Minister Humphreys Announces Increased Payments for the 2022 Back to School Clothing and Footwear AllowanceFrom <a href="https://www.gov.ie/en/organisation/department-of-social-protection/">Department of Social Protection</a>Published on 11 July 2022Last updated on 11 July 2022<ul><li>Some 124,000 families in respect of 220,000 children to be paid this week</li><li>Increase to income limits to benefit lone parents</li><li>Extra €100 payment to be paid into bank accounts from next Monday 18th</li><li>Ukrainian families who have moved to Ireland due to the war to benefit</li></ul>Minister for Social Protection, Heather Humphreys TD, has announced that the Back to School Clothing and Footwear Allowance will be paid to 124,000 families, in respect of 220,000 children, from today.The Minister also confirmed that the extra €100 payment she announced last week to assist families with back to school costs will be paid into bank accounts from next Monday, July 18th.The Back to School Clothing and Footwear Allowance remains open for applications until September 30th. A total of €84 million has been secured for the scheme this year – an increase of €26 million.In total, it is estimated that 151,000 families and 262,000 children will benefit from the scheme by the time it closes at the end of September.This particular scheme provides a once-off payment to eligible families towards the cost of school clothing and footwear. The scheme supported over 137,000 families with Back to School costs last year.Minister Humphreys increased the allowance by €10 in Budget 2022, with additional changes to make more one-parent families eligible. As part of the Government’s €67 million back-to-school package announced last week, Minister Humphreys increased the allowance by €100 per child.This means that for 2022, the total amount being paid for each qualified child aged 4–11 years will be €260 and the rate payable for each eligible child aged 12 and over will be €385.The payment will be made in two stages for those who receive their allowance today. The original awarded amount will be paid this week, followed by the additional €100 payment per qualifying child next week.Any payments awarded after today will include the €100 increase for each child in a single payment awarded to the family.Furthermore, Ukrainian families who have moved to Ireland due to the war will also benefit under the scheme.Making the announcement today, Minister Humphreys said:<blockquote>“I am pleased that from today, the Back to School Clothing and Footwear Allowance will be paid to tens of thousands of families across the State.</blockquote><blockquote>“This scheme recognises the pressures families with school going children are under at this time of year, particularly given the Cost of Living challenges that people are facing.</blockquote><blockquote>“On top of the increase I secured in the Budget, I also announced an additional €100 payment to help ease the burden facing families.</blockquote><blockquote>“My Department has put the processes in place quickly – ensuring that this additional money will be paid from next Monday.</blockquote><blockquote>“I’m pleased too that as a result of changes I introduced in the Budget, the rates of payment will be increased for lone parents.</blockquote><blockquote>“These changes and increases are really important in terms of assisting families with purchasing the likes of school uniforms and other back-to-school related costs.</blockquote>Minister Humphreys continued:<blockquote>“My Department will process and issue payments to some 124,000 families this week and I would urge all families to check their eligibility for this important scheme and apply before 30 September.</blockquote><blockquote>“The Back to School Clothing and Footwear Allowance will also be paid to families who are availing of the Temporary Protection Directive for Ukraine on the same eligibility criteria as Irish families.</blockquote><blockquote>“I would advise anyone seeking further information on this scheme to contact their local Intreo Centre or visit MyWelfare.ie.”</blockquote><h4>Note for Editors</h4>The Back to School Clothing and Footwear Allowance provides a once-off payment to eligible families towards the cost of school clothing and footwear.The allowance paid for each eligible child aged 4-11 years on or before 30 September 2022 will be €260 while an allowance of €385 will be paid for each eligible child aged 12-22 years on or before 30 September 2022. Members of the Defence Forces are to begin training so they can stand in for security personnel at Dublin Airport in the event of a Covid-19 surge.“The risk of a case surge among its staff has prompted the daa to request the Government to put in place contingency planning that would allow for the short-term deployment of the Defence Forces to assist with operations at Dublin airport should it be required,” the Department of Transport said in a statement. The Government has supported a request from Minister for Transport Eamon Ryan and Minister of State Hildegarde Naughton for members of the Defence Forces to being training which will allow them to assist the daa with the aviation security duties at Dublin Airport.The DAA has advised that its current operational plan, which has been in place since the beginning of June, is “working effectively” and people are “making their way through the airport safely and making their flights”.However, given the impact that a resurgence of Covid-19 could have on its staff and operations, the DAA proposed a contingency to be made to facilitate the potential deployment of the Defence Forces to the airport.On foot of the emergency request, Ministers Ryan and Naughton asked Government to take the necessary measures, including the appropriate training and certification of the Defence Forces, to facilitate their possible deployment – should it ultimately be required over the peak summer period.Minister Ryan said it is a “contingency measure only” and the deployment of the Defence Forces may not be necessary. &quot;I expect that the DAA will continue to manage through the summer period with passengers who heed the relevant advice making their flights and the majority of passengers passing through security in less than 45 minutes,” he said. “I have agreed to this request on a clear assurance that this is a distinct piece of work, provided in extreme circumstances, as a short-term emergency related contingency action and is in direct response to a letter from DAA management to the Minister for Transport.&quot;The request is clearly defined in terms of the role and timeline, lasting no more than six weeks, in non-public facing duties. Over the last number of days, I consulted with the Chief of Staff, Lieutenant General Seán Clancy on this request.“Members of our Defence Forces will undergo an immediate period of training and stand ready to assist if the need arises. However, this support will be stood down in August when the busy holiday period has passed.“The DAA have given assurances that they will continue with their own recruitment and onboarding of additional security staff and the introduction of other mitigations during this period,” he added.Meanwhile, Minister Naughton said despite the ongoing recruitment at Dublin Airport, “it would be remiss of Government not to provide for an additional layer of protection for people to travel safely through Dublin Airport in the weeks ahead”.&quot;The decision by Government to allow for the deployment of the Defence Forces in extreme circumstances is unprecedented, and it is my hope that it is one that we will not have to be utilised. I will continue to engage with the Chief Executive of daa, Dalton Philips, his senior executive team and the Chair of the Board, throughout the remainder of the summer to ensure that the travelling public will make their holidays, family reunions and business engagements,” she added.The Department of Transport confirmed that the contingency measure will be in place until August, at which point the daa has advised that they will have optimal levels of security staff recruited, trained and deployed.This week DAA spokesperson Graham McQueen said everything ran “fairly smoothly” at the airport over the weekend, which was the busiest weekend since before the pandemic.Mr McQueen said recruitment is continuing and the authority is “on track” to hire an additional 900 security personnel by the end of June. Avanade Ireland to create 200 new tech jobs to facilitate growth
