The civil service is committed to championing the development of an inclusive and diverse
workforce that reflects modern Ireland and the people we serve. It is recognised that members
of the Traveller and Roma communities have traditionally been underrepresented in
workplaces, including in the civil service.
The development of an internship scheme to provide members of the Traveller and Roma
communities with paid work experience opportunities in the civil service is in line with
commitments under the National Traveller and Roma Inclusion Strategy, the National
Pathways to Work Strategy and is a key recommendation of the Oireachtas Joint Committee
on Key Issues affecting the Traveller Community that was chaired by Senator Eileen Flynn.
The paid internships will be for a period of 12 months with a participating government
department or office at either clerical officer (CO) or executive officer (EO) level. Interns will
be assigned a workplace mentor while on the scheme. They will also benefit from practical
on-the-job experience, as well as the opportunity to develop professionally and personally
through participation on approved training courses. A network of participating interns will also
support each other during the year.
As well as these benefits, on successful completion of a paid internship, interns will be well
placed to apply and compete for future recruitment competitions for permanent roles across
the civil and public service.
For the Pilot Internship Scheme, it is anticipated that a total of 12 internship positions will be
made available – 9 at Clerical Officer level and 3 at Executive Officer level.
This competition is for internship opportunities at Clerical Officer level and there is a separate
competition for more senior internships opportunities at Executive Officer level being
undertaken at the same time.
What is the Civil Service?
The civil service is at the heart of Irish society. Employing nearly 42,000 people in over 40
government departments and offices, everything we do impacts our country, and most
importantly, our people. The civil service has a broad and wide-ranging set of responsibilities to support the work of
the government in developing policy options and legislation to address major national issues.
The service also plays a key role in co-ordinating and delivering our broader public services
and helps to manage the economy.
What will the internship roles involve?
The grade of clerical officer is the entry grade for the civil service (See Appendix 1). Clerical
Officers are employed in all government departments and offices with a wide range of duties.
The nature of the work carried out by a clerical officer may vary depending on the business
being conducted by the employer concerned. It will involve clerical/administrative tasks as
may be assigned to the employee from time to time. The following reflects the typical duties
of a clerical officer:
• General clerical work, e.g. filing, photocopying, processing correspondence, reception
desk duties, etc. under the supervision of a designated manager.
• Communicating and dealing with the public/customers, e.g. responding to queries and
providing information face-to-face, by telephone or via email.
• Working as part of a team in delivering services.
• Supporting line-managers and colleagues.
• Providing the highest quality standards in customer service.
• Using Information Technology on a daily basis, e.g. word processing, spreadsheets,
database, email and internet.
• Maintaining high quality records in a thorough and organised manner.
• Carrying out routine accounts work.
• Approaching work in a careful and methodical manner, displaying accuracy at all times,
even when conducting routine/repetitive work.
• Checking all work thoroughly to ensure it is completed to a high standard.
• Any other duties deemed appropriate.

and how effective performance is measured can be found in Appendix 2.
Am I eligible to apply for this paid internship?
To be eligible to be considered for this internship, applicants by the closing date, must satisfy all the following requirements:
• Identify as a member of the Traveller or Roma community
• be at least 17 years of age
• satisfy the citizenship requirements
• have a good general standard of education (you do not need a Leaving Certificate)
• have relevant skills such as IT and team working
• be available and ready to undertake a full-time 12-month internship from 7
November 2022
• satisfy health, character and reference checks if offered a position satisfy garda vetting and security requirements if offered a position.

candidate is considered for a position, each case is assessed on its individual merits
with respect to both the specifics of the conviction and the role under consideration)
• not be employed in the Civil Service presently in a permanent capacity

The majority of internship roles are expected to be physically based in Dublin, with a smaller
number of roles available in some regional locations. Candidates will be able to indicate their
location preference as part of the application process.

