during which such a person shall hold the position on probation. (b) Such period shall be one year but the Chief Executive may, at his/her discretion, extend such period. (c) Such a person shall cease to hold the position at the end of the period of probation unless during this period the Chief Executive has certified that the service is satisfactory. (d) There will be ongoing assessments during the probationary period. Employment may be terminated by either party during probation or at the end of the probationary period on one week’s notice. 6. Annual Leave The annual leave entitlement for this post will be 15 days per annum, reflecting the 50% working arrangement on a pro-rata basis to a full-time post. 7. Health For the purpose of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. 8. Working Hours The successful candidate’s normal hours of work will be 17.5 hours per week, reflecting the 50% working arrangement on a pro-rata basis to a full-time post. Flexibility will be required, which will include evening and weekend work. A system of Time in Lieu will be in operation to reflect this. Overtime will not be paid. The Council reserves the right to alter hours of work from time to time. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. 9. Superannuation: All new entrants to pensionable public service employment on or after 1 January 2013 will be members of the Single Public Service Pension Scheme. All members of the Single Public Service Pension Scheme will be required to contribute 3.5% of net pensionable remuneration plus 3% of pensionable remuneration. Pension and retirement lump sums for members of the Single Public Service Pension Scheme will be based on career-average pay; pensions will be co-ordinated with the State Pension Contributory Scheme. Persons who are pensionable under the Local Government (Superannuation) (Consolidation) Scheme 1998 and are liable to pay the Class A rate of PRSI contribution will be required in respect of superannuation to contribute to the local authority at the rate of 1.5% of pensionable remuneration plus 3.5% of net pensionable remuneration. You will also be required in respect of the Local Government (Spouses and Children’s Contributory Pension) Scheme to contribute at the rate of 1.5% of pensionable remuneration in accordance with the terms of the scheme. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute at the rate of 5% of pensionable remuneration. You may also be required to pay spouses and children/widows and orphans contributions at the rate of 1.5% of pensionable remuneration. 10. Retirement Age The Single Public Service Pension Scheme (“Single Scheme”) commenced with effect from 1st January 2013. The Act introduced new retirement provisions for new entrants to the public service appointed on or after 1st January 2013, as well as to former public servants returning to the public service after a break of more than 26 weeks. Retirement age will be in line with the age of eligibility for the State Pension Contributory (SPC). Compulsory retirement age will be 70. There is no mandatory retirement age for “new entrants” to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004. Anyone who is “not a new entrant” to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, had been subject to a compulsory retirement age of 65 years. The Public Service Superannuation (Age of Retirement) Act 2018 provides for an increase in the compulsory retirement age of most pre-2004 public servants from age 65 to age 70. 11. Pension Abatement If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to, or in receipt of, a pension from the Civil or Public Service, or where a Civil/Public Service pension comes into payment during the appointee’s re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012. THE ROLE The Executive Technician is a key support position within the Council and is assigned to a service delivery area or to support a functional area as required and will work under the direction and management of the Senior Executive Engineer/Chief Technician or analogous grade or any other employee designated by the Director of Services/Senior Engineer as appropriate. The role involves supporting managers and colleagues and working as part of a team in meeting work goals and objectives and delivering quality services to internal and external customers. The role requires a clear knowledge and understanding of local authority services and its key stakeholders and relationships, local government structures and its democratic role and mandate, current local government issues, future trends and strategic direction of the sector. Successful applicants may be assigned to any service area/role within the Local Authority by the Chief Executive at any time. The duties of the post of Executive Technician include, but are not limited to: • Providing technical services relevant to the area of responsibility to which he/she has been assigned, e.g. site inspection, site surveying, preparation of detailed dimensional drawings, design layout, mapping and graphics, report writing, project tendering and such other duties associated with the role. • Involvement in the production of drawings and documents relating to the design, tender and construction of capital projects and in the operations environment. The role will include