Department of Agriculture, Food and Marine
Location of roles: Dublin and Backweston
The Department of Agriculture, Food and the Marine (DAFM) is a multi-functional organisation
which provides a wide range of services both directly and through specialist state agencies
operating under its aegis. The Department has a wide and diverse customer base which
includes farmers, taxpayers, consumers, food processers and other commercial operators,
those involved in sea fishing, forestry, bio-energy, research as well as diverse EU institutions,
other State Bodies and special interest groups.
The mission of the Department is to serve ‘the government and people of Ireland by leading,
developing and regulating the agri-food sector, protecting public health and optimising social,
economic and environmental benefits.’
At present there are 3 internships at Clerical Officer level available as part of this Pilot
Internship Scheme which may arise in a variety of areas across the Department including the
One Health One Welfare business area.
Public Appointments Service (PAS)
Location of roles: Dublin
The Public Appointments Service is the centralised provider of recruitment, assessment and
selection services across the civil and public service. PAS is committed to providing a premier
recruitment facility to public service employers that Government departments, agencies and
local authorities use, in order to successfully employ suitable candidates. Additionally, PAS
support the appointment of candidates for consideration by Ministers for many state boards.
PAS provide an open and transparent recruitment process to identify top-quality candidates
for public sector roles, with a strong reputation for independent and merit-based selection.
PAS support the Irish government and public employers to deliver high-quality public services
through the recruitment of a diverse, highly talented and committed workforce that reflects the
diversity of the society that it serves.
At present there is 1 internship at Clerical Officer level in PAS as part of this Pilot Internship
Scheme.Department of Justice
Location of roles: Dublin
The Department of Justice has overall responsibility for public policy and administration in
respect of justice, public safety, national security and immigration. It employs over 2,700
people directly and a further 24,000 people across several agencies in the wider Criminal
Justice Sector.
The Department’s vision is a simple, yet powerful one - a safe, fair and inclusive Ireland, and
this vision is at the heart of everything it does. The work of the Department touches all aspects
of society and everyday life; affecting each and every person who lives, visits and stays in
Ireland. As a Justice team member, you will have a unique opportunity to shape your society
and make a real difference to the lives of people right across the country.
At present there are 2 roles at Clerical Officer level available as part of this Pilot Internship
Scheme which may arise in a variety of areas across the Corporate, Civil Justice, Criminal
Justice and Immigration Service Delivery functions of the Department.
Houses of the Oireachtas Service
Location of roles: Dublin
The Houses of the Oireachtas (the Irish Parliament) is made up of two Houses, Dáil Éireann
and Seanad Éireann. The Houses of the Oireachtas Commission (“the Commission”) is the
governing body which oversees the provision of services to the Houses and their Members by
the Houses of the Oireachtas Service (“the Service”) (the parliamentary administration) in
accordance with the Houses of the Oireachtas Commission Acts 2003-2015.
The Houses of the Oireachtas Service employs over 600 staff. It is the independent civil
service agency which supports the running of both Houses and provides administrative
services on behalf of the Commission as the governing authority. The mission of the Service
is to provide high quality parliamentary services to the Houses of the Oireachtas, their
committees, and the Members and to the Houses of the Oireachtas Commission. The values
of the Service are built around leadership, integrity and impartiality, excellence, accountability
and accessibility.
At present there are 3 internships at Clerical Officer level available as part of this Pilot
Internship Scheme which may arise in a variety of areas across the Service including
Corporate and Members’ Services and Parliamentary Services.
What is the role of the Public Appointments Service (PAS)?
As the centralised recruiter for the civil and public sector, PAS will undertake the recruitment
and selection process, on behalf of the civil service participating employers, for this pilot
internship scheme.
On conclusion of the selection process, PAS will establish a panel of successful candidates
that may be offered a 12-month paid internship with a civil service employer commencing 7
November 2022. Successful candidates will be placed on the panel in an Order of Merit that
is based on how they performed in the selection process compared to other candidates.IMPORTANT NOTE
• As noted, there are a limited number of internships available under this Pilot Internship
Scheme. The number of applications is expected to exceed the number of internships
available. It is important to note, therefore, that not all candidates that apply or are
placed on a panel by PAS will be offered a 12 month paid internship with a Civil
Service employer.
• In certain instances, positions may arise where specialist skills or experience is required
e.g. accounts, Irish language skills, etc. Suitable candidates may be selected for the

Are you struggling with back-to-school costs?Every year we hear the same stories and cries for help from worried parents trying to ensure their children have everything they need for their return to school.This year it seems to be hitting harder, with the rising costs of day-to-day living and ever-growing rent rates, we are seeing more and more cases of &#39;the working poor&#39; come to light.We are asking, Should Working Parents Get a Tax Break on Back to School Expenses?Barnardos have recently run a survey of more than 1,000 parents which showd they find themselves under &quot;considerable financial pressure&quot; due to the rising cost of living.The survey found that the basic cost of sending a child to school in 2022 remains substantial across primary and second level.The average cost of the basics needed for a fourth-class pupil is €424.Meanwhile, €814 is required for first-year secondary students and it costs €722 to send fifth-year students back to school. Over two thirds of primary (69%) and three-quarters of secondary school parents said they were worried about meeting costs this year, the survey found.The survey showed that 46% of primary and 48% of secondary school parents said recent cost-of-living increases had made it much more difficult to meet costs.Schools continued to ask parents to buy crested or branded uniforms with 75% of primary and 95% of secondary school parents reporting they are required to do so.

Fortunately for many, the government has issued an extra €100 payment to those eligible for the Back To School Allowance - They said: &quot;no parent should face financial pressure in trying to meet what are essential costs for their children&#39;s education and no child should feel any anxiety about their parents&#39; ability to meet school costs&quot;The Department of Social Protection said it provided targeted supports to families with school-going children, namely the Back to School Clothing and Footwear Allowance and the School Meals scheme, both of which had been increased for the upcoming school year.It added that the Government was continuing to &quot;monitor the situation carefully&quot; in preparation for the Budget later this year. However, this does little to assist those who are not eligible for the payment - As highlighted by Sinn Féin spokesperson on education, Donnchadh Ó Laoghaire who says: “Middle-income families need help this summer, they can’t wait. People who have one child in school and who have a combined income of €620 or more per week don’t get any assistance in terms of back-to-school clothing and footwear allowance&quot;It is no wonder that many families feel that although back-to-school costs have always been an issue, the current government is &#39;out of touch when it comes to the realities of raising a family in Ireland at the moment, one mother who spoke to RTE this week has highlighted the lack of public transport in her area and her need to keep a car on the road - &quot;They can&#39;t cycle or walk to school, I have to keep a car on the road and it&#39;s the same for an awful lot of people, even in this area, I see people transporting kids to secondary schools which could be 20 miles away or 25 miles away, and that&#39;s a huge cost for people throughout the year.&quot; She is also expecting the rising price of food to impact school lunches this year. She predicts that they will rise from between €20 and €30 to €50. Rising cost of living - Back to School Crisis!

As reported on RTE news:Four Star Pizza has said it plans to open 45 new stores and create 900 new jobs across the island of Ireland over the next three years.The Irish-owned pizza chain, set up in 1986, currently operates 42 outlets in the Republic of Ireland and 14 in Northern Ireland.CEO Colin Hughes said they have their sights on bringing the total number of stores to more than 100 by 2025.Mr Hughes, who took on the role of CEO in January this year, said he has identified several areas for growth - setting a target to open an additional 27 stores in the Republic and a further 18 in the North.He said the proposed timeframe for this expansion includes the opening of four new stores this year with a further 16 in 2023 and 25 more in 2024.Mr Hughes said an average of 20 jobs per store will see the company create a total of 900 new jobs during this period.&quot;It’s been an extremely busy, but very productive, first few months in the job,&quot; he said.Aside from company expansion, Mr Hughes said he will focus on a number of other areas to ensure the business continues to improve the quality of its products and services.&quot;These include a focus on franchisee training, quality control, menu improvements, new product development and innovation, brand refreshment, store refurbishments, delivery options, enhancing the company&#39;s digital proposition and - crucially - securing all-important supply chains which have been significantly impacted by global events,&quot; he explained.Mr Hughes said while consumer demand remains strong, challenges remain.&quot;Whilst we are excited by our growth plans, we’re under no illusions that the road ahead will not be easy, as we continue to operate in the most challenging of business environments,&quot; he said.&quot;Global supply chains are under pressure and, while consumer demand remains strong, the impact of Covid-19, Brexit and the war in Eastern Europe continues to impact on supply chains.&quot;Recruitment, especially in the hospitality industry, is very difficult, freight markets are unbalanced, and price inflation is increasing all the time,&quot; he added.Mr Hughes said they are currently engaged in a proactive campaign to identify new store locations and recruit potential franchisees. Live Rent Free on Inis Meáin