the preparation of reports for planning assessment, land disposal/acquisition and for court proceedings. • Estimating project technical or resource requirements. • Preparation of Health & Safety documentation for work and implementation of department and section health and safety controls. • Reading and reviewing maps, project drawings and plans, technical specifications, etc. • Operating the appropriate technology as required to carry out the work to which he/she has been assigned, e.g. AutoCAD, GIS, MapInfo, graphics, Microsoft Office. • Working as part of a team. • Liaising with other departments, members of the public and external agencies in relation to operational aspects of assigned work. • Preparation of public consultation display material and assistance with public consultation requirements. • Managing work files and providing progress reports. • Supervision of staff/projects assigned to him/her. • Contributing to individual staff development, personal development and team development initiatives. • Being accountable for efficient and effective processing of work assigned to him/her. • Assisting with the preparation of estimates. • Undertaking any duties related to the assigned role. • Any other duties that may be assigned from time to time including any future requirements for reallocation of work and/or redeployment. These duties are indicative rather than exhaustive and outline the main functions and responsibilities of the post of Executive Technician and may be subject to change in the future without changing the general character of the duties or level of responsibilities entailed. The post holder may therefore be required to perform duties appropriate to the post, other than those detailed above, and to take instructions from and report to an appropriate Officer or such designated Officer as may be assigned from time to time by the Council. The person appointed may be required to attend Court, as necessary, on behalf of Carlow County Council. PROBATION: Where persons who are not already permanent employees of a local authority are appointed, the following provisions shall apply: (a) There shall be a period after such appointment takes effect during which such persons shall hold such position on probation. (b) Such period shall be 12 months, but the Chief Executive may at his or her discretion extend such period. (c) Such persons shall cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory. (d) The period at (a) above may be terminated on giving one week’s notice as per the Minimum Notice and Terms of Employment Acts. (e) There will be assessments during the probationary period. HOURS OF DUTY: The working hours at present provide for a five day, thirty-five hours working week. Hours may vary from time to time. Carlow County Council operate a flexible time scheme with the earliest start time of 8.00 a.m. and a latest start time of 10.00 a.m. and the earliest finishing time of 16.00 p.m. and the latest finishing time of 18.00 p.m. A lunch break consisting of a minimum of 30 minutes to a maximum of 2 hours must be taken between 12.30 p.m. and 14.30 p.m. The Flexi Leave Scheme is available on request. The post may require flexibility in working outside of normal hours, including at weekends, as necessary. No additional remuneration will be paid in respect of such activities and Time in Lieu on a time for time basis will apply. Overtime does not apply to this post. All hours of work will be subject to and recorded in accordance with the provisions of the Organisation of Working Time Act, 1997 and the Organisation of Working Time Act (Regulations) 2001. The working hours may be reviewed at any time and the Council reserves the right to vary the hours or days as required. Remuneration: The annual salary for the post of Executive Technician (Circular Letter EL 02/2026) is as follows: €52,440 - €53,675 - €54,956 - €56,261 - €57,585 - €58,900 - €60,821 (LSI1) - €62,740 (LSI2) Holders of the post will be paid at the appropriate point on the salary scale in accordance with the relevant Department Circulars. The starting pay for new entrants to the public service will be at the minimum of the scale. The salary shall be fully inclusive and shall be as determined from time to time. The rate of remuneration may be adjusted from time to time in line with Government pay policy. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services which are required by or under any enactment to perform. Work Base: Carlow County Council reserves the right to assign you to any department or premises in use by the Council, now or in the future. Changes in location of employment will not result in payment of disturbance money or other compensation. The person appointed will be required to provide him/herself at his/her own expense with the necessary mode of travel to and from work. Residence: The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof. Health: For the purposes of satisfying the requirement as to health it will be necessary for each successful candidate, before he/she is appointed, to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority. Annual Leave: The current annual leave entitlement is 30 days. Granting of annual leave, payment for annual leave and arrangement for public holidays will be governed by the provisions of the Organisation