Higher dole payments for workers who suddenly lose their jobs are in the mix for the budget.A longer-term plan to get early retirees and former carers to take up part-time work is also in the pipeline.To avoid the so-called ‘income shock’ or ‘cliff-edge’ of going from a full wage to dole payments of €208, newly unemployed workers would get higher unemployment benefit to help them adapt.The different rates would be based on individual levels of income and how long a person is unemployed. The intention is to tide over workers who will be unemployed for a short period of time before getting another job.The system is modelled on the PUP (Pandemic Unemployment Benefit) which ran during the Covid-19 lockdowns and restrictions.At one point, there were five different rates of the PUP, ranging from €350 down to €150 for part-time workers. Different rates of dole are common in other European countries and help workers adjust to their new levels of declining income.The PUP gave a higher level of dole to workers who lost their jobs due to the pandemic than the normal unemployment benefits. The €350-a-week was viewed as highly significant in maintaining social solidarity during the crisis. At its peak, about 600,000 workers were in receipt of the PUP. The €350 weekly payment was ultimately phased out and rejoined the normal €208 rate for jobseeker’s benefit.But the PUP has also showed the financial pressures on people who suddenly lose their jobs, particularly workers on low to middle incomes. The experience has prompted a rethink about State supports.The PUP also showed it is easy to have different rates of payment within the welfare system. However, the payment of different rates of dole to workers depending on how long they are unemployed is controversial.Officials in the Department of Social Protection are working out the detail of how the proposal will work. A pay-related jobseeker’s payment or basic income guarantee would form the backbone of the proposal for graduated welfare payments.Social Protection Minister Heather Humphreys then has to bring these proposals to Public Expenditure Minister Michael McGrath in talks on Budget 2023.“The pandemic has shown you can do the pay-related benefits and people agree on it,” a Government source said.“With pay-related benefits or ‘staggered dole’ you’d get a higher rate of payment for the first period after you lose your job.”Meanwhile, the Government is also signalling a wider plan to entice workers back into the labour force. The number of people in employment in Ireland has jumped to more than 2.5 million – the highest on record. The economy is approaching what is viewed as full employment, where the level of unemployment is below 4pc. The seasonally adjusted unemployment rate is currently 4.8pc while long-term unemployment sits at about 80,000.About 40,000 work permits for staff outside the EU have already been issued this year, with hospitality joining technology and healthcare as sectors with the largest demand. A total of 870 permits for chefs have already been issued.Early retirees and carers whose children have now grown up are particularly being targeted to come back to work part-time. Estimates show there are hundreds of thousands of working-age people who could come back into the workforce. But a plan would need to combine tax, welfare, health, education and pension entitlements and ensure people would feel it is worth their while, without losing benefits. EU funding is available to roll out upskilling and education programmes.“You’d need to find that sweet spot. All these sectors are telling you they can’t find more staff. What do you do to entice more people back into the workforce?” a Government source said.The shortage of workers came up at a meeting with business groups attended by four ministers – Tánaiste Leo Varadkar, Finance Minister Paschal Donohoe, Mr McGrath and junior minister Damien English.The Small and Medium Enterprise Forum was supposed to discuss lending and access to credit for businesses by banks, but it strayed into labour shortages when it was brought up by Mr McGrath.