of Working Time Act, 1997 (as amended). Sick Leave: The terms of the Public Service Sick Pay Scheme will prevail. References: Applicants are required to advise the names of two responsible persons to whom they are well known but not related (at least one of the referees should be an existing or former employer). In advance of any offer of employment, Carlow County Council reserves the right to seek both written and verbal references from current and previous employers, educational institutions or any other organisations with which the candidate has been associated. The Council reserves the right to determine the merit, appropriateness and relevance of such references and referees. Vetting: Garda vetting is required for certain roles within Carlow County Council. Failure to complete a Garda vetting form on request may prevent your employment with Carlow County Council. In the event of an unsatisfactory Garda declaration being received, Carlow County Council reserves the right not to commence employment. Travel: If you are required to travel as part of your official duties, Carlow County Council as your employer must be indemnified on your insurance policy. Travelling expenses and subsistence expenses necessarily incurred in the course of official duties will be refunded in accordance with appropriate rates in line with the relevant Department Circulars and Carlow County Council’s Travel and Subsistence Policy. If during your employment your licence is revoked, even temporarily, or if you receive endorsements on your licence which may affect your duties, you are obliged to notify the Council immediately. Carlow County Council reserves the right to provide a van to enable you to carry out your duties. The provision of a van will be at the discretion of the Chief Executive. Health & Safety: The holder of the post shall co-operate with the terms of Carlow County Council’s Safety Statement and Major Emergency Plan. It is a condition of employment that the successful candidate will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post. He/She shall familiarise him/herself with the safety rules and procedures and make proper use of all safety clothing and equipment. Failure to comply with the terms of the Safety Statement may result in disciplinary action. Training: It is a condition of employment that successful candidates will be required to participate in training programmes relevant to the skills necessary for the performance of the duties attaching to the post and to attend all mandatory training. Superannuation & Retirement: Superannuation If you are pensionable under the Local Government (Superannuation) (Consolidation) Scheme 1998 and are liable to pay Class A PRSI contributions, you would be required in respect of superannuation to make contributions at the rate of 3.5% of net pensionable remuneration plus 1.5% of full pensionable remuneration. You are required in respect of spouses’ and children’s pension benefit to contribute at the rate of 1.5% of full pensionable remuneration in accordance with the terms of schemes made under the Local Government (Superannuation) (Consolidation) Scheme 1998. Maximum retirement age is 70. If the Public Service Superannuation (Miscellaneous Provisions) Act 2004 applies to your employment, 65 is the minimum age at which your pension may be paid. As a new entrant to the public service, under the terms of this legislation you will not be required to retire on grounds of age. Persons who become pensionable officers of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute at the rate of 5% of their pensionable remuneration. You may also be required to pay spouses and children/widows and orphans contributions at the rate of 1.5% of gross pay. Maximum retirement age is 70. Persons who become pensionable staff of a local authority for the first time on or after 01 January 2013 are assigned to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. If you are pensionable under the Public Service Pensions (Single Scheme and other provisions) Act 2012, you are liable to pay the Class A rate of PRSI contribution. You are required to pay contributions as follows: 3% of gross remuneration and 3.5% of net pensionable remuneration. The minimum age at which you may retire is allied with the State Contributory Pension age (currently 66, rising to 67 and 68). The maximum retirement age is 70. To qualify for a pension the successful candidate must have served a minimum of two years employment in a local authority. You are reminded that under this agreement the Council may refer you to a medical advisor at any time to determine fitness for carrying out the duties to which you have been assigned. Further information is available from the Human Resources Department. Pension Accrual A 40-year limit on total service that can be counted towards pension where a person has been a member of more than one existing public service pension scheme would apply. This limit came into effect on 28 July 2012. Pension Abatement If the appointee has previously been employed in the Civil or Public Service and is in receipt of a pension from the Civil or Public Service, or where a Civil/Public Service pension comes into payment during his/her re-employment, that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and Other Provisions) Act 2012